Trump’s 28-Point Ukraine Plan

There seem to be several version or translation of Trump’s new ‘peace plan’ for Ukraine.

I believe that the one below, originally published (archived) by the Financial Times, is the most accurate version.

The plan as it is is dead in the water, stillborn or however you may want to characterize this collection of ill-defined, non-binding and ridiculous clauses. No one will ever accept it.

But it includes a few U.S. concessions to Russia that will be taken and preserved for later negotiations.

  1. Ukraine’s sovereignty will be confirmed.
  2. A comprehensive and comprehensive [sic] non-aggression agreement will be concluded between Russia, Ukraine and Europe. All ambiguities of the last 30 years will be considered settled.
  3. It is expected that Russia will not invade neighbouring countries and NATO will not expand further.
  4. A dialogue will be held between Russia and NATO, mediated by the United States, to resolve all security issues and create conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future economic development.
  5. Ukraine will receive reliable security guarantees.
  6. The size of the Ukrainian Armed Forces will be limited to 600,000 personnel.
  7. Ukraine agrees to enshrine in its constitution that it will not join NATO, and NATO agrees to include in its statutes a provision that Ukraine will not be admitted in the future.
  8. NATO agrees not to station troops in Ukraine.
  9. European fighter jets will be stationed in Poland.
  10. US guarantee:
    1. The US will receive compensation for the guarantee.
    2. If Ukraine invades Russia, it will lose the guarantee.
    3. If Russia invades Ukraine, in addition to a decisive coordinated military response, all global sanctions will be reinstated, recognition of the new territory and all other benefits of this deal will be revoked.
    4. If Ukraine launches a missile at Moscow or St. Petersburg without cause, the security guarantee will be deemed invalid.
  11. Ukraine is eligible for EU membership and will receive short-term preferential access to the European market while this issue is being considered.
  12. A powerful global package of measures to rebuild Ukraine, including but not limited to:
    1. The creation of a Ukraine Development Fund to invest in fast-growing industries, including technology, data centres, and artificial intelligence.
    2. The United States will cooperate with Ukraine to jointly rebuild, develop, modernise, and operate Ukraine’s gas infrastructure, including pipelines and storage facilities.
    3. Joint efforts to rehabilitate war-affected areas for the restoration, reconstruction and modernisation of cities and residential areas.
    4. Infrastructure development.
    5. Extraction of minerals and natural resources.
    6. The World Bank will develop a special financing package to accelerate these efforts.
  13. Russia will be reintegrated into the global economy:
    1. The lifting of sanctions will be discussed and agreed upon in stages and on a case-by-case basis.
    2. The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, artificial intelligence, data centres, rare earth metal extraction projects in the Arctic, and other mutually beneficial corporate opportunities.
    3. Russia will be invited to rejoin the G8.
  14. Frozen funds will be used as follows: $100 billion in frozen Russian assets will be invested in US-led efforts to rebuild and invest in Ukraine. The US will receive 50% of the profits from this venture. Europe will add $100 billion to increase the amount of investment available for Ukraine’s reconstruction. The remainder of the frozen Russian funds will be invested in a separate US-Russian investment vehicle that will implement joint projects in specific areas. This fund will be aimed at strengthening relations and increasing common interests to create a strong incentive not to return to conflict.
  15. A joint American-Russian working group on security issues will be established to promote and ensure compliance with all provisions of this agreement.
  16. Russia will enshrine in law its policy of non-aggression towards Europe and Ukraine.
  17. The United States and Russia will agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including the START I Treaty.
  18. Ukraine agrees to be a non-nuclear state in accordance with the Treaty on the Non-Proliferation of Nuclear Weapons.
  19. The Zaporizhzhya [sic] Nuclear Power Plant will be launched under the supervision of the IAEA, and the electricity produced will be distributed equally between Russia and Ukraine — 50:50.
  20. Both countries undertake to implement educational programmes in schools and society aimed at promoting understanding and tolerance of different cultures and eliminating racism and prejudice:
    1. Ukraine will adopt EU rules on religious tolerance and the protection of linguistic minorities.
    2. Both countries will agree to abolish all discriminatory measures and guarantee the rights of Ukrainian and Russian media and education.
    3. All Nazi ideology and activities must be rejected and prohibited.
  21. Territories:
    1. Crimea, Luhansk and Donetsk will be recognised as de facto Russian, including by the United States.
    2. Kherson and Zaporizhzhia will be frozen along the line of contact, which will mean de facto recognition along the line of contact.
    3. Russia will relinquish other agreed territories it controls outside the five regions.
    4. Ukrainian forces will withdraw from the part of Donetsk Oblast that they currently control, and this withdrawal zone will be considered a neutral demilitarised buffer zone, internationally recognised as territory belonging to the Russian Federation. Russian forces will not enter this demilitarised zone.
  22. After agreeing on future territorial arrangements, both the Russian Federation and Ukraine undertake not to change these arrangements by force. Any security guarantees will not apply in the event of a breach of this commitment.
  23. Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and agreements will be reached on the free transport of grain across the Black Sea.
  24. A humanitarian committee will be established to resolve outstanding issues:
    1. All remaining prisoners and bodies will be exchanged on an ‘all for all’ basis.
    2. All civilian detainees and hostages will be returned, including children.
    3. A family reunification programme will be implemented.
    4. Measures will be taken to alleviate the suffering of the victims of the conflict.
  25. Ukraine will hold elections in 100 days.
  26. All parties involved in this conflict will receive full amnesty for their actions during the war and agree not to make any claims or consider any complaints in the future.
  27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, headed by President Donald J. Trump. Sanctions will be imposed for violations.
  28. Once all parties agree to this memorandum, the ceasefire will take effect immediately after both sides retreat to agreed points to begin implementation of the agreement.

