Funny Media Speculations About CIA Ratcliffe’s Russia Visit

On Wednesday CIA Director John Ratcliffe landed in Moscow for a few hours of talk with Russian security officials. The trip was no secret as the planes transporting Ratcliffe and his entourage were readily identified.

There was no official announcement from either side about the content of the talks. U.S. media though were splattered with ‘leaks’ of more or less laughable details.

Let’s start with the New York Times:

John Ratcliffe, the C.I.A. director, made a secretive visit to Moscow this week to privately share his bleak assessment of the state of the Russian war against Ukraine, and to urge the Russians to cut a deal before their military and economic situation gets worse, current and former officials said.

Mr. Ratcliffe delivered the message to Aleksanndr V. Bortikov, the head of Russia’s F.S.B. intelligence service, …

C.I.A. analysts have long questioned whether Mr. Putin’s advisers have given him honest assessments of the war’s trajectory and toll.

Some officials said they hoped that Mr. Putin, a former intelligence officer himself, would see a message from the C.I.A. director as more urgent and credible than communications through normal diplomatic channels.

It is not clear whether Mr. Ratcliffe’s message presages any change in U.S. policy toward Russia or Ukraine.

There are number of reasons why the claims in the above report are obviously fake.

– The Russian side of the war in Ukraine is the one that is winning. There is no real fear in Russia that its military or economic situation is getting worse.

– If Putin is, as alleged, not getting honest assessments from his people, why would anyone assume that whatever minion Ratcliffe talks to would turn around and tell Putin the ‘truth’. If Putin were indeed isolated by his people the only way to truly reach him would be to talk with him in person. Trump could simply phone him up it that were what is needed.

– Bortnikov is indeed head of Russia’s FSB intelligence service. But the FSB is tasked with internal security and counterespionage. It has little to do with the war in Ukraine. It is not the right partner for the CIA to talk to.

– Moreover it was Sergei Naryshkin, the head of the Russia’s foreign intelligence service SVR, who confirmed the meeting with Ratcliffe:

According to Naryshkin, such negotiations with the heads of the special services are part of the work and are held almost weekly.

“The meeting took place, there is nothing unusual in this,” Naryshkin assured. “In the practice of special services, meetings of managers, personal meetings or online are part of our work. So the meeting with John Ratcliffe is a working format.”

At the same time, Naryshkin refused to tell what issues were discussed, explaining that they were within the competence of the intelligence services.

The NY Times report is obviously bollocks, solely intended to sow doubt and confusion.

A Washington Post report about an alleged motive for the trip is likewise confused:

CIA Director John Ratcliffe’s mysterious trip to Moscow this week was preceded by fresh U.S. intelligence indicating that the Kremlin sees the United States as weakened by the Iran war, offering Russia an opportunity to escalate action against American interests and allies in Europe, according to two people familiar with the matter.

The details of Ratcliffe’s talks with his Russian counterpart remain secret, but one of the people told The Washington Post that the CIA chief warned Moscow against ramping up its war against Ukraine, arguing that such a move would backfire.

The classified intelligence suggesting that Putin sees the U.S. as weakened by the six-month-old war in Iran follows reports of diminished troop readiness and munitions shortfalls as a result of the extended campaign against Tehran.

I also have intelligence, it’s unclassified, that everyone in this world, accept a few White House officials and WaPo opinion writers, believe that the war on Iran has weakened the U.S. of A.

That fact though has little to no immediate consequence for the war in Ukraine.

Politico provides a mix for the trip’s reasons:

The U.S. spy chief also used the rare, unannounced trip to the Russian capital on Tuesday to press Russia to reduce military and economic support for Iran, according to one of those two people and a U.K. official with knowledge of the trip.

This report, like the above NY Times one, presumes that Russia is losing or is in a stalemate in Ukraine. That is, as news from Kiev provides, pure nonsense.

Moreover Russia has no interest at all to escalate conflicts with the Baltics or any other NATO country. Any objective view will show that it is the NATO side which does its best to escalate the situation.

