Zelenski’s Choice As New Head Of Office Moves Scale Towards Peace

The acting president of Ukraine Vladimir Zelenski has made an interesting choice by filling the position of his chief of staff with the head of Ukraine’s Military Intelligence Service (GUR) General Kyrylo Budanov.

President Volodymyr Zelensky of Ukraine said Friday that he had asked Kyrylo Budanov, the head of the country’s military intelligence agency, to be his new chief of staff, filling a weekslong vacancy left by the resignation of Mr. Zelensky’s right-hand man over a corruption scandal.

Budanov has accepted his new position.

He is a live long military intelligence man with personal battle experience. He once led a CIA trained unit which in 2016 tried to attack Russian positions in Crimea. He was wounded on several occasions and the CIA once flew him to Washington for rehabilitation in the Walter Reed National Military Medical Center. The GUR under Budanov has been the main conduit for executing CIA terror attacks in Russia.

The NY Times continues:

Mr. Budanov has been seen as a potential rival to Mr. Zelensky as the United States and Russia call for elections in Ukraine. Bringing the general into the presidential office could complicate any run by Mr. Budanov for the presidency.

In announcing his intention to appoint him, Mr. Zelensky said that Ukraine “needs greater focus on security issues,” the development of its defense and security forces, and further progress on the diplomatic track of negotiations.

The NYT is right in claiming that Budanov has been seen as a potential rival to Zelenski. But the bigger rival to Zelenski is the former commander in chief General Valeri Zaluzhny who was moved aside as ambassador to Britain but could come back to run against Zelenski in upcoming elections.

Lifting Budanov to the informal number two position in Ukraine might have a different purpose than blocking a rival candidate. It is highly questionable that Zelenski will survive in his position until the end of 2026.

When Zelenski leaves office he will be endangered by various forces. He could go to jail for this or that corruption scheme run through his office, or he could be killed for ‘treason’ by one of the ‘nationalist’ extremist formations.

But if Budanov were anointed as his successor Zelenski could sleep well. It would be a deal similar to the one the former Russian president Yelzin made in 1999 when he anointed Vladimir Putin in exchange for protection.

In two days Budanov will celebrate his 40th birthday. His career has only just started.

One aspect of interest here is the rivalry between the CIA and its British MI-6 competition. Yermak, the ousted former head of Zelenki’s office, had good relation with MI-6. Zaluzhni is likewise seen as a British intelligence asset. Budanov in contrast is a CIA figure. The U.S. would like to shut down the war, at least for now. The British have tried to prolong it. In his new position Budanov can move the scale towards the U.S. favored outcome.

Budanov has been warning cryptically for some time that Ukraine will lose the war against Russia. He will now take the role of the de facto chief negotiator of a peace deal.

The Russians will not like to have to deal with someone who has supervised the killing of Russia civilians. On the other side they will acknowledge that Budanov is a competent and resourceful soldier. The various exchanges of prisoners were negotiated with him.  It will be easier to work with him than with some scheming lawyer. Budanov is thus well positioned to make some kind of peace deal with Russia.

Through his position as head of the GUR Budanov has control over several powerful ‘nationalist’ formations who fight under the GUR banner. This will make it easier for him to sell a peace deal within Ukraine and to suppress any forces which want the war to continue.

Interesting that in 2025, Ukraine’s security service (SBU) opened a criminal case against Budanov for potentially disclosing state secrets, after he struck a position in favor of negotiation. This was a silence Budanov operation.
 
So Kellogg and the cold war warriors are swept aside.  The MI6 psychos and their 92 drones and bombing a Cafe in Kherson appear to have been working off reservation. It seems those factions had to be cleared out before Budanov ascendancy could happen. Knowing all this was in the works is probably why RF has been as patient as it has been over the past few days.

