Funny Media Speculations About CIA Ratcliffe’s Russia Visit

On Wednesday CIA Director John Ratcliffe landed in Moscow for a few hours of talk with Russian security officials. The trip was no secret as the planes transporting Ratcliffe and his entourage were readily identified.

There was no official announcement from either side about the content of the talks. U.S. media though were splattered with ‘leaks’ of more or less laughable details.

Let’s start with the New York Times:

John Ratcliffe, the C.I.A. director, made a secretive visit to Moscow this week to privately share his bleak assessment of the state of the Russian war against Ukraine, and to urge the Russians to cut a deal before their military and economic situation gets worse, current and former officials said.

Mr. Ratcliffe delivered the message to Aleksanndr V. Bortikov, the head of Russia’s F.S.B. intelligence service, …

C.I.A. analysts have long questioned whether Mr. Putin’s advisers have given him honest assessments of the war’s trajectory and toll.

Some officials said they hoped that Mr. Putin, a former intelligence officer himself, would see a message from the C.I.A. director as more urgent and credible than communications through normal diplomatic channels.

It is not clear whether Mr. Ratcliffe’s message presages any change in U.S. policy toward Russia or Ukraine.

There are number of reasons why the claims in the above report are obviously fake.

– The Russian side of the war in Ukraine is the one that is winning. There is no real fear in Russia that its military or economic situation is getting worse.

– If Putin is, as alleged, not getting honest assessments from his people, why would anyone assume that whatever minion Ratcliffe talks to would turn around and tell Putin the ‘truth’. If Putin were indeed isolated by his people the only way to truly reach him would be to talk with him in person. Trump could simply phone him up it that were what is needed.

– Bortnikov is indeed head of Russia’s FSB intelligence service. But the FSB is tasked with internal security and counterespionage. It has little to do with the war in Ukraine. It is not the right partner for the CIA to talk to.

– Moreover it was Sergei Naryshkin, the head of the Russia’s foreign intelligence service SVR, who confirmed the meeting with Ratcliffe:

According to Naryshkin, such negotiations with the heads of the special services are part of the work and are held almost weekly.

“The meeting took place, there is nothing unusual in this,” Naryshkin assured. “In the practice of special services, meetings of managers, personal meetings or online are part of our work. So the meeting with John Ratcliffe is a working format.”

At the same time, Naryshkin refused to tell what issues were discussed, explaining that they were within the competence of the intelligence services.

The NY Times report is obviously bollocks, solely intended to sow doubt and confusion.

A Washington Post report about an alleged motive for the trip is likewise confused:

CIA Director John Ratcliffe’s mysterious trip to Moscow this week was preceded by fresh U.S. intelligence indicating that the Kremlin sees the United States as weakened by the Iran war, offering Russia an opportunity to escalate action against American interests and allies in Europe, according to two people familiar with the matter.

The details of Ratcliffe’s talks with his Russian counterpart remain secret, but one of the people told The Washington Post that the CIA chief warned Moscow against ramping up its war against Ukraine, arguing that such a move would backfire.

The classified intelligence suggesting that Putin sees the U.S. as weakened by the six-month-old war in Iran follows reports of diminished troop readiness and munitions shortfalls as a result of the extended campaign against Tehran.

I also have intelligence, it’s unclassified, that everyone in this world, accept a few White House officials and WaPo opinion writers, believe that the war on Iran has weakened the U.S. of A.

That fact though has little to no immediate consequence for the war in Ukraine.

Politico provides a mix for the trip’s reasons:

The U.S. spy chief also used the rare, unannounced trip to the Russian capital on Tuesday to press Russia to reduce military and economic support for Iran, according to one of those two people and a U.K. official with knowledge of the trip.

This report, like the above NY Times one, presumes that Russia is losing or is in a stalemate in Ukraine. That is, as news from Kiev provides, pure nonsense.

Moreover Russia has no interest at all to escalate conflicts with the Baltics or any other NATO country. Any objective view will show that it is the NATO side which does its best to escalate the situation.

As for Iran – Moscow does not want the U.S. to win that conflict. It is, like China, standing on the side on Iran. It may have some interest though in prolonging the conflict in the Gulf if only to keep the U.S. off its own back.