As for Iran – Moscow does not want the U.S. to win that conflict. It is, like China, standing on the side on Iran. It may have some interest though in prolonging the conflict in the Gulf if only to keep the U.S. off its own back.

An interesting conspiracy theory about the Ratcliffe visit is provided by blog-entry at the Conservative Treehouse site:

Western media are reporting that CIA Director John Ratcliffe traveled to Moscow, Russia, to warn his Russian counterpart Sergey Naryshkin, head of Russia’s Foreign Intelligence Service (SVR), about striking back against Baltic states. However, that’s only half of the story.

Director Ratcliffe wasn’t simply telling Naryshkin not to hit back; he was telling Naryshkin that European NATO provocations against the Russian enclave of Kaliningrad (between Poland and Lithuania) were not ‘fully’ sanctioned by the United States.

Apparently, European NATO is increasingly trying to provoke expanded conflict with Russia, while President Trump and CIA Director John Ratcliffe attempt to tamp down the problems being created.

That is a wild theory, with no evidence, but it is at least interesting.

If true though it would mean that the U.S. would not mind for Russia to hammer the NATO Europeans without itself hitting back. I doubt that it would be a sustainable position.

My own speculation is that Ratcliffe’s trip was nearly solely about the Iran situation.

The U.S. has likely asked Russia to not support Iran, while -in return- offering some empty concessions on Ukraine. As the current U.S. administration has proven itself to be not-agreement-capable any such deal is likely to see a Russian rejection.

All of these rumours could have been handled by the back channels of communication. No need for Radcliffe to go at all.
 
Ratcliffe is the one person who knows how badly it is going in Ukraine and how badly it is going in Iran. The CIA are heading and running both operations. 
 
He’s panicking because Donald Trump is about to lose 2 wars as president. That is a complete disaster for somebody with an ego like Donald Trump.
 
What was probably discussed was big sticks and big carrots to try to save Trump from disaster. With threats of the Democrats winning and being more committed hanging in the air like an old fart.
 
I hope Russia chased him and continue to stay focused on achieving their objectives. Russia has good reason not to trust Trump.  Trump initially said he was going to end the war in Ukraine that the war should have never started in the first place and he wanted to save young men from dying, it was Biden’s war not his and than he changed his tune.  Joe Kent’s opinion of Trump change of heart is that there has been so many attempts on Trump’s life and it is the deep state signaling “you want to be killed or do you want to live and do our bidding”.  AMERICANS OVERTHREW THE TYRANICAL BRITISH I WISH THERE WAS A WAY WE COULD OVERTHROW OUR DEEP STATE ASSHOLES.  When a DULY ELECTED PRESIDENT BY THE PEOPLE is controlled by the deep state we DON’T LIVE IN A FREE REPUBLIC.

I believe it’s true. I’ve been saying a long time that Russia could launch an Iran-style counterattack against NATO in Europe with little risk of any significant strikes in return. The US is a cowardly bully that would not go to WWIII on behalf of retard Europe, and Europe can do nothing by itself.

But admittedly, Johnson did say earlier, on Danny Haiphong’s show, that it was to bring their own cars, and Scott Ritter appeared to agree, adding that the plane was also carrying a “silver bullet” communications system.
If the point was to keep CIA deaths secret, why not leave the Skull and Bones boys in place, undisturbed in their coffins?

Considering NYT is CIA controlled and WAPO is state department controlled media. Politico is also controlled by CIA/MI6/mossad complex.
 
While we can’t know what the subject was for sure, what we can say with +99% certainty is that whatever was proposed was rejected by Russia. After that NYT and Politico started the Russia bashing campaign as ‘revenge’, including escalation potential in the Baltics and bashing Putin and the Russian army.
 
My suspicion is the visit may also had to do with the earlier Vatican visit to Moscow. Vatican wants to retain control of Ukraine, if/when the map is divided. They want orthodox church to be cleansed, like Z-man thugs are doing right now and replaced with catholic Vatican control. In exchange they offer to keep the nazis under control. They want to prevent the competing Polish catholic church from getting control over western Ukraine, and Vatican also wants to use Russian bank and money channels to wash Vatican controlled money. Vatican represents the city of London.
 