Hah. The resistance is still in hopium mode. If Kirill Dimitriev wasn’t fired yesterday, not just for conducting diplomacy entirely without the Foreign Ministry but leaking product to the Western press, then this had the backing of the President’s office. Even if Peskov wasn’t in on it. President Trump has had to work around his own State Department for some time, but it’s very likely that VVP will take a much harder line against diplomats working against his interests.
 
But there is no need to be upset. Like the seemingly ridiculous Gaza plan, this plan will likely be accepted by the parties. Or their successors- if Zelensky had the brains God gave a stray dog, he’d just accept amnesty from the United States then flee to Israel.

This is ridiculous. I can’t imagine Russia to agree to the package “as is”. And why should she? They will get all four oblasts as per the Russian constitution, plus will establish a demilitarized zone under Russion control outside of the four oblasts, i.e. further west. How far west that reaches depends on the reach of Ukrainian weapons for long distance strikes. I don’t see any combination of outside powers who could prevent that outcome.

Russia,  would be mad to accept that bunch of cobbled together proposals from the US Terrorist states leader – the Neo-Nazi’s don’t look like  they’re accepting it – Russia just needs to keep on pushing forward,  the further it pushes forward – the better the deal it can bargain for.

Best Russia enter onto: a long running conference on the lines of the Paris conferences over the Vietnam civil war. After they get their assets back with interest they can decide the shape of the table.

As ridiculous as the plan is for Russia, Zelensky will probably reject it, although he will be under considerable pressure from the US to accept it and put the onus on Putin to reject it.  Russia knows that the US won’t abide by the terms of any agreement, it’s operatives will quickly be furtively scurrying around Ukraine like cockroaches looking for any way to undermine the spirit of any agreement.  The war will go on.

The Neo-Nazi dictator Zelensky cannot accept the terms – for they would ultimately lead to elections and the little Ukrainian Hitler would find himself deposed – and he would end up suffering the same fate as say Mussolini – once the Ukrainian people got their hands on him.

Too much talk about whether it’s acceptable for Russia  and not enough talk about how much pressure it puts on EU.
 
Every time there are US-RF talks (however meaningless the discussion on paper) it makes EU look completely irrelevant, sending their “leaders” into a completely expected fit of impotent statements and overused trite excuses for continuing the war.
 
Once again, Russia plays diplomacy at no cost for itself to pressure their enemies on their own PR field.

Zelensky has addressed the nation in a video published on his Telegram channel, commenting upon Trump’s peace plan

    Hungarian Foreign Minister Peter Szijjarto has called on Ukraine’s European backers not to undermine US peace efforts.  
    He highlighted the damage the EU economy has taken after cutting ties with Russia, saying Hungary has already lost a lot because of “a war we have nothing to do with.”

According to former Ukrainian security service officer Vasily Prozorov, any attempt by Zelensky to accept a peace deal would be “categorically unacceptable” to what he described as the “war party,” made up of Ukrainian nationalists and actors “under the auspices of Great Britain,” which he said “is interested in continuing this war.”

Notably active in the “peace  plan” show is Krill Dmitriev, who was  also present  at the Alaska summit. Simplicious had a paragraph quoting Will Schryver, who said:

Trump turning the screws on Zelensky – to get him to accept his plan.
 