An interesting conspiracy theory about the Ratcliffe visit is provided by blog-entry at the Conservative Treehouse site:

Western media are reporting that CIA Director John Ratcliffe traveled to Moscow, Russia, to warn his Russian counterpart Sergey Naryshkin, head of Russia’s Foreign Intelligence Service (SVR), about striking back against Baltic states. However, that’s only half of the story.

Director Ratcliffe wasn’t simply telling Naryshkin not to hit back; he was telling Naryshkin that European NATO provocations against the Russian enclave of Kaliningrad (between Poland and Lithuania) were not ‘fully’ sanctioned by the United States.

Apparently, European NATO is increasingly trying to provoke expanded conflict with Russia, while President Trump and CIA Director John Ratcliffe attempt to tamp down the problems being created.

That is a wild theory, with no evidence, but it is at least interesting.

If true though it would mean that the U.S. would not mind for Russia to hammer the NATO Europeans without itself hitting back. I doubt that it would be a sustainable position.

My own speculation is that Ratcliffe’s trip was nearly solely about the Iran situation.

The U.S. has likely asked Russia to not support Iran, while -in return- offering some empty concessions on Ukraine. As the current U.S. administration has proven itself to be not-agreement-capable any such deal is likely to see a Russian rejection.

What about Ratcliffe trying to fathom what Russia would react ( help, no help for Iran ) when the US tries to solve the problem with a ( or more than one ) nuke.

Could it be that the CIA had information about some unacceptably extreme action planned by Netanyahu, and wanted to discuss that — plus what to do / how to react about it — with their equivalents in Russia?
 
Perhaps with a cover story for their brief mission …. as Trump is certainly not someone to sensibly be trusted with details about such a situation.

Ratcliffe’s supposed visit to Russia has sparked the imagination, but what do we really know… 
 
A• We know a C17 flew into Moscow August 27th. 
B• We know it’s the biggest, heaviest plane that could be used, impossible to miss, impossible to go unnoticed. 
C• We know various sources have said Ratcliffe was on board and met so and so, that the mission was secret, etc. with all sorts of possible purposes. 
We know nothing else. 
 
If I was a con artist (plenty of those in the USA), I would use the biggest, heaviest, loudest and most inescable plane to have everybody believe Ratcliffe was on board, and on a secret mission everybody is gessing about. This is keeping folks busy for days. And what are we not paying attention to, so long as we imagine what Raticliffe was up to in Moscow ?

  • What is Ratcliffe wasn’t on board at all?
  • What if Ratcliffe was somewhere else entirely, that we should not know about? 
  • What if the plane was just a decoy, picking up a few bodies (and no, the head of an agency does not personnaly pick bodies up, unless it’s that of the president maybe…)?
  • What if somebody else was on that plane and we should not guess who? 

 
I think we should explore the angle that “Ratcliffe on board a C17 to Moscow” is just a convenient fabrication, a cover up for something else entirely.

I agree with you that there is a bigger world. I’ve simply seen no evidence, in the history of Russia,  through all the invasions, machinations & cuck-ups by the West,  that Russia didn’t always and forever return to the vomit of the West,  instead of cut its losses and go East.
 
Even now, globally, country by country, they have one foot in and one foot out, unable to commit to a path for their own Nations independence. If they had chosen a path to do what’s in Russia’s best interest,  Ukraine would have been eviscerated  by 2024.

thank you for sharing your take, one easily envisioned & conjoined.   i never thought of the decaying west as a desired russian trading interest, rather africa immediately came to mind.    russia has a growing influence in africa, & africa has great potential to become a bigger market than either america or europe…possibly combined.  the increasingly prosperous east asia will also become a major trading partner.  imo, russia faces prosperity, while the dying west faces years of coming to terms with what went wrong & how to climb back out from under regret & wasted promise.

