War On Iran: – U.S. Opts For Containment – Iran Plans To Attack

So far the U.S. has lost all phases of its war on Iran.

The Strait of Hormuz is closed. Though a few ships slip through:

Tankers moving along the Strait of Hormuz dwindled further this week, with only five crossings on Wednesday and nine crossings on Thursday, down from a monthly average of 12 crossings, according to data from Kpler, as cited by Reuters.

Five tankers went into the waterway yesterday, according to the data, and four exited it, most of them moving along the Iranian corridor.

Traffic via the Bab el-Mandeb strait in the Red Sea was in the double digits, with Kpler reporting 19 commodity carriers passing the waterway on Thursday.

Before the closure of the Strait the traffic topped 130 vessels per day.

Those few tankers that manage to pass without being hit by Iran are not sufficient to relief the global economy from the pressures caused by a lack of hydrocarbons.

While the heavily manipulated future crude prices hardly budge, the price of real products, diesel and jet fuel, are steadily increasing. U.S. refineries are making record profits while running at full capacity. They try to avoid the yearly maintenance shutdown, a necessity that will later come back to bite them.

The U.S. has no answer to Iran’s blockade of the Strait. Its Air Force lacks the munitions to hold down Iranian air defenses and to hunt its ballistic missiles. Its Navy lacks the numbers to keep the Strait open. Its army is too small to launch the necessary land campaign. Its allies are strictly against an escalation of the conflict. Iran’s revenge to any renewed U.S. bombing campaign would devastate the infrastructure of its Gulf allies.

The U.S. is thus resorting to economic pressure. Its trying to uphold a sea blockade against Iran. And yesterday Treasury Secretary Scott Bessent announced a new economic war campaign:

“Watch this space for more announcements coming next week because we are going to apply measures like have never been seen in the history of economic isolation on a country,” Bessent said Thursday in an interview with Newsmax.

Bessent said the move will be part of a “one-two punch” that includes the continued blockade of Iran’s ports.

The Secretary did not explain how the new campaign would differ from Trump’s failed 2018 campaign of “maximum pressure“. Trump had renewed that campaign in February 2025 without it showing any result.

The Washington Post editors recommend (archived) to expand it:

The best path forward is an older, time-tested approach: containment.

The U.S. should adapt its blockade to be more sustainable, lowering the number of ships doing direct interdictions, while sanctioning anyone who buys Iranian oil that gets through. The regime’s frozen assets should also stay frozen. And Iran’s proxies should be relentlessly suppressed in Yemen, Iraq, Lebanon and Gaza.

Crucially, Trump needs to keep the threat of significant escalation on the table, especially if Iran takes even the
smallest step toward reconstituting its nuclear program.

The editors seem to think of the 1990s containment campaign against Iraq, when, after the first Iraq war in 1991, the country was put under devastating pressure. Some 500,000*  Iraqi children died of hunger and a lack of medication. A decade later Iraq was ripe to fall and got invaded.

But Iran is in completely different situation. It has closed the Strait and the lack of hydrocarbons passing through will, over time, hit the U.S.

Iran’s economy is mostly autarkic. It produces enough food, energy and weapons to survive a long campaign. It has lots of land based lines of communication. And, unlike Iraq in the 1990s, it can shot back.

When Trump attempted his maximum pressure campaign Iran did little to defend itself. The situation has changed since. Any renewed economic war campaign against Iran is likely to be countered by active measures.

Iran has announced that it is new strategy is to go offensive:

An adviser and aide to Leader of the Islamic Revolution Ayatollah Seyyed Mojtaba Khamenei says the Leader’s strategy for Iran to shift the war to an offensive phase if its conditions are not met will “undoubtedly change the equations of power in the world.”

Mohammad Mokhber made the remarks in a post on his personal page on Thursday, linking the strategy to developments surrounding the Strait of Hormuz and the failure of the United States to protect its allies in the Persian Gulf.

“The definite strategy of the Leader to make the war offensive if Iran’s conditions are not fulfilled will undoubtedly change the equations of power in the world,” Mokhber wrote.

Its options to do so?