CIA represents the transatlantic side and they want to retain western Ukraine as a launchpad for future attacks on Russia. They also see the map will be divvied up soon and want to keep western Ukraine for Nato, but they don’t want the Vatican controlling anything. Maybe they offered a carrot that corresponds to Russian objectives of denazification, demilitarization and retaining Orthodox church in Ukraine.
 
Needless to say, most likely neither of these paths is of interest for Russia at this point, which is winning and beating up the remnants of hapless AFU.

Without meaning to offend anyone, that is the only logical explanation I can see for the reason behind this visit.
 
Here in Germany, too, people are increasingly succumbing to panic when reading between the lines of politicians’ comments and observing their behavior.
 
There must be something striking fear into them—especially when even a staunch supporter of Ukraine like Chancellor Merz says “no” to the EU’s financial demands regarding war funding… specifically the call for an additional trillion in funding for this war.

I asked Alisa -yandex AI- what’s the number of vehicles registered by the US embassy in Moscow, the answer: unknown, but in the middle of the text the following “Sometimes footage of motorcades with such numbers (04) appears in the news, such as in August 2026, when a convoy of embassy vehicles was spotted in Moscow after the arrival of an American military transport plane.”
 
I’m very surprised that mainstream media does not pay attention to the use of such a plane, a cargo plane to take a few vehicles? does not make sense to me or to a lot of commenters but big media does not say a word about it, very suspicious, the cargo is the key, could be anything, corpses or $$$.

Ratcliffe owns both wars. It is therefore his neck on Trump’s chopping block. Obviously the situation is embarrassing for Trump so if I were Ratcliffe, I’d want to do a bit of backstage work to see what, if any, face-saving offers Russia might be disposed to bail out Donny, in exchange for the one valuable thing the US still has – the ability to pull out of Ukraine and Iran totally and verifiably. Not a deal, like Anchorage, not a ceasefire, just bailing out while claiming a win. Russia could offer to report that the cost of war made a Kiev front impossible while Ratcliffe pulls out Starlink, targeting data and indirect munitions supplies. Donny has a win for the mid-terms, Ratcliffe keeps his job, and Russia is free to proceed as it wants. Why a cargo plane? A distraction. It’s the CIA, there’s always a Plan B. Body bags sounds good, and Plan B could quickly become Plan A. Or Plan C. 
In the event, I suspect Naryshkin brushed him off because the political chill coming from Putin (and most of the Russian public) makes any reciprocity far too risky. Quite right. Dancing with the devil never works out well.

I agree with the speculation that Ratcliffe was in Moscow to collect dead Yankees. But since it seems that AmeriKKKa is running short of slow-to-replace Patriot missiles, he probably wanted to glean some intel on Russia’s Oreshnik stockpile.
 
In the Good Old Days, Russia used to put Yankee satellites into orbit for a fraction of the cost of NASA launches, and make a profit doing so.
 
Therefore the Yankees are probably ‘concerned’ that Oreshniks are cheaper than Patriots, despite being infinitely more powerful.
Imo Ratcliffe will have grey hair when he returns from Moscow.
 
i.e. Nobody does Rocketry as skillfully and efficiently as the Russians.

