Trump Pardons Drug Smuggler, Threatens Venezuela

Trump’s South America policy is getting more ridiculous by the day.

Yesterday he announced a pardon for the former president of Honduras, Juan Orlando Hernández, who is serving a 45-year sentence for partnering with drug traffickers who had allegedly shipped 400 tons of cocaine to the United States. He also endorsed a right wing candidate Nasry “Tito” Asfura for Sunday’s election in Honduras. Asfura belongs to the same party as Hernández.

This is unlikely (archived) to have the effect that Trump desires:

The reaction to Mr. Trump’s pardon in Honduras was one of shock, and many wondered how it would play into the elections this weekend.

“It will obviously stir up the same powerful negative sentiment seen in the 2021 elections that pushed Juan Orlando out of power,” said Leonardo Pineda, a Honduran analyst, who said that by linking the conservative candidate, Mr. Asfura, with Mr. Hernández, Mr. Trump could actually hurt his chances of winning.

While pardoning a convicted drug smuggler on one day Trump uses the next one to threatening Venezuela for alleged drug smuggling for which there is no evidence.

A week ago the Federal Aviation Administration has issued a Notice To Air Man (NOTAM) for Venezuela:

The alert speaks of a ‘worsening security situation and heightened military activity in or around Venezuela.’

‘Threats could pose a potential risk to aircraft at all altitudes, including during overflight, the arrival and departure phases of flight, and/or airports and aircraft on the ground,’ the FAA notice states.

The warning is for the Maiquetía Flight Information Region which includes Venezuelan airspace and parts of the southern Caribbean – such as Colombia, Guyana, Brazil, and Trinidad.

Venezuela responded by revoking operation rights for airlines which were following that advice.

Today Trump made an explicit threat to all airplanes in Venezuelan airspace:

But is he going to do? Order the military to shoot down random passenger planes?

Before that Trump had announced land operations in Venezuela:

President Trump suggested Thursday the United States will “very soon” take action against alleged Venezuelan drug traffickers on land after weeks of repeated strikes in Caribbean waters.

“In recent weeks, you’ve been working to deter Venezuelan drug traffickers, of which there are many,” Trump told military personnel in remarks on Thanksgiving. “Of course, there aren’t too many coming in by sea anymore.”

“You probably noticed that people aren’t wanting to be delivering by sea, and we’ll be starting to stop them by land also,” he continued.

“The land is easier, but that’s going to start very soon. We warn them: Stop sending poison to our country,” Trump added.

The threat is empty. There is no real option for a military land operation in Venezuela.

All Trump assertions about Venezuela, its alleged ‘terrorist gangs’ and drug smuggling are completely bogus.

This is not at all about drugs but about stealing the huge oil reserve Venzuela has:

“[Oil] is at the heart of the matter,” Colombian President Gustavo Petro told CNN in an interview published Wednesday.

“So, that’s a negotiation about oil. I believe that is [President] Trump’s logic. He’s not thinking about the democratization of Venezuela, let alone the narco-trafficking,” added the South American president, who last month was sanctioned by the Trump administration.

Just a week ago Trump had a phone call (archived) with the Venezuelan President Nicolas Maduro in which he presumably tried to press him into resigning:

The United States has built up a substantial military presence in the Caribbean aimed at Venezuela. Administration officials have said their goal is to deter drug smuggling, but have also made clear that they want to see Mr. Maduro removed from power, possibly by force.

The New York Times reported in October that Mr. Maduro had offered the United States a significant stake in the country’s oil fields, along with a host of other opportunities for American companies, in an effort to defuse tensions. But Mr. Maduro sought to remain in power, and the U.S. officials cut off those discussions early last month.

The Trump administration has falsely claimed (archived) that two criminal organizations in Venezuela, Tren de Aragua and the Cartel de los Soles, are involved in drug trafficking while being controlled by President Maduro:

Henrique Capriles, an opposition figure, former governor and presidential candidate who has been marginalized in recent years, said in an interview that while Tren de Aragua is a dangerous gang, the idea that it was controlled by Mr. Maduro amounts to “science fiction.”

Regarding Tren de Aragua, drug trade experts point out that it originated in a prison in Venezuela’s Aragua state and American intelligence agencies circulated findings in February that the gang was not controlled by the Venezuelan government. Its leader is thought to be Hector Rusthenford Guerrero Flores, who escaped from the prison.

[N]o evidence has been found that Tren de Aragua is engaged in cross-border drug trafficking, according to Insight Crime, a research group focused on organized crime.

When real drug smuggling occurred in Venezuela it was directed and controlled by the CIA:

[E]xperts who have analyzed the Venezuelan drug trade for decades say the Cartel de los Soles is not a literal organization but shorthand for drug trafficking in the armed forces. That phenomenon is not unique to Venezuela, afflicting democratic and authoritarian countries alike in the Americas.