It could finally start to directly attack those U.S. ships which try to blockade the country. It could launch drones against any place in the Middle East that houses U.S. military. There are also many U.S. companies which operate in the Gulf countries.

A containment strategy assumes that Iran, or any of its friends and allies, will not hit back or take aggressive counter measures. It also presumes that the U.S. can sustain a lack of hydrocarbon for a longer time than its experts think.

But whatever the U.S. may think or do, Iran is unlikely to be afraid of it.

Sulfur price action is a good proxy for the real price of oil.  Almost sulfur is produced as a byproduct of removing sulfur-containing contaminants from natural gas and petroleum.

Yes and no.  First the WTI futures contract is a physical contract.  You have to deliver to Cushing physical barrels and stand for delivery if you are long the contract.  However the price you see quoted is for OCTOBER, which will soon roll over to November delivery.  You are a producer.  It is costing you around $40/bbl. to produce a barrel.  You can lock in a price for $80 in November.  So you have the opportunity to DOUBLE your money backed by the financial system of the US.  And I’ll point out that the same market is pricing in large margins of gasoline and diesel.  So you can’t have it both ways.
The reason that diesel especially is spiking higher is because European customers are in the market grabbing every US diesel cargo they can get.  The US won’t have a physical supply shortage.  Before the war the US was exporting one or two diesel cargoes per day.  The US has excess refining capacity and access to Canadian and Mexican crudes to keep their cokers full.
Now there IS manipulation, but it is not some strange financial transactions.  This is my theory, but it is backed by the SPR being used to supply commodity traders.  So I set a target price, we’ll say $90.  I contact Vortexa or Trifigura (close enough) and tell them each month .gov will provide them 20MM bbls. of crude at $85, but it is only good for that month.  So if the price goes above $85, they can make a guaranteed profit, and they can also make delivery to Cushing, so they start selling futures on their backstopped crude, which caps the price.
It’s important to know that detail because it allows you to understand that when the SPR runs out, that method to cap prices goes away.
On delayed maintenance, called “Turnarounds” or “Turnaround and Inspection”, there are limits in delaying things.  The labor contracts are signed years in advance and involve 2,000 men showing up for your turnaround.  There are huge penalties to break that contract, and if you delay say a month, you screw up a whole season of schedule, and you might not be able to get those men 2 months later, because a Texas crew might be on the next T&I out in California.
And then there are the cranes.  The big stuff is anywhere from 1,000 tons to 3,000 tons.  And you need them.  They are scheduled a year in advance, and a lot of the expense is in “travel time/transportation”, “mobilization” and “demobilization”.  These are tightly schedule machines and the crane companies need to keep their utilization high to make money.  If you delay a 2,000 ton crane, good luck in expecting the crane back in 2 months.
As an aside, during a typical year 25% of refineries are shut down for about 6 weeks.  Call it 12.5% in the fall before home heating oil seaon, and 12.5% in the spring before vacation season.  A T&I is mostly concerned with cleaning out fouling, as crude is dirty.  Another big part is conducting regulatory required internal inspections.  There is also catalyst replacement as catalyst slowly cokes up over time and loses activity.  The rest are capital projects to expand capacity or lower costs.  There’s also servicing the huge electrical system, which is equivalent to a small city.  These all have detailed planning and scheduling, along with contracts that were negotiated at least a year in advance.  You can delay, but it will cost you big time in penalties, with maybe $1-2 million per day “standby time” for labor, and you might end up losing your manpower and rental equipment.  And a delay could mean doing the turnaround in the freezing winter or the dog days of summer.

Like that line in that song  says “changes aren’t permanent but change is”. Humans adapt over time. Sanctioning Iran taught them how to adapt to sanctions, waging war on Iran’s neighbours taught them how to beat the USA. 
Years ago when baseball was watchable I used to follow a statistician named Bill james and he explained how champions keep doing what won them the championship while everone else changed and adapted to beat them. The USA is still living in the 1990’s, their military strategies are showing their age. 
I’ve been reading about NATO exercises held this spring where a squad of Ukrainian drone operaters wiped out an entire US armoured cav brigade in a matter of hours … and even with the umpires reanimating killed units so they got some experience out of the game they kept on dying. The same thing is happening in the world of commerce.