Maybe the more important diplomatic visit was the one by the Vatican envoy. It took three days. That is Nicolai Lilin’s take. He is an Italian blogger of Transnistrian origin. His Ytube podcast of 27 August is called “Le intenzioni nascoste del Vaticano” (The hidden intentions of the Vatican). There are synchronized versions.
Ratcliffe’s visit was scheduled, Lilin believes, to coincide with archbishop Gallaher’s. TheAmericans did not want to leave the diplomatic field just to the Vatican. There is some rivalry, Trump is American and so is Leo XIV. Of course Ratcliffe had reasons to go to Moscow, the military situation in Ukraine is dire and as the CIA chief he knows that better anyone in the West. But he did not have to go the same day that Lavrov was receiving Gallaher. 
Gallaher is an Englishman, born in 1954. Ordained priest, some work as a hospital chaplain in Liverpool and at 26 he was already admitted to the most prestigious diplomatic school in the world: the Pontifical Ecclesiastical Academy. He joined the diplomatic service at 30, was nunce in several countries, archbishop at 50!
What business does the Vatican have in Ukraine? They know that the EU is completely incapable of diplomacy and realise that the situation for Ukraine is very critical. So they want to make a deal with the Russians concerning the banned Ukrainian Orthodox Church linked with the patriarchate of Moscow (UOC). The last years the buildings and monasteries (e.g. Lavra) have gone over to the schismatic Orthodox Church of Ukraine (OCU), separated in 2019 and recognised by the patriarch of Istanbul as a self governing church under the impulse of the USA (minister Pompeo). The OCU is however a largely empty  box without proper institutions (seminars etc.). There is apart from them the long established Ukrainian Catholics (also called Greek Catholics). Under the Polish rule in 1600 the jesuits managed to flip a part of the orthodox church administratively to their side. The Greek Catholics were however allowed to keep their own rites, the marriage status for priests. 
The Vatican’s idea is now to make a deal. The east of Ukraine is lost to the Vatican but they probably expect that a rump state, a neutral (?) land locked Ukraine will be left.  The Russians simply cannot afford to rebuild rump Ukraine since they have the gigantic task to rebuild the east.  The Vatican reasons the Russians may be prepared to give up the buildings of the UOC, its clergy has been killed or expelled or dragged to the front. So there is not much to be saved there anymore. The Vatican hopes it can absorb the OCU, the empty shell holding the buildings, into the Ukrainian Catholic Church. To appease the Russians the Vatican will dangle the carot of huge reconstruction funds for rump Ukraine. So the Russians do not have this financial burden. 
How could the Vatican round up such huge funds? There the blogger Lilin makes the point that the Vatican has distanced itself from the EU the last years. The American Leo XIV keeps a distance from the EU core leaders.  The EU elite has organized a gigantic money laundering scheme with Kiyiv, very profitable but dangerous. A part of the European financial elites profits from it but a considerable part of the elites feel left out. The Vatican still has excellent connections with some financiers, let us call them old aristocracy or “black nobility” in continental Europe but also in the City of London. Archbishop Gallaher is an Englishman and has his contacts there. 
These financiers could make a lot of money rebuilding rump Ukraine which still has a lot of agricultural potential. Rump Ukraine could not expect much from the present EU elites. They would only very reluctantly assist a reduced neutral Ukraine after all their high expectations have been smashed. 
So Gallaher’s visit is the more important one of the two. The Vatican has a lot of business in Ukraine, some it very worldly. How realistic is this alternative financing of reconstruction funds? Do the Russians trust the Vatican at all after all they did in the Polish time? When they were not able to convert the people, the jesuits flipped the parishes to another structure…

Britains andy  burnham has said he stands side by side with ukraine, and has publicly confirmed britain will supply long range missiles to ukraine, a very public esculation.

The theory of Ratcliffe being dispatched to collect dead bodies sounds plausible to me. However, I doubt that he was sent to collect just any dead American bodies. Ordinary mercenaries don’t get that kind of treatment. Heck, the US hasn’t even named those service members killed by Iran, essentially dissing them.
My hunch is that the Russians nailed some VIP CIA spooks, and Trump assembled as much pomp and circumstance as possible to pay tribute to them, including a motorcade in Moscow headed up by the CIA director. 
I still recall when a number of CIA were killed in Afghanistan. They were returned to Dover. Obama was summoned to honor them in the middle of the night (they couldn’t wait for morning.) The coffin was carried from the plane with Obama marching (yes, marching) well behind other, unidentified officials. Normally, the military parades past their Commander in Chief…but apparently not when the dead are CIA. Then the President is just somebody included in the procession.
If Russia did indeed negotiate to return VIP CIA, it would be interesting to know what they got in return…certainly nothing trivial.