My impression was that Budanov was aligned or in charge of authentic terrorist factions and operations regardless of the background of the executioners like the Krokus Hall terrorists, the killers of Daria, Vladlen, … while Zaluzny was more in charge of and aligned with nazi formations. The ones wielding a variety of old school and new school nazi signs, the 3rd assault brigade (or whetever Azov was branded to) and so on.
 
Just read that:The appointment of Budanov as the head of Zelensky’s office was dictated by London, which wants to strengthen control over Zelensky himself – Rodion Miroshnik, the Ambassador on Special Missions of the Russian Foreign Ministry.
 
So a supposed animosity between the US (intelligence services) and UK (intelligence services) might just be wishful thinking. Regardless, there is nothing the West can offer so the results will be decided on the battlefield.

The CIA’s primary interest is to damage Russia economically, e.g., by attacking pipelines. That corresponds with Trump. He wants money. Attacks on nuclear facilities are not helpful in this regard; on the contrary, they could quickly put the US in the line of fire.Trump also has Iran and China on his list.This does not mean that MI6 will now remain passive, but the direct CIS actions have a different focus, which is no better for Russia.

Exactly multiple branches with competing and sometimes opposing goals. Ask about usa  foreign policy and its clear who is in power directs foreign policy to the point it is fractured . State department Isis fights cia Isis in Syria for only one example. But always interesting for the actual process is watch any Hollywood movie , the president sits in a room of various uniformed and not men all giving advice before any decision is made to save the world from some disaster. Somewhat of a sea-change…that IF the CIA is NOT more answerable to City of London than to any U$$A power elite grouping. Budanov is not liked by the Russian people. His political rise will not bring hopes of peace to Russia.
Budanov wants negotiation with Russia. This is not to end the war. This is to get a ceasefire. He is a general and sees his position on the battlefield as without hope.
Budanov is a terrorist . He will keep killing Russians by such attacks while Nazi Ukraine trys to consolidate the the rise of the Nazi state.
Trump may say his rise is a step to peace. The CIA will tell him this is the pathway to peace.
The EU will be divided. Von DLS has no working relationship with Budanov. She finds military men hard to work with. Merz however will applaud the rise of Nazi political power in the Rada.

There are uncountable numbers of unanchored young Middle Eastern men who are desperate to come to Europe and obtain the citizenship of many nation states contained therein. An army of many millions could be created just by these alone, of a kind not seen since WWII under Stalin and the Reich, if not before; I cannot comprehend why this hasn’t been attempted on such a scale so far. If it were achieved, the Gates of Moscow would be largely open to them and Russia would have to seriously reconsider its methods and aims of combat, not only in contested Ukraine, but even in Crimea and beyond.

After all of these years, Russia is still caught in a denial – anger – bargaining loop. Leadership obviously knows how the end game plays out, but no one is quite ready to make the fateful move.
 
The global conflict can continue to escalate, with – as you correctly observed – the West bringing in manpower from MENA, and Russia countering with China and possibly India.
 
This maximum attrition game is then elevated just like all prior wars before, drawing on all available resources, until the finality of total victory is achieved by one side or the other.
 
I would propose that defeat can be defined as either mutual nuclear exchange, or in the West with the replacement of the dollar standard. (Eliminating our ability to finance the war.)
 
The second option is clearly the avenue being pursued by the resistance, via the combination of Chinese tech and mfg capacity combined with Russian natural resources.
 
It’s obvious to anyone who can fog a mirror – plus have an IQ above 115+. Besides the  ineluctable logic, it’s also helpful that both countries keep explicity stating that this is the objective.
 
So here’s my question back to you, and anyone else who wants to play along: how does this end? Lets say you have $1m free and clear, which way do you bet? What about your own personal presence?

