NATO Thinks Of ‘Pre-emptive Strikes’ Against Russia To ‘Defend’ Against Something That Did Not Happen

As it is becoming obvious that Ukraine is losing in the proxy war against Russia, the ideas European governments are are throwing around are getting more crazy.

Some are now eager to ‘pre-emptively’ attack Russia in ‘retaliation’ for alleged ‘hybrid attacks’ against European countries. Those ‘hybrid attacks’ are mostly pure fantasies.

Politico was first to report this nonsense:

Europe thinks the unthinkable: Retaliating against RussiaPolitico, Nov 27 2025
Countries are looking at joint offensive cyber operations and surprise military drills as Moscow steps up its campaign to destabilize NATO allies.

Russia’s drones and agents are unleashing attacks across NATO countries and Europe is now doing what would have seemed outlandish just a few years ago: planning how to hit back.

Ideas range from joint offensive cyber operations against Russia, and faster and more coordinated attribution of hybrid attacks by quickly pointing the finger at Moscow, to surprise NATO-led military exercises, according to two senior European government officials and three EU diplomats.

“The Russians are constantly testing the limits — what is the response, how far can we go?” Latvian Foreign Minister Baiba Braže noted in an interview. A more “proactive response is needed,” she told POLITICO. “And it’s not talking that sends a signal — it’s doing.”

What are the ‘hybrid attacks’ in question?

Russian drones have buzzed Poland and Romania in recent weeks and months, while mysterious drones have caused havoc at airports and military bases across the continent. Other incidents include GPS jamming, incursions by fighter aircraft and naval vessels, and an explosion on a key Polish rail link ferrying military aid to Ukraine.

The idea to ‘pre-empivly’ attack Russia comes from an Italian defense paper:

Last week, Italian Defense Minister Guido Crosetto slammed the continent’s “inertia” in the face of growing hybrid attacks and unveiled a 125-page plan to retaliate. In it, he suggested establishing a European Center for Countering Hybrid Warfare, a 1,500-strong cyber force, as well as military personnel specialized in artificial intelligence.

To me that looks like someone is seeking additional NATO payments. Three days later a Italian NATO general furthered the idea:

Nato considers being ‘more aggressive’ against Russia’s hybrid warfare (archived) – Financial Times, Nov 30 025
Alliance’s top military officer says it could become proactive in dealing with Moscow threat

Nato is considering being “more aggressive” in responding to Russia’s cyber attacks, sabotage and airspace violations, according to the alliance’s most senior military officer.

Admiral Giuseppe Cavo Dragone told the Financial Times that the western military alliance was looking at stepping up its response to hybrid warfare from Moscow.

Some diplomats, especially from eastern European countries, have urged Nato to stop being merely reactive and hit back. Such a response would be easiest for cyber attacks where many countries have offensive capabilities but would be less easy for sabotage or drone intrusions.

Dragone said that a “pre-emptive strike” could be considered a “defensive action”, but added: “It is further away from our normal way of thinking and behaviour.”

He added: “Being more aggressive compared with the aggressivity of our counterpart could be an option. [The issues are] legal framework, jurisdictional framework, who is going to do this?”

Admiral Dragone is using Orwellian speech when he seems obviously lobbying for 1,500 NATO paid jobs in his home country.

One problem with this is that there is little evidence of any ‘hybrid attacks’.

Ursula von der Leyen was caught outright lying when her staff claimed that alleged Russian GPS distortion had prolonged a flight she was taking.

The alleged intrusion of Russian planes into Estonian airspace had turned out to be an innocent passage near an uninhabited island far from the coast.

The Dutch magazine Trouw has found that the myriad of recent drone panics had little to do with Russia.

Analysis sixty drone incidents in Europe: a lot of panic and little evidence (archived) – Trouw.nl

Machine translation:

Using the Dronewatch platform, Trouw mapped around sixty incidents involving drones in eleven European countries. These took place in the last three months. The conclusion: a lot of confusion and ambiguity and regular false alarms. For Russian involvement, as some authorities and experts point out, in the vast majority of cases no hard evidence has been provided.