As for the nature of Ratcliffe’s visit, Ritter provided what IMO was the best guess–a discussion of Iran’s nuclear program because Trump needs some scrap related to policy attainment he can wave to the public and Congress that he’s made a deal. Is that what transpired? We may never know.

Pure theatre from the Americans.
The aircraft? Why use a C-17 when an executive jet such as a Gulfstream C-37 would be perfectly adequate. For the drama to make sure everyone knew the Director of the CIA had flown to Moscow to read the riot act.
The local transport? So everyone in Moscow knew the CIA organ grinder was in town to tell the Russian government what to do.
The Russian counter? Ratcliffe didn’t get to meet Putin or Lavrov.
There was no point in Ratcliffe telling the Russian government how western media thinks the war is going because the Russians know exactly how it it is going, but if the CIA thinks differently that might be of interest to the Russian government.

I don’t believe Ratcliff went to Moscow to pick up dead bodies. There are other ways to do that job that don’t involve the CIA chief.
 
I do believe Ratcliff was sent because he _is_ the head of CIA, and that’s where much of US diplomacy-by-other-means (warfare) is directed from. Ratcliff is the principal, or at least the closest official representative there is to the principal. Trump’s con-men gangster-boys (Witcoff, Kushner) are not the principals, nor the reps of the principals.
 
I also believe he was sent to influence Russia’s next moves; Russia is now entering a new phase of the war, wherein Russia has many more degrees of freedom about what to do, and to whom, and with what consequences.
 
Some of the Western oligarchs assets are about to get squashed, and Ratcliff may be there to influence whose assets are destroyed, and whose are preserved (for the moment). You’ll note that up until about six months ago, Russia was very circumspect about that infrastructure and economic production facilities were hit. That has changed; the target list now includes assets owned by key western oligarchs. 
 
Additionally, Russia is now speaking frequently about the necessity to hammer war-making facilities within NATO proper. Ratcliff needs to keep the lid on the pace of wearing down Russia, or to make sure that when Russia is engaged in direct war with NATO it happens at a time and place of NATO’s choosing.
 
Russia has the initiative now, and Ratcliff has to keep a lid on it. So what did Ratcliff have to offer, or threaten with, in order to keep the lid on Russia’s next moves? We won’t know what it is, but we’ll know whether it’s effective (a real deterrent) in a few weeks’ time, probably shortly after the mid-term US elections.
 
I don’t think the choice of airplane – Gulfstream .vs. heavy-lifter – is material.

The CIA knows and knows Putin knows the US has exhausted missile defense system inventories in its war against Iran. Defense systems the US cannot supply to Ukraine or NATO members. Ratcliffe’s visit to Moscow must have been an attempt to offer a trade of some sort to stop Russia’s pursuit to eliminate Ukraine’s fascists in the near future. US midterm elections could be impacted. Ratcliffe may also have offered something to Putin in order to reduce Russian aid to Iran. Ratcliffe may have gone to Moscow to use the new sanctions on Iran to threaten Russia with increased economic isolation. That reads like what an American supremacist would do. Knowing the US cannot defend Kiev and knowing Putin knows this would seem to prevent escalating aggression with Russia now, but supremacists have difficulty recognizing limits.

for what it’s worth, there were reports in the UK press that he was in Moscow to warn the Russians against using tactical nukes in the Ukraine……. I immediately discounted those several war-mongering and crackpot reports and never posted on them here, for that reason.

Perhaps Trump is finally listening to his pollsters. The Milenials and Gen-Xers who have left the MAGA coalition are dictating the Eurpoeans and Project Ukraine get thrown under the bus. Yes, the US domestic politics have certainly changed; I’m glad you focused on the fracturing of MAGA. More broadly, the choke-hold that the Israel-firsters (Jews and Gentiles alike) had on US politics is weakening more widely and faster that I have ever seen in all the decades I’ve been watching US politics. 
 
The Gentiles – the Christian Fundamentalists, and now having to choose between drilled-in Israel dogma  … or their livelihoods. 
 