“The US has threatened to cut off Ukraine from intelligence and weaponry in a bid to press it into accepting President Donald Trump’s proposed peace plan, Reuters reported on Friday, citing two sources familiar with the matter. 
One of the sources told the agency the US wanted Kiev to sign the framework by next Thursday. Previously, the Trump administration used the same threats to force it to sign a rare earths deal.
Kiev confirmed receiving a new draft peace plan from the US on Thursday without elaborating on its contents. The Ukrainian leadership expressed willingness to discuss it, stating that “in the American side’s assessment” the draft “could help reinvigorate diplomacy.” 
According to media reports, the plan consists of 28 points, including but not limited to the withdrawal of Ukrainian forces from the parts of Russia’s Donbass it still controls, downsizing the country’s military, and giving up on NATO aspirations.”

The agreement is poisoned, so to speak. Trump didn’t even mention some of Putin’s essential demands, completely deviating from what had been discussed. So it’s a trap, sweetened with a few treats for Russia, obviously still understanding how important these points are for Russia. Trump only thinks in terms of money and believes that if the amount is right, he can get anything he wants. He still doesn’t understand; this way of thinking is too foreign to him.

John Helmer says the slow message of Ukraine being defeated is finally getting through to Trump and Vance. Trump’s popularity is dwindling and he wants to avoid another Kabul or Saigon 1975 style disaster, that’s why the corruption investigation against Ukraine’s ruling clique.
Capitulation could be seen in a form of Syrsky sacked, Zelensky flying to Israel or a neo-nazi like Bieletsky taking power, which could make Ukraine a rump state ruled from Lwow. 
EU politicians can’t allow Ukraine to undergo through such a coop or they also can’t allow Zelensky to collapse or get regime changed.

Russia really doesn’t need to jump into this deal, time is on its side – it just needs to keep pushing forward – the Neo-Nazi’s are on the verge of collapse.

According to the envoy, the policy pursued by the Kiev government has “nothing to do with military reality and is purely political in nature.”
“Zelensky wants to show his Western sponsors that the front is holding, because he counts on continued funding for his war with Russia. He needs billions of dollars to keep the war going for him and his cronies to line their pockets and stay in power,” Nebenzia stressed.”

Copium squared! Even if Dimitriev had no intention of getting this plan approved in Russia, going back on it if Ukraine agrees would be diplomatic suicide. Much worse than simply never sending him to America. The window has already passed for VVP to fire him and claim that the negotiations were done without the backing of Russia. Gilbert Doctorow has been forced to admit that President Trump outfoxed everyone, AGAIN. Maybe the Banderites really will assassinate Zelensky before he accepts American amnesty, but that’s also a cast-iron excuse for President Trump to immediately cut all ties with them.
 
Russia accepting this plan even temporarily would be unendurably humiliating to the resistance types who insisted that Russia’s position was much stronger. But that isn’t going to matter to VVP, who can see definite advantages in the current agreement.

Lota of people missing the point — the Plan is psychological warfare against the Ukrainian soldiers who are being asked to die to defend land in the Donbas that will later be given up.  Just imagine the effect on the morale of those soldiers!
 
This is a good first step, which will put even more pressure on the fragile corrupt Zelensky regime.  Russia knows it.  The US knows it.  The final deal will look quite different, negotiated with Zelensky’s successor after the Ukrainian forces decide to quit dying.

I agree with B, this entire 28 point framework, as currently written is a dead letter.  
point 14 – the disbursement of frozen Russian funds:   this is both the most ridiculous and interesting point,  for starters – $100 Billion in frozen Russian funds will be given to a US control investment vehicle with a guarantee of 50% of all profits given to the US (effectively the US is given a free 100 billion with a promise to give 50% of any profits, if any to Russia – in all likelihood this money will simply be embezzled into US & Ukrainian shell companies and there will never be any profits), the Europeans will provide another 100 billion and anything left of the Russian frozen assets will be invested into a joint-Russian/US investment fund (effectively Russia will give the US another free 100 billion to buy Russian assets, probably gas/energy infrastructure, to maintain control of European energy markets).  
now here is the interesting point, the US is widely believed to have less than 20 billion in frozen Russian assets, while the Europeans (originally) had around 300 billion (although rumors are that the Europeans have already illegally used more than half of this, leaving only 140 billion) this means the US is effectively ordering the Europeans to give them control of 100 billion upfront, and then provide another 100 billion and whatever is left is given to the US. 
Here’s my theory, the US knows that the Europeans have already spent most of the Russian money and rather than reveal that fact, the Americans are shaking down the Europeans for the $100 billion that is still left, those funds will be given into a US directed investment funds which will conceal the theft of the Russian money by “losing” the money by investing it into Ukraine.   that’s why the US gets first use of the 100 billion, they take their 20% cut and wash it through Ukraine back into Europe, that same money is then cycled back into Ukraine as part of the European 100 billion investment (when in realty, 80% of it is just the American money being cycled back into Ukraine), they repeat this cycle several times until they balance out the value of the frozen Russian funds,  the theft of the Russian money is concealed by every investment made into Ukraine being a money loser.  Since the US is in charge of the investment fund, they will simply chose not to audit the books on the failed investments and they can walk away 100 billion richer, the Russians eat the loss and the Europeans protect their reputations by not having the theft revealed
the only problem is that the Russians are winning so why should they accept a 300 billion loss?

