At the bare minimum they can add fuel to the fire or deploy lenses to harness sunlight to create fires. They deplete emergency services that seriously affects their ability to wage war. The competitive advantage is with Russia and China. Had NATO had the competitive advantage they would have already used those weapons. Russia originally supported the Rome Statute. The United States, China, Iraq, Israel, Libya, Qatar, and Yemen voted against. India, Pakistan, Saudi Arabia, Turkey, and Singapore abstained. Then Russia decided it was no good because they could be prosecuted under it (!) which is exactly the reason others abstained or voted against the original statute. The ICC is not the ICJ – an official UN organ, and a completely useless one at that. But the ICC and the UN work together extensively while maintaining ‘judicial independence’ for appearances’ sake. The entire edifice is largely theatrical in nature and unfortunately even someone as forthright as Francesaca Albanese has only so much room to maneuver even before they go after her personally. I stated once before that I wish Albanese and others would call out the entire system from within which they operate. But that is very hard to do.
