That’s because Russia and China aren’t suicidal. They are rightly terrified because the US can destroy them militarily OR economically. The US has vassals across the globe (NATO in the West and S,Korea/Phillipines/Japan in the East) that it can use to harass and tie them down all the while the US is beyond their retaliation. The map does not explicitly say the area is mined, but it may be mined at some future point of time. So far no tanker has exercised a “Freedom of Navigation” stunt by sailing through the area.