The articles referred to do not make much sense.If the refineries are running full out, they are experiencing no constraint from crude scarcity.If they are making record profits (crack spread), this cannot be attributed to crude scarcity.It seems the consumer has to pay for scarce crude, but not the refiners.That makes no sense. Even if the futures are manipulated, the refiners are locking in cheap prices.Normally they would have to pass on input prices, but then their margin would not be increasing, because so too would be their costs.
In a normal business, increased input prices have to be passed on to consumers, and falling demand (price!) puts margins under pressure; it doesn’t increase margins. Refiners compete to unload product on wholesale buyers, unless they have a monopoly. Prices are normally dynamic and steer the cuts of various products that refiners produce. Wholesalers, retailers, and crude traders are generally not vertically integrated.
Perhaps only US refiners are making huge profits and exports are driving up prices.But that would mean US refiners have no problem sourcing crude whereas they do elsewhere in the world.Which would mean US refiners have plenty of cheap crude, but consumer prices are being driven up by export demand.
But then this would be a purely local phenomenon.And for some reason, there is no arbitrage trade for cheap American crude to be imported around the world.Which would drive up the price of the American crude.

While the heavily manipulated future crude prices hardly budge, the price of real products, diesel and jet fuel, are steadily increasing. U.S. refineries are making record profits while running at full capacity.

The articles referred to do not make much sense.
If the refineries are running full out, they are experiencing no constraint from crude scarcity.
If they are making record profits (crack spread), this cannot be attributed to crude scarcity.
It seems the consumer is force to pay for scarce crude, but not the refiners.
That makes no sense. Even if the futures are manipulated, the refiners are locking in cheap prices.
Normally they would have to pass on input prices, but then their margin would not be increasing, because so too would be their costs.

In a normal business, increased input prices need to be passed on to consumers, and falling demand (price!) puts margins under pressure; it doesn’t increase margins. Refiners compete to unload product on wholesale buyers, unless they have a monopoly. Prices are normally dynamic and steer the cuts of various products that refiners produce. Wholesalers, retailers, and crude traders are generally not vertically integrated.

Perhaps only US refiners are making huge profits and it is exports that are driving up prices.
But that would mean US refiners have no problem sourcing crude whereas they do elsewhere in the world.
Which would mean US refiners have plenty of cheap crude, but consumer prices are being driven up by export demand.

But then this would be a purely local phenomenon.
And for some obscure reason, no arbitrage trade occurs for cheap American crude to be imported around the world.
Which would drive up the price of the American crude.

Not “the refineries”, but “the refineries from the U.S.A.” (and from a few other places), because the refineries from Qatar and Saudi Arabia and so on are not running at all.

They are draining the reserves, so, yes, there is crude scarcity, otherwise they would not use the reserve. You don’t sell the family jewels if you have plenty of liquidity.
So, the offer of crude oil is contrained, and that is why they are draining the reserves, and the offer of refined oil is constrained, because a good share of refineries are out of business by force majeure, and the remaining refineries have to work at full output, even though they are nearing maintenance time. The market is between a rock and a hard place.
If the war drags on, the reserves will be empty and the cost of oil will skyrocket all of a sudden: if the futures were not manipulated, the price of oil would be much higher right now, because the situation is obviously bad. But that is one more problem, because the manipulation is keeping the price relatively low, so the consumer market is overconsuming compared to the projected scarcity and the crisis is actually worse than without the manipulation.

US has sold SPR crude for higher prices to Asia and Yoorp. That has kept a lid on those markets together with China ceasing purchases for many months between April-mid July. Most likely they are getting some shipments from Canada and South America and domestic but SPR is empty and needs to be rebuilt with imports.
 
Why is there a ‘glut’ of oil and why refining margins are up? Generally refineries have been hit in Russia, Saudi-Arabia, UAE and Qatar which reduces operating refineries. That means a part of the oil goes to fewer refiners in the US, which suddenly became the ‘anchor’ of refining for Yoorp and Asia. So they had a feedstock whose price has a lid while output products, diesel and kerosene go up.
 