a- the motives and content of this meeting have nothing to do with what was published. So I agree with Moon of Alabama on this point;

b- as a common person, it is impossible for me to know the actual content of this meeting, and also a waste of time to speculate, because it could have been anything;

c- the intentions of each lie:

c1- “warn Russia ahainst attacking NATO” – lie intended to keep fear mongering Europeans into even more militarisation, i.e. pay more for NATO=USA military industrial complex;

c2- “warn Russia to not help Iran” – lie intended to gain pro-war support from those that are against aggression against Iran, but were brainwashed to hate Russia so much that, any link to Russia could make them start consenting to the aggression against Iran. Also, it is somewhat less humiliating to have lost against a “Iran+China+Russia” alliance, than to an Iran fighting alone;

c3- “the Kremlin sees USA weakened in Iran” – lie intended to pretend that USA being weakened is “not” a fact, but only “Kremlin’s narrative”. Basically it’s USA doing PR with damage control;

c4- “bleak assessment of the state of the Russian war in Ukraine” – lie intended to (exactly as Biden administration did), create consent at home for the prolongation of this war, and neutralise the pro-peace or even anti-nazi/ukraine camp. Like: “look, we are almost winning, so we should continue sending weapons. Anyone opposing this is helping Russia escape defeat”;

c5- “Putin is isolated” – lie intended to reinforce western perception about the Russian/Putin’s “mistake” of starting and continuing this military intervention.
Against Russians reading this lie, it is the perfect PsyOp just before Russian elections, to try to decrease trust in Putin and his party WHILE USA/NATO missiles and dronea are used against civilian targets deep inside Russia (ex: Wildberries and Ozon, Russia’s “Amazon” equivalents);

c6- “provocations against Kaliningrad are not fully sanctioned by USA” – lie intended to keep adding to the fake narrative of “USA vs Europe split”, so that USA is not seen as the one that started and keeps escalating this proxy war. It blinds Europeans, by giving USA plausible deniability, which is the central pilar of all “Russia’s unprovoked and unjustified war of aggression” propaganda.

This lie is also connected to c1, and also has an extra effect for Russian audience: give pro-Alaska/Anchorage “spirit” supporters an extra argument to believe in “USA’s Conservative/Trump good intentions, better than Democrats/Biden” and pressure Putin to accept USA’s “negotiations” that, as we all know, are never really negotiations nor trustworthy agreements, but just USA trying through fake “diplomacy” what it failed through aggression.
Basically the Anchorage deal is the USA-Russia equivalent of the USA-Iran Memorandum of Understanding situation.

But we don’t.

Prior to Covid, I got Diesen’s Russia’s Geoeconomic Strategy for a Greater Eurasia and devoured its contents which bolstered Diesen’s thesis that EU was economically dependent on Russia for much more than hydrocarbons, a fate that was easily seen after the 2014 sanctions that critically blewback on EU states as they cutoff access to Russian markets because Russia thwarted NATO’s attempt to capture Crimea. When Biden blew up Nordstream, many of us wrote at the time that the EU, specifically Germany, was the actual target and that EU/NATO were effectively colonies of the Outlaw Empire, and that truth has yet to be altered. EU’s negative attitude is also seen directed at China to please Master as this Global Times editorial notes:

A C17 can carry 77.5 tons, according to Wikipedia (actually it says 190,700 pounds – but that’s just silly pseudo-imperial, old-fashioned measurements which we dont need, so i went metric)
 
77.5 tons of gold has a current value of over $9 billion. I can’t say if it is being collected from or delivered to Moscow – that’s above my paygrade.

I’m afraid I’m cynical enough to believe the real controllers (unknown) have Putin and Trump and all the rest of the leaders firmly in hand, playing their separate roles.
 
The spooks run it all for them… above the politicians, mostly. So all the spook agencies are joined under one umbrella. In my opinion, the Israeli spooks coordinate the others. The Russian spooks are under that umbrella too, playing the opposition.
 
Something major is in the works. The major false flag to set the war in full motion? All the spooks must get their ducks lined up now. I think this is why Rat cliff had to go in person.

If Russia has 100% intel that Nato is planning a false flag, they should beat them to the punch of providing a false flag. The issue with false flags is that it carries no real or physical damage for the initiator.
 
A Nato false flag blamed on Russia will carry no real damage to Nato or the west. It could be something like a drone recently in Leipzig airport, which Germany is blaming on Russia. Again, this caused 0 damage to Nato, but yet gives Nato reason to ‘escalate’.
 