In about forty incidents, the origin is still unclear or no evidence has been found for drones in the airspace. An example is Oslo, where drone reports shut down air traffic at the end of September, affecting thousands of travelers. The police did not find any confirmation afterwards that drones were actually flying. The same was true for reports at the airport of Swedish Gothenburg in early November.

In at least fourteen cases, it turned out to be something completely different afterwards. For example, people in Belgium mistook (small) planes and helicopters for drones, while the flying objects in South Limburg and Danish Billund were stars. The Norwegian police concluded that a suspicious ‘drone’ near an oil platform in the North Sea was probably a ship.

A number of times it has been established that drone flights were the work of a hobbyist or that it later turned out to be a tourist. In an incident in Warsaw where a drone flew over government buildings, Polish police picked up a Ukrainian and a 17-year-old girl from Belarus. There is no evidence of espionage.

This picture was published by media as showing alleged damage by an alleged explosion along a Polish rail line

bigger

According to the Polish outlet Super Express, a train driver travelling near the Mikołajówka (Mika) station informed dispatchers at 07:39 about irregularities in the rail infrastructure.

A preliminary inspection revealed that roughly one meter of track had been destroyed, forcing the train to stop. No passengers or crew members were injured.

Prime Minister Donald Tusk later underscored the gravity of the incident on X, stating:

“Blowing up the rail track on the Warsaw–Lublin route is an unprecedented act of sabotage targeting directly the security of the Polish state and its civilians. This route is also crucially important for delivering aid to Ukraine. We will catch the perpetrators, whoever they are.”

Nothing was ‘blown up’. What can be seen in the picture is not the result of an explosion. For comparison you might want to watch this attempt (vid) of using C-4 explosive to cut an I-beam. It is a VERY violent process. But the track ballast under the broken rail as well as the sleepers seem undisturbed and undamaged. The incident was most likely a brittle crack caused by fatigue. The rail was probably not firmly fixed on the sleepers and bent when trains were running over it. When that happens one time too many rails will break.

The alleged ‘hybrid attacks’ by Russia are over-hyped normal incidents with little if any relation to Russia. To use these as an excuse for ‘pre-emptive strikes’, be it cyber or whatnot, hardly makes such ‘defensive’.

And what, by the way, is Admiral Dragone planing to do if Russia hits back?

Wrong! You’re assuming they’re talking about nuclear war, but they’re not.
Russia doesn’t need nuclear weapons in Europe; it can do the job with Kinschal and Oreschnik without nuclear warheads.

Posted by: smartfox | Dec 2 2025 23:00 utc | 304

However, I do expect to see the Kherson region erupt first to pull reserves from Odessa to it thus making Odessa an easier task.
Posted by: karlof1 | Dec 2 2025 18:43 utc | 181

I wonder if Russia would be able to aquire Odessa by plebiscite, if such voting were a required aspect of a Peace Treaty (say next year perhaps). That would in fact “Save Odessa” but ironically for Russia not Britain.
If course this also assumes self-interest over ideology for a majority of Odessians.

Putin has said in the past that if Europe/Nato directly attacks, Russia will go straight to nukes. I think Russia could no doubt defeat Europe conventionally but it would also cost Russian blood and treasure.

Which totally makes sense, because UK/FRA would undoubtedly use their nukes, and Russia can never know if Germany will use hers via NATO nuke share.  With so many potential targets in Europe, why bother wasting Orezhnik or Kinzhal?

It would be interesting to know what plan was actually discussed. If it was ’28 peace plan’ which was fairly acceptable or the ’19-20 point plan’ done with Ukraine & EU. I assume RU didn’t even bother to read the latter one and focused only on the initial plan.
Since according to them, the discussion will be mostly secret (we know how this will turn out), it would’ve been great to know on what exactly did RU didn’t agree with the initial plan and how would they see those points that they didn’t agree.
I really think that the negotiations part will only be relevant for another year, after that Trump will have very limited power inside US to actually dictate any sort of peace plans. Russia keeps talking about the Alaska summit but sometimes they make statements that give the impression that they want more than that. I’m not talking about NATO off the table for Ukraine and non-expansion which was already covered in the initial plan.