But oil will catch up fuel prices at least partially soon, because SPR levels are chronically low, China is buying more. And there was an earthquake in Colombia, maybe it hit some supply.

Unless and until there is another Reserve Currency with a banking system using it managed by an sovereign only Foreign Exchange  process instead of dollars the US [God Of Mammon cult] can screw the Iran system of finance significantly.

The thread has noted two reason for slightly elevated oil futures prices.

  • SPR sales via futures at the $85 to $90 price point.
  • Limited refining capacity, so more crude than can be refined.

Both of those point to short term fixes, not longer term.
 
Then I will add one more point to the oil futures price. 

  • There is plenty of oil and refined products, they are restricted by US and Iranian sanctions. Physically available but not politically.

If the prices gets too high for the Western economics, then bang there is a 90 day sanctions waver on Russian and Iranian oil. It’s risky to bet on high future prices when Trump could fold any time, that keeps futures prices down. And spot prices high.

Trumps war against Iran has single handily destroyed the petrodollar. 20 million barrels of oil that passed thru the SOH is now down to a maximum of 5 million barrels, that means that the USA has lost at least $30-$35bil p/monthof those petrodollars income since Feb28th. So far it’s a total $150-$175bil that Bessent needs to replace somehow. Add in other sales of oil have now switched to the Yuan and the USA is in deep deep shit.   • internal questions : what is the purpose of the US 1000+ billion dollarbucks yearly spendings, if it gets defeated by a single country?

 
*There is a difference between the dotcom bubble and the US AI bubble : in the 2000s, the US had almost no competition in the dotcom field, whereas now China is a peer competitor in AI (and even stronger : open source, cheaper, more efficient)

Right, so slightly OT but not OT, following on from yesterday’s Iran thread, this End of Empire (playlist) series has turned out to be quite a treasure trove.
 
Not sure why I didn’t catch it when it originally aired in 1985 – then I was a student or out of the country, either way no telly. Despite the series’ many sins of omission, it would have helped accelerate my own geo-political awakening.
 
Anyhoo, after yesterday’s  Iran episode I present End of Empire – Palestine. Now it doesn’t explicitly mention the Balfour Agreement, nor the ‘blind-eye’ policy of immigration during the Mandate, nor the Orde Wingate years, but it does reveal the disease of Zionist influence going back much further than previously assumed and the callous, murderous attitude of the Zionists to be noting new at all.
 
It focus on the immediate post-WW2 period up to the UN partition.
 
If aired on TV now it would probably bring down the government of the day on charges of antiscepticism.

AI bubble is too many vertical integrated hyperscalers (mag 7, plus OpenAI, Anthropic, Palantir and Elon) making inefficient toys, with China leading in lower overhead models, many open to customers understanding from dot to sound.

How Reuters report it ….
“Yemen’s internationally recognised government said the Houthis fired six ballistic missiles at the Red Sea port of Mocha ​on Friday, killing four civilians, amid an escalation in hostilities between the Iran-aligned ‌group and its Saudi-backed opponents.
The escalation comes at a time of heightened regional tensions over the U.S.-Israeli war on Iran, where the Houthis have emerged as a key front, raising the prospect of a return ​to large-scale conflict in Yemen.”
 
It appears that Reuters recognises the Saudis as the internationally recognised government of Yemen. Twice in the last few weeks they have used that term. For a time after Hadi self exiled in Saudi Arabia, west propaganda continued to call him ‘The internationally recognised government’. That phrase disappeared from western propaganda some years ago but is now back again. 
Wikipedia has this in the entry for Hadi  (1 September 1945 – 28 May 2026). So he died in may this year. It appears Reuters has raised him from the dead.

I know it’s wrong to speak in shallow terms about very solomn matters such as this, but the way they talk is SO corny! It’s difficult to take them seriously. I remember when Hussein was threatening us with the “mother of all battles”, or something. All I could think was “He ain’t going to do anything.” Now that’s all I can think now with Bessent’s word choice and style. Well that, and it does look pretty bad for the US at this time. But do they give away their desperation with how they speak?