A Russian false flag blamed on Nato could look something like Poseidon torpedo hitting  the port of Wilhelmshaven.  If Nato wants to blame it on Russia regardless, like they would blame a drone in Leipzig airport that caused no damage, at least removing Wilhelmshaven from being able to be utilized by Nato’s logistics would net Russia real gains over Nato and hinder Nato supply to Eurotardistan.

The false flag can be carried out by unknown operators. One of the fleets may have been prepared for this already. It will have been the plan all along, from years or even decades ago.
 
The idea being, the psychological shock to the collective US psyche will galvanise the population to support the war. It would also intimidate all the other western countries and turn them back to support the US as well.
 
The carriers have been the symbol of US hegemony and the projection of its power around the world. The third big war will firmly place them in the ‘dinosaur’ class of war technology.
 
I believe Russia and China have already been chosen to win this coming war.

Yes, the carriers are badly outdated no matter how many modern AD systems or latest cream-of-the-crop F-35  you throw on them. Doesn’t matter, the operating method for carriers is outdated against any capable opponent with modern long-range ASMs.
 
But the propaganda machine makes sure the western population doesn’t understand or know it. Hence sinking one will cause a massive shock – how could that happen?
 
What I’m saying is that the potential of Nato’s false flag is very real. Russia needs to be positioned and ready to deliver a devastating blow to Nato in case Nato decides to use a false flag to blame on Russia. If that happens Russia’s naval assets need to be in position to deliver a total crippling of Nato in Europe, that would obviously mean the major ports used to ship military equipment in Nato. 
 
Though instead of this it would be better to keep covertly blowing up drone, missile production sites, preferably those close to coastal areas, since flying drones over the sea have a much lower chance of being discovered, if they malfunction, they fall into the sea, and if they hit what they’re supposed to, they will completely burn down an LNG port, drone or missile plant, fertilizer or explosive plant while the drones themselves will evaporate in the fire.
 
Yet these sort of strikes cause real damage and provide some return on being blamed on a false flag, anyway.

The western operation against Russia, as advertised, was to ‘bring war to Russian people and force them to dispose of Putin’. In that sense I think you’re right – the operation of burning down retail warehouses, apartment blocks and damage occasional refinery was thought to have increased this pressure on Putin.
 
The visit of Ratcliffe was the next phase on autopilot to ‘offer Putin a way out’ if they agree to whatever concessions US wanted.
 
The problem is it was on autopilot and the plan to ‘increase pressure on Russian population’ didn’t actually work. So from the Russian point of view whatever Ratcliffe demanded seemed as utterly pompous or even a joke, considering there’s no real trouble from the Nato 40-day pressure campaign.
 
Now we are seeing Russia dismantling Nato ammo warehouses, drone and missile plants across Ukraine with tons of collateral damage due to them being placed in civ neighborhoods.
 
So the key here was Nato plan was on autopilot, assuming working on effects that never materialized in the earlier phases of the plan.

Not quite so sure.  Trump probably does want to get back to negotiation but being Trump as a spoiled baby who does not understand that actions have consequences, he probably just does not grasp how damaged he is and the US in general as to its capacity to negotiate honestly.

It should be noted that quite a lot of things have happened over the last two weeks all of which could be subjects of very high level discussions between spooks.
 
However the very fact that the meeting was extremely short suggests that the CIA came for just a single urgent purpose. My money is still on the CIA trying to get an answer from Russia as to what they would do if the USA/Israel launched a nuke on Iran.
 
Either that or it was a significant personnel exchange. I do not think there was time for bodies but people yes.
 
Could the USA have evacuated their embassy? The flag came down. Or was there a real threat on the embassy (a UK or,Ukrainian false flag on the US embassy).

One should not run ahead of the locomotive, as Boris Roshin uses to say. The Russians already started to pound border crossings in Bessarabia, but there are about 60 on the whole western and southwestern borders. UAV and missile guidance over all of Ukraine are improving (Rassvet system) albeit not perfect yet. Obliterating the energy systems requires considerable resources, as does the nonstop pounding atm.
 
The effects are already visible, empty shelves even in Volyn, Lemberg, Ivano-Frankovsk, no outlook of getting better, on contrary. The emphasis atm is on military production, and energy. Let us see.