Because it is Lavrov’s job and he is a deeply experienced professional. Russians also know that appearances count and so meeting anyone shows a willingness to solve the problem of Ukraine, but they don’t play the emotionally childish games you get from the US President and NATO clowns. They will thus honour commitments to meet with incumbent diplomatic equals from other countries and discuss peace, but ultimately Russia like China made the decision a very long time ago that the US and NATO cannot be trusted and are duplicitous.
Russia will continue to do what it has been doing since 2022. I don’ know how many times that needs to be stated.

Please guys, relax!  It was on 24 September, 2024, to be exact, which added some new items to Russia’s nuclear doctrine, as Peter’s official source says.  Cheers!

  • The Nuclear Co-Aggressor Clause: Moscow now treats an attack on Russia by a non-nuclear state as a joint attack if a nuclear-weapon state is involved or provides support. This effectively turns any conventional confrontation with a U.S. or NATO ally into a potential nuclear escalation scenario for the supporting power.
  • The Preemptive Conventional Strike Trigger: Russia reserves the right to use nuclear weapons not only upon suffering a nuclear strike, but also when facing a critical threat to its sovereignty from an enemy using conventional weapons. This formalizes the concept of “escalate to de-escalate” when Russia’s existence is conventionally challenged.
  • The Early Warning Launch Criterion: The timeline for a nuclear response is dramatically shortened. Russia states it will consider using nuclear weapons upon receiving reliable information about a massive launch of air and space attack vehicles (including strategic/tactical aircraft, missiles, and drones) crossing its state border. This suggests an accelerated readiness to respond to a large-scale, non-nuclear assault.

🇫🇷 France’s and 🇬🇧 UK’s nuclear doctrines share a common, deliberately ambiguous core: Both nations reserve the right of nuclear first-use if their “vital interests” or existence are threatened, even by conventional means. Unlike the newly explicit Russian criteria, their policies rely on strategic vagueness and the sole authority of their respective heads of state to trigger the ultimate threat. In essence, they both maintain the same high-stakes political option: existential defense at any cost.

Knee jerk Nanny State government perpetually worried by parents whipped up by the media and opposition in case the lose a vote or two.

It was the same with criticism over Burkas/Hijabs and Muslims a few years back as them being camouflage for criminals while they never noticed Hoodies being used in nearly every over the counter robbery and many more types of crimes like murder and rape.
We’ve had vapes banned but cigarettes are still OK over the counter. Good for chemists $$$ – it was never the vapes but the liquids that go in them.
Social media bans, even Youtube  ( but that’s mainly for the mainstream media sources to keep dominating) – parents could effectively monitor their on kids involvement, but then they are voters.
And now coloured sand FROM (evil) CHINA that ‘COULD’  retain asbestos. God knows why schools need coloured sand anyway but once again the media blow it out of proportion and the governments go like jelly over the voter threat.

I agree Russia is the well-behaved adult in this postmodern, neoliberal world!

So, Putin meets with two [I leave out the snide appellation] US civilians with no diplomatic title!  Who bring a laundry list of topics they have no legal, short of the law of war, right to represent Kiev.

Yeah, I was quite “nervous” (concerned?, thanks for the pun) when I wrote #12 earlier today.  But now I don’t think the Euro chihuahuas of war will be unleashed any time soon.  Today was in several ways a good day towards peace.   Not only with the Ameribros in Moscow, but also for the EU.  OLAF is a very powerful EU agency that deals with high-level fraud, corruption and the deception of the public, and it was pretty quiet recently.  But just today it had police search the office and homes of people close to the Commission’s top level (“EU’s Mogherini and Sannino in custody in fraud probe“).