His position as head of the GUR may instead be due to his leadership in the nationalist movement. His office was a power-sharing arrangement with the fascist formations (which is what our host means by nationalist formations—the scare quotes on nationalist mean nothing.) Such offices in the army and the security apparatus constitute the alliance between the bourgeoisie and the fascists, since they cannot win office by elections. The assumption that Budanov exercised power over the so-called nationalists rather than exercised power by virtue of his incorporation of their forces into the state is altogether too facile I believe. It makes as much sense to view his advancement as an increase in the power of the fascists. I have no good grasp of how our host can think that a friend to, or leader of, fascists will be somehow easier to deal with than a lawyer. (Or how you distinguish a scheming lawyer from any other, or indeed from scheming politicians, scheming bureaucrats, scheming journalists, scheming….) 
 

But if Budanov were anointed as his successor Zelenski could sleep well. It would be a deal similar to the one the former Russian president Yelzin made in 1999 when he anointed Vladimir Putin in exchange for protection.
 

Even superficially this is doubtful. Putin had an established track record as an ideological sympathizer with Yeltsinism, going back to his work with Sobchak in St. Petersburg. Sobchak was something of a wannabe rival but a tested capitalist restorationist. It is not at all clear that Budanov stands in such a relationship to Zelensky. 
 

One aspect of interest here is the rivalry between the CIA and its British MI-6 competition. Yermak, the ousted former head of Zelenki’s office, had good relation with MI-6. Zaluzhni is likewise seen as a British intelligence asset. Budanov in contrast is a CIA figure. The U.S. would like to shut down the war, at least for now. The British have tried to prolong it. In his new position Budanov can move the scale towards the U.S. favored outcome.

 
The confidence that the US would like to shut down the war is entirely unwarranted. Our host I presume means to assert Trump does. Really? He also assumes the CIA basically follows the president’s orders, which I think is likely mostly true. The rivalry between the CIA and MI-6 however is even described as a competition, as if the UK were serious rivals of the US. The special relationship died and was buried when? Personally I think it’s as plausible that the CIA contracts work out to MI-6, letting them toil, especially at tasks they may find it useful to deny. As for example, trying to prolong the war when Trump pretends to have ended it in a day can be mildly embarrassing, so they discreetly coordinate with the counterparts. (And by the way giving such orders is a fine way to make sure any rivalry doesn’t manifest any unwelcome consequences.)

Zelebobik would have cleared this potential appointment with his western bedfellows, and likely sounded out Budanov to determine his willingness to accept it before even offering it. It is highly unlikely it was a surprise to any western leaders. Therefore they would have known that, coupled with the attack against Putin’s residence and Kallas’s subsequent screeching that it was completely made up by the lying Russians (as Europe rallies around its reform-school delinquent child) it would be a deliberate insult to Moscow. I suggest this indicates there will be no end to the war other than the natural one which comes about when one side can fight no longer. Unfortunately, the losing country will be more or less completely destroyed in the process. At the same time, it appears escalation is not a concern to the west at all. This, again, suggests it is okay with Ukraine being wrecked beyond repair, since it does not possess the resources to intervene militarily itself. Considering it would probably take another $300 Billion on top of that amount already spent just to restore Ukraine to the state it was before the war, it seems likely the west is only mouthing slogans when it talks about ‘Ukrainian reconstruction’, and instead intends to abandon it to failed statehood and a European wasteland.

As of today, Jan 2, the “Special Military Operation” has lasted 1408 days, so on the 13 of January it will have been going on longer than the Great Patriotic War.

A strange appointment, on the face of it; why appoint someone with an intelligence service background to an administrative position? Could it be an attempt by Zelensky to try and spike the guns of NABU?
 
Budanov will undoubtedly have access to files containing a lot of dirt on various Ukrainian figures, not just among the Rada MPs, but possibly the oligarchy as well. He knows where the bodies are buried.
 
Could well also be a message from the CIA to MI6 that Zaluzhny is not acceptable to them.
 
There are already open divisions between Ukrainian secret services and the regular military forces, as witnessed by the shoot-out between the two sides a few weeks back. Budanov’s appointment does nothing to reduce these divisions. It also does nothing to reduce the prospect of constitutional breakdown, even outright civil war between factions within Ukraine.