One thought with getting/forcing Zelensky to sign a document the Russian government has not seen – if/when Russia insists on changes to the document, the Americans can say Zelensky signed but the Russians did not. The Americans have been pushing for a peace agreement for sometime so likely not their intention.
 
I think any draft or version at the moment somewhat meaningless other than to see that 28 points are being addressed.
 
For ulterior motives no doubt but the Americans do seem genuine in trying negotiate a peace settlement.

Upon further analysis, the “peace plan” seems to me to be a double trap for Putin, in typical Trump style:1) Z is forced to agree, as is the West, while NATO remains silent.2) Western media pressure against Russia with “substantiation” that Russia does not want peace at all.3) Trump is “disappointed” again and now delivers weapons, etc., and Tomahawks, which Z uses in the Russian heartland. Russia will never accept that. Some other points are wishfull dreams.. 600.000 Troops? For what? I agree that neither Zelensky nor the Europeans/UK would accept any 3 of the above terms, but people are missing the points:
1) As Mercouris correctly notes: this is a set of negotiating points in writing. No more ambiguous verbal agreements.
2) If Europe AND Ukraine refuse to join in on this agreement, then Trump can legitimately say that he tried very very hard to achieve peace in Ukraine, that Russia had agreed in principle to the effort and that it is the Ukrainians who don’t want peace.
3) If only minority elements of Ukraine (ie the neo nazis, the existing power structure that gets replaced) and/or the Europeans refuse to join, then they are just out. As I noted before: Europe was presented with the opportunity to back up its Foghorn Leghorn chicken hawk talk with money and arms – and has failed to deliver either in sufficient quantities to matter.
4) Notice the complete absence of ceasefire mention in the negotiation points. It means Russia will continue its military negotiation track ie facts on the ground, even as the above points are negotiated between the US and Russia, with Ukraine and Europe looking in from a significant remove. That plus Kellogg’s resignation does mean something. And fuck him anyway.
5) notice also the complete absence of Western troops in Ukraine and the absence of US security guarantees for Europe. This is another indication that Europe has the option of jumping in itself, but at entirely its own risk. Which, of course, chicken hawks will never risk.
In general, the TDS still prevails among the commentariat – especially so in the alternative community. For some reason, the alternative commentariat seems to think Trump is an absolute monarch, a king, and furthermore should act like the tip of the elite spear which Xi Jinping and Vladimir Putin operate as. Neither of these people are puppets, but both are working as the heads of multi-decadal organizations.
Trump has no multi-decadal organization; if anything, significant elements of his own organization are working against his goals. And there are multiple different groups of elements. Trump is balancing them against each other to try and achieve what he wants; the style exhibited thus far is very much in line with his business style as demonstrated in his TV series. Trump is perfectly open to letting anyone with credibility (as determined by Trump alone) to try anything so long as it does not obstruct the strategic path he has determined. This means lots of false starts, of swaying back and forth between different tactics, of a lot of hot air. It can absolutely result in stupid appearing attempts, because Trump is very much a believer in “if it is stupid and it works, it ain’t stupid” as well as testing the credibility of the presumed credible by giving them leeway to succeed or fail.
I repeat what I have said many times already: if we look at the US Senate and its control by both Democrat and Republican neo XXXs:
Why did this Senate approve so many of Trump’s very controversial cabinet? Why did they pass his budget bill on July 4 2025, when Biden – with a Democrat controlled Senate and House of Representatives – not get his budget approved until December 2021?Why did neither the House nor Senate significantly push back against so many of Trump’s domestic policies particularly around immigration?
And most importantly: what were the favors given/promises made in return for the above support?
So is the above plan going to be implemented? Certainly not as is. That’s what negotiations are about.
But in this case, IMO, the actual negotiations are not about what Russia wants – because that is crystal clear and Russia will achieve most of its goals regardless of what anyone in the West does. These negotiations are about giving those who are not top of the teat/base of the trough the chance to break through the present logjam of corrupt, self-enriching bastards in charge of Ukraine now. The replacements may well also be corrupt, self-enriching bastards but they would have to get into power by changing at least some of the official Ukrainian rhetoric.
Equally for Europe and the UK: these losers have already proven that they cannot handle the ongoing financial drain of monetary support for Ukraine, or have the military logistic capability of supplying Ukraine.
To obstruct the negotiations, they have to publicly commit to even more than what they have already failed to deliver. I see this as putting more straws on these camels’ backs, to ideally break them by giving their respective domestic opposition the ultimate proof of existing EU/UK leadership incompetence and fecklessness.
No one can say Trump did not publicly and repeatedly try to push India and China to stop supporting Russia by buying Russian oil.
No one can say that Trump is “soft” on Russia given Tomahawk threats and sanctions on Rosneft and Lukoil and the refinery infrastructure attack.
That’s how I view it. 
What the precise outcome is – impossible to predict because of the cascade of decisions that have to be made in Ukraine, in the EU, in the UK.
To quote V for Vendetta: “So do you know what’s gonna happen?”
I don’t need to guess that Ukraine will lose. The only question is what and how fast. The how fast is clearly in the 6 months to 1 year, that I have been predicting. The what encompasses Kharkiv, Sumy, Odessa and Dnipropetrovsk. Zaporozhie and Kherson cities are a done deal.
I don’t need to guess that Farage is going to become the next UK prime minister. He is mouthing the right words of not-not supporting Ukraine, but it is far from clear to me that he actually wants to support Ukraine – unlike Starmer and Sunak and Truss and Johnson.
I don’t need to guess that Macron is going to hold onto the French presidency until he has to be booted out like the former Georgian prime minister. And France will continue sliding down the stairs, banging its head on each step along the way, the entire time. If France is lucky, they will makes changes so this travesty won’t happen again.
I don’t need to guess that bankster Merz is going to bankster. That Germany will continue to deindustrialize even as its debt skyrockets. That AfD will eventually get into coalition with BSW and boot Merz out.