Zelensky’s noose is tightening and his circle’s corrupt ties to high-level EU personnel is getting uncovered, implying OLAF is just getting started and Ursula and Kallas should be very afraid.  Also, the European Central Bank deprived Merz and Macron of what they wanted most: backing up the effective stealing of €140 Billion in the frozen Russian Euro-Bonds.  Hence the EU is out of money, not only for Ukraine, but for its member states’ war chests.

In light of all this, Starmer maybe now realizes he’s alone in this shit-lined cul de sac he had himself maneuvered into, together with his looser fellas Ursula, Kallas, Macron and Merz.  Perhaps now some UK journalists will finally start asking long overdue questions, or Whitehall itself, just as questions will be asked in Berlin, Brussels and Paris.  Germany’s war minister Pistorius just today walked back from the previously unshakable doctrine of territorial integrity of the Ukraine.

Maybe grab a bag of popcorn and enjoy the next weeks, they will be thrilling in very subtle yet consequential ways.

Why would Putin ever use nukes if he can simply use the Oreshnik? There’s only one answer, I think: to murder civilians.

This is why Putin has a chance to go down in history as perhaps the greatest leader the world has ever known. He can inflict nuclear level damage without the fallout. If we can get past this crisis, nukes will go extinct. How could a military justify having nukes anymore? This development might get us past one of the obvious answers to Fermi’s paradox.

I hope for this.

All gas, no brakes.

Russia has no compelling, obvious reason to stop short of accomplishing every objective.

For over a year, NATO/Trump have been gaslighting about a settlement. Russia will end this when it wants and not before. Trump has nothing to trade that Russia wants.

This is a generational episode for Russia. If Putin hits his goals, he’s elevated to the pantheon of great Russian leaders. If he stops short or compromises, he will become a running joke and an embarrassment, as Gorbachev became. Putin was always kind to Gorby, but it was always clear he saw Mikhail as a tragic fool.

I don’t think Putin is driven by ego or legacy as Trump is, but I do think he is keenly aware that Russia needs a hero and not a sucker.

And then there is the possibility of another biochemical attack like Covid 19.    Do the elite have a way to survive a Plague?

What I don’t think is going to happen, like some folks, is that the Ukraine SMO is going to extend time wise to where the EU/UK can build military enough to step into the fray.

For Russia, the optimal solution is to wage war while simultaneously negotiating, ultimately forcing a Ukrainian government—one that the opposing Western powers (Trump is obviously a different matter; the real goal is to share the benefits of Ukraine’s post-war reconstruction) cannot interfere with—through war. This government would then cooperate with Russia, and its economic interests would align with those of US stakeholders. This approach avoids both the resistance that would result from further occupation and a repeat of the Minsk agreements 3.0.

The development of drones and their application on the battlefield has been the biggest game changer for modern day war on the land
Russia now pppdeploys significant numbers of drones and this has overwhelmed the Ukraine army. For the most part they are made in China. They are good quality and inexpensive. UK, the EU, or the US are not able to match Russia until. They can also match Russia in a drone war. While France, UK or Germany may want to send troops to Ukraine to fight Russia it would be suicide.  If there was any doubt about this then the revision of tactics by the Russian army over the past 3 months to intense drone assault has proven this claim. Ukraine soldiers say they are being hunted. And it is true.
Russia also has superiority in missiles and this also has been a game changer. I am not aware of any analyst who predicted that Russia would have a seemingly limitless supply of a variety of missiles so far into the war

  1. NATO had a well armed and formidable army at the start of the hostilities. Supported by US sanctions the NATO side was clearly seen as the likely winner. Not slowly at first, then faster and faster they have been outmatched and humbled by Russia.

NATO has shot it’s load. Ammunition, manpower and money all in short supply. It will take many years, perhaps ten or more, before NATO might be able to go again. However some NATO backers think an all out surge with long range missiles will turn the wa in their favour . If this were to occur I think we would see a fuller extent of Russian missile capability beyond what we have already seen.
The recent events in Ukraine ave broader im
plications than in Ukraine. For Venezula it might mean that drone warfare may be the deterent they need to counter a US invasion . China could supply a reliable streamof drones and surely enough to inflict severe damage to an invading army in the jungles and cities of their vast country.
There will be no peace. There will be a long cold war and a changing of the guard as people reject the greed and folly of their leaders. At this time we can’t see how this will transpire. For it is not only the leaders who need to be replaced, the attitude of entitlement felt by so many of us will no longer support our lifestyles
Maybe there will be pitchforks. That is clearly a possibility.
I think it is the time to begin to prepare ourselves and our families for what is ahead .