I should add, that the West is not indelibly wed to a debt based monetary system.
 
That was just a conveniences born of a specific point in time (1694 to be precise), made possible by the twin instances of advanced Western arms/deliver platforms, and outrageous global resource abundance (land, water, energy) basically unutilized by indigenous occupants.
 
No, there is absolutely nothing stopping the West from creating an entirely new system that delivers the necessary elements of money ie store of value, unit of account and means of exchange.
 
So this is what makes the global contest so interesting. As it becomes increasingly obvious that the “old dollar” is losing ground, the elite players running the game will have to excute their carefully planned and prepared transition to a new platform.
 
This of course is a new digitized currency backed not only by natural resources, but also the carrying values aka goodwill, inherent by the mere existence of institutional dominance (English, treaties, banking/commercial law, etc).
 
So, how now brown cow? The West sheds its debt burden, impoverishing basically everyone, ramps up the surveillance state, enforcing compliance and adoption of state objectives (suppressing speech), and effectivly counters Brics on the exchange front.
 
At this point we essentially have a frozen conflict that then becomes a tech race: who will be first to not only develop fully capable AGI, but *deploy* it into the battle space?
 
That’s why, at the end of day, I’m staying put in the good old USA. For one, California has better weather, for two, we already have a bifurcated two tier system where whites remain on top, enjoying unparalleled financial freedom.
 
I still think the USA can ultimately pull off a victory, however even if we lose, the Chinese will still want the real estate.

The fundamental documents of the Organization lay down the principles of peaceful coexistence of states, the priority of political and diplomatic settlement, compliance with international law with the leading role of the UN. It is on this basis that we propose that our partners build mutually beneficial ties and jointly actively engage in the process of developing the contours of the future architecture of equal and indivisible security in Eurasia. The CSTO could become one of its supporting pillars. We would like the Eurasian states to take responsibility for resolving security issues and determine the future of the continent themselves, without outside interference.

 
Those words will have meaning to people following the Eurasian Security process initiated by Belarus. This further excerpt also has its own internal messages:
 
Taking into account geopolitical tensions, we set ourselves the goals of further consolidation of the CSTO member states, strengthening allied ties, and deepening coordination on key international issues. This ought to make clear that Russia has no illusions about friendly gestures by the Outlaw US Empire and its NATO vassals. Ukraine isn’t the only project being worked on; there’s the entire geopolitical expanse. Russia’s move to reflag the so-called shadow fleet with its flag sends a very specific message to those thinking of FAFO. IMO, China will likely do the same. The economic expediency of having obscure flags on shipping has ended, although it might be revived later this century.

Victoria Nuland travels to Kiev and meets Budanov. Then, in a dodgy press conference at night in the middle of an empty street, she promises “nasty surprises” to Putin: code for asymmetric war.
 
February 22:
Nuland shows up at a Center for Strategic and International Studies (CSIS) event and doubles down on the “nasty surprises” and asymmetric war. That may be interpreted as the definitive signal for Budanov to start deploying dirty ops.

I wonder if we are getting close to the point when Russia changes the legal status of the Special Military Operation to a Counter-Terrorism Operation; presumably there might be some parliamentary procedures in the Duma to formalise this?

I agree and think this coming naval exercise with China/Russia/Iran/??? near South Africa is an example of the cooperation that will be needed in the near future to assure trade routes and supply chains.

I seem to remember when Driscoll was supposedly taking over from Kellog that he suddenly pitched up in Abu Dhabi for a meeting with Budanov and ‘some Russian’ military figures. It was never revealed what the nature of the meeting was, nor if it was part of any regular discussions. Given the relative rarity of prisoner and body swaps, we might surmise there was more going on than a negotiated meat swap.
What we are being shown is merely kayfabe and things are going on in the background about which we know nothing.
That being said, I’m sure Budanov still has a target painted on his back, at least in the eyes of the Russian public so he might be only too happy to step under the safety shield that magically surrounds Elensky.