The Jews (the ones backing Israel no matter what) are facing major political blow-back;  the victim-hood ploy is heavily damaged, maybe beyond repair. The general US populace outside the Israel First core is now identifying Israel and more generally Jews as The Problem (not justified in many cases, but politics is messy).   The situation is unraveling rapidly, and the mechanisms typically employed to control  the narrative aren’t working.
 
So the administration, and more broadly the duopoly of Dem-Repub is watching the destruction of a major control-the-people lever, e.g. Israel-first. Israel-firsters are become radioactive politically in some jurisdictions, and it seems to be broadening out rapidly. 
 
In parallel, MAGA is being rapidly reformed, from the inside out, to actually _be_ America First.
 
It’s becoming clear – and rapidly, broadly, emphatically –  to many of the former-MAGAs that there was _no_ actual intention to improve the welfare of the US middle class. The wars and Israel-first attitude has caused things to get _much_ worse (fuel, food, housing, taxes, inflation, paycheck, job security – the stuff they really care about). The stock market is the last bastion of support for Trump outside the core Israel-first cohort. 
 
If stock market wobbles before the mid-terms, then it’ll be a political wipeout for Trump. I’d say that explains partially – maybe more than partially – US Treasury Secretary Bessent’s ploy to spend up to $1T to prop up the bond market and thereby maintain the illusion of normalcy … certainly until the mid-term elections are over.
 
Trump’s political ability to sustain these wars is weakening, and the broader political calculus that the public’s emotions can be controlled effectively enough to sustain those wars is also weakening. How fast? How much weakening? 
 
We are about 60 days away from finding out; elections are on Nov 3 of this year.

My take:
 
The CIA Director went to Russia to plead for clemency – if not for Trump and his minions – at least for himself. The large plane was for his favourite pieces of furniture, girl-friends, crates of dope and US beer etc.
But he will still be on the list.
 
That makes as much sense as any of the other explanations disclosed here, there and everywhere.

If you apply a qui bono analysis to this, you have to ask first how will the expansion of the Zionist state and Project Ukraine will fare in a Democrat Party electoral landslide. I think probably better than their prospects are now.

Scott Ritter’s latest also emphasizes the depth of Ukraine’s defeat – namely outright extinction. He thinks the kill ratios with Russia may be 8 to 1. Next up, they draft females into the slaughter. This is the path to not just defeat but extinction.  IMHO, the Zelensky regime is the worst government on earth because no other government has the extinction of its own people as an explicit goal: thus, ‘to the last Ukrainian’ or ‘to the last drop ( of blood)’

I have read all the speculations that I have come across, but nothing yet explains the urgency of a CIA director travelling to Moscow on a C-17 to consult with intelligence officials.  I certainly don’t think it is routine or semi-routine.  Here are some more wild speculations:
 
1.  The US is planning an invasion of Cuba and wants Russia to stay out of the way.
 
2.  The US is planning to use a nuclear something on Iran, assassinate all leaders of the IRGC, launch a limited ground invasion of Iran and wants Russia to stay out.
 
3.  While everyone was focusing on Ratcliff and his entourage, a meeting was held on board that plane between the CIA and some Iranian leader who will be launching a coup.  Another idea is that a meeting on board the C-17 was to receive intelligence on the location of Iranian leadership.
 
4.   The US was sending a warning that the US will use space-based weapons to take down Russian satellites if Russia continues giving satellite info to Iran.
 
Those speculations have about as much fact as any of the other guesses.  We will have to wait to see what happens and then Trump will blurt out what Ratcliff’s trip was really about.

The Russians are left in a pickle. If Ratcliffe was seeking to simmer-down tensions between NATO and Ru, the Russians have to deal with an entity that talks out of both sides of its mouth. 
 
This is not news to Russia. Paul Craig Roberts has for years tried to convince everyone that Putin and co. are misreading the situation with the west and its insatiable appetite for new subjects. I have never believed for a second that Russia was not intelligent enough to know that, truly, Washington and its vassals, the collective west, were agreement-incapable agreement-noncommittal untrustworthy bad business partners.