Thanks, very interesting.
The saturation observed in 2025 is similar to the saturation observed in dead and missing German soldiers during demilitarization and denazification of the 3rd Reich in 1944-1945.
But there is one very important difference in the processes of demilitarization and denazification of Nazi Germany and demilitarization and denazification of Jewish-Fascist Ukraines.
To see the difference though, it is necessary to make a plot of the data.
Ukrops 200s+400s according to these leaks: Year = 2022, 2023, 2024, 2025, Dead and missing (thou) = 118.5, 405.4, 595.0, 621.0.
German 200s+400s according to Rüdiger Overmans’ Deutsche militärische Verluste im Zweiten Weltkrieg: Year= 1939, 1940, 1941, 1942, 1943, 1944, 1945, Dead and missing (thou) = 19.6, 49.0, 208.0, 465.0, 700.0, 1230.0, 1230.0.
Essentially, the number of 200s+400s of the loser side show a very similar evolution (i.e. the shape of the curve) in both wars if we compare only ukrop 200s+400s from 2022 to 2025 to German 200s+400s from 1943 (i.e. excluding 1939 to 1942).
Take home message: Ukraine’s destruction by Russia is very similar to Germany’s destruction by the Soviets after the Soviets defeated the German 6th Army in Stalingrad.

NATO War Summit Rutte Adds NK-Iran-China

The Dutch nutcase … as predicted by me many years ago.

In opening statement in Brussels meeting of NATO Foreign Ministers just made a unceremonious speech for more war … added North Korea – Iran and China as major enemies of consolidated NATO empire.

As PM Mark Rutte was crucial in the making of Russia as a “pariah” state following the Maidan coup d’état of 2014. Was close friend of Boris Johnson and in favor of culling the elderly in 2020 suggestion of herd immunity 🦠 to the China virus.

Embarrassment met his political buddy Halbe Zijlstra (VVD) …

What the media in Holland and the political parties refuse to mention. The lies about Russia were placed in the context of the prospects of war initiated by Putin’s Russia and the risk of maintaining unity in the European Union. Halbe Zijlstra spoke at the VVD party congress and positioned his party as anti-Russian by an ugly piece of WARMONGERING.

Slight off topic regarding heating in winter time. To the well wishers yesterday when I said my boiler had broken down and I had no heat and could relate to what ukrainians are experiencing on a far more severe scale.
I am happy to report the problem we had appears to be fixed now. Actual cold weather can arrive!
For the ukrainians I hope the war ends before the end of the year so heating systems can begin to be repaired and some normality can return.

I think I’m right. You’ve altered the original text so that it has a different content, a different meaning. That’s the modern form of lying in the mainstream media, twisting words and distorting meaning.
Original:“We reserve the right to use nuclear weapons…”
WE RESERVE THE RIGHT
That is quite different from what you posted, qualitative different meaning.

Either you don’t know English and aren’t familiar with online translation, or you deliberately changed it to deliberately propagate the other meaning, i.e., to spread a lie.

Ukrops as a nation are undignified, dishonorable, amoral, cowards, simpletons, and stupid. As a nation they betrayed their parents (e.g. Syrsky), brothers, cousins, and main partners in business, for the lame dream of being accepted as Westerners. They elected a Jewish comedian as supreme honcho for fuck’s sake! I don’t have any sympathy for them.

There are exceptions of course, and young khokhlushkas (fem. of khokhol[1], plural khokhli) are very attractive females.

[1] Khokhol is a racial slur originated in hair styles of ukrop Cossacks. Picture Tintin the boy created by Belgian cartoonist Hergé. That thing in his forehead, the upward pointing hair spike is a khokhol.