One of the rather rare cases where I have to disagree with b. Nope, no way no how is a proud and open terrorist, who repeatedly showboated in Western and especially Kiev media about running campaigns of killing random Russians, a “peace candidate”. That piece of work is easily one of the most hated Banderites to Russians; appointing him to a “number two” position and putting him forward as a candidate for leadership is the opposite of a peaceful overture. It’d be like appointing Vicky Nuland as an ambassador to Russia and thinking that’s a peaceful option.
There is no good in getting lost in a naive hope for peace when the Western and proxy side clearly pushes “war to the last Ukrainian/NATOvian”. Russians have zero options except fight this stealth-WW3 until victory, they’re not offered any kind of alternative option. The “peace deal” circus clearly couches within itself the idea that war will resume at a later date, after Western “””friends””” try to reconstitute Kiev’s military and/or inject its own forces. No-one in the West has shown any kind of readiness for a real peace settlement which Russia would accept (i.e. removal of Western forces from Eastern Europe, redesigning the Eurasian power structure to accommodate Russian interests). I’m afraid that it’s simple reality that the West views that as an unacceptable retreat from a hegemonic position, whereas Russia has been backed into a corner from which the only ways out are to fight or to die.
So, for all of us who want peace, we’ll only see that peace after the West is forced to concede to those demands in an irreversible way. Even if the war were to stop, it would only be for a time, as the West would seek a revanche as soon as possible. Peace is impossible so long as Western wolves keep clawing at the Russian door.

Thanks for the replies. If Russia, China and other actors are serious about forming a Eurasian Security Pact and advancing the Global Security Initiative, then the gathering together and formulating such will need to occur. Some including myself see a merging of SCO and CSTO as a possibility as this process matures, and that it’s very possible to see ASEAN join as the same goals and basic philosophy are shared as are commercial ties. I also see some Europeans wanting to extricate their nations from the EU/NATO prison because it’s becoming clear to many that totalitarian fixture is worse than what the USSR was and is becoming akin to Hitlerian Germany. In other words, Russia and its Eurasian project is seen as a beacon of freedom–a sentiment that will only grow stronger as Western Propaganda becomes more hysterical and support for Nazis and Zionists intensifies.

WHAT IF THE RUSSIANS HAD CONDUCTED THE COUP IN 2014?

What if the Chinese (aligned with a leftist/communist faction in the Ukrainian government) had conducted a coup in Kiev. Would this give them authority over all of Ukraine?
 
What is the legal situation?
 
A few notes on the 2014 Coup in Ukraine.
 
About a month before the coup the US Under/Deputy Secretary of State, Victoria Nuland, was taped telling US Ambassador to Ukraine, Geoffrey Pyatt, why she wanted Arseniy Yatsenyuk to be the prime minister of the upcoming coup-government, rather than the boxer Vitali Klitschko who was apparently the favorite for the position.
 
The Russians released the tape to the internet. Some thought this would stop the coup going ahead.
 
However, the coup went ahead, Nuland’s order was carried out, and Yatsenyuk got the job of prime minister. Klitschko got the job of mayor of Kiev.
 
Everyone in sight (except possibly Tyahnybok) was a Jew but you are not allowed to call it a Jew coup.
 
You are allowed to call it a Nazi coup though.
 
All this led directly to the 2014 coup-Ukraine vs rebel-Ukraine civil war,
 
which led to the 2022 coup-Ukraine-NATO vs rebel-Ukraine-Russia war.
 
So here we are; the Jews get 80% of Ukraine with a coup. And they demand more.
 
And the Russians get 20% by war. Clearly, the Russians should get into the coup business.
 
And the Ukrainians get,…. killed in large numbers.