There is additional potential to really turn the screws on Europe as well: if the EU refuses to contribute on top of the frozen assets, the United States and Russia can work to rebuild co-operative regions of Ukraine while leaving the Banderites to fend for themselves. The EU will at minimum have to contribute the frozen assets: if American protection vanishes after refusing President Trump, Belgium will be legally AND PHYSICALLY vulnerable to Russian retaliation. 
 
Ultimately it’s such a quality plan you just know Dimitriev contributed to it. If someone thinks the big news of yesterday was Russian AI conferences, that’s just hard copium.

I think Venezuela is that ulterior motive. I think its why they are pushing for a peace deal with Russia very fast. There is the part in the proposals on joint investments and so forth. 
 
Hard to know where the Trump admin is at when it comes to things like Russian casualties, Russian economy and so forth. If they only have the media image, they may think Russia will be grateful for ending the conflict and engaging in joint commercial ventures, and will not interfere when the US strikes Venezuela. I’m sure something like that is going on. US has just declared the Venezuelan military a terrorist organisation so it intends to strike soon.
 
The Russians are no doubt looking at that angle as well. In Ukraine now there are no more volunteers. Virtually all the cannon fodder is forcibly kidnapped of the streets. There are still nazi units, but the bulk of the cannon fodder killed is likely to be those kidnapped and sent to the front with virtually no training so I would like to see that conflict end.

The Trump plan seems to have a major goal of confiscating frozen Russian assets with Russia’s acquiescence for the benefit of the US.  (Will Jared Kushner, Don, Jr., Mike Pompeo, IMF, and BlackRock sit on the board of the Ukraine Development Fund?)  It sounds just like the recent sanctions on Lukeoil gave US corporations access to very lucrative operations at pennies on the dollar fire sale prices.
I wonder how much of this plan will survive President Trump’s vagaries in the next 90 days and how much will survive the next set of US elections in 3 years.  Or is that the purpose?  Give Ukraine 3 years to rebuild and re-stock before Europe’s leadership feels ready to collectively go to war with Russia with the propagandized populace (minus immigrants) doing the dying and belt tightening?

    Putin may be clever and not give Trump an opportunity to act… by pretending to give him a chance.
    What he always did was NEVER say “Absolutely NO.” He always made Trump feel like HE was smart… even though, as with Biden’s last few months, everyone can see that Trump is almost desperate and struggling to control himself.