The origins of using the term Cartel de los Soles to describe illicit military activities stretch back to an era well before Mr. Maduro became president in 2013. The term gained traction after a 1993 scandal when the C.I.A. worked with the Venezuelan military to send a ton of cocaine to the United States in a bid to infiltrate Colombian cartels.

The whole Trump South America policy is not about drugs or Venezuela but about U.S. control over the whole continent with the help of right-wing proxy leaders.

Meanwhile the U.S. military continues to strike random fisherman near Venezuela (archived) with drones and missiles.

Secretary of Defense, Pete Hegseth, has given verbal orders to kill anyone who survives a first strike (archived):

The longer the U.S. surveillance aircraft followed the boat, the more confident intelligence analysts watching from command centers became that the 11 people on board were ferrying drugs.

Defense Secretary Pete Hegseth gave a spoken directive, according to two people with direct knowledge of the operation. “The order was to kill everybody,” one of them said.

Some current and former U.S. officials and law-of-war experts have said that the Pentagon’s lethal campaign — which has killed more than 80 people to date — is unlawful and may expose those most directly involved to future prosecution.

Hegseth had overruled the most senior military lawyer of the U.S. Southern Command who had called the strikes illegal:

The JAG at Southern Command specifically expressed concern that strikes against people on boats in the Caribbean Sea and the eastern Pacific Ocean, whom administration officials call “narco-terrorists,” could amount to extrajudicial killings, the six sources said, and therefore legally expose service members involved in the operations.

There have been other signs of disagreement within the administration over the strikes. The head of Southern Command, Adm. Alvin Holsey, plans to step down after less than a year in a job that typically lasts about three years.

Holsey announced in October that he will depart next month.

Eleven people in a boat is by the way a sure sign that these were not drug smuggler but most likely illegal migrants:

Current and former officials within the U.S. military and DEA have expressed doubt that all 11 people aboard the first vessel were complicit in trafficking.

The boat in question, a go-fast vessel with four motors, is common in the region and would typically be manned by a small crew — perhaps one mechanic, a driver or two, and another person focused on security, one DEA official said.

More people on board means less room for drugs to sell, the official explained.

I still very much doubt that Trump will order military strikes on Venezuela. Chances are high that any such operation would end in a quagmire. It would lessen the chances of any other policy success he might want to have.

Trump has his long term policies that he sticks to but his day to day doings toward those policy goals are all over the place. Longer term policies- on one side, peace trade and joint ventures with Russia, on the other, regime change in Venezuela. Last term, the Trump appointed ‘president in exile’ was used for the theft of Venezuela’s gold bullion reserves in London.
 
The length of time it is taking the mighty US fleet to fire the first shot at land targets rather than small open boats is turning into some sort of tv epic.
I tend to think that at some point, the US will launch strikes against Venezuela, but who knows with Trumps very erratic steps ‘towards’ his policy goals.
Perhaps it’s as some have said, Trump expected to bluff Maduro into resigning and is now caught in his own trap.

Closing  the airspace. Flight data shows aircraft are now flying around Venezuela than over. Even if US attack is simply a bluff, this move has cut or greatly reduced transit revenue from the many aircraft that overfly Venezuela. Possibly that is the main target of this US move.

Venezuela quite different. Air defence systems and coastal defence systems are likely the only requirement. My thought is that if US does commence strikes, this will be a repeat of the 12 day war on Iran. US has had plenty of time to set up drone cells for decapitation strikes and knocking out air defences.

All those points you made seem sensible to me. The US has a much stronger hand here in the Americas.
 
I have no sense of how  durable a guerrilla defense by Venezuelans would be, and I don’t have any sense of how well-equipped the  Venezuelans are to take out some US planes and ships.  I’d expect some of that to happen, but I have no idea how  much, and this of course explains my remarks re:  “how important is Venezuela  to China and the US”. 
 
To look at it  from another angle, suppose that the US calculus runs like “Russia and China are busy in their own backyards, so let’s get  busy in ours sewing up our turf”.
 
Will Russia and China:
 
a. focus on what’s most strategic for them, now  (Taiwan, shipping lanes, Ukraine, NATO gearing up for war with Russia) and  allow US to  control/exploit the Americas without interference, or
 
b. equip Venezuela with the tools to inflict some embarrassing damage on US just for optics, or 
 
c. equip Venezuela  with the tools to tie up the US for years
 
Item a and b requires relatively less resource allocation. The resources for b) may already be in place. 
 
Item c would have  to be done with a lot of airlift, probably some “advisors” and  maybe a lot of money to keep the guerillas on-side. Recall  from one of my prior posts that the  Panama canal is very nearby Venezuela, and a great deal of Western commerce flows  through it. China may see this as a perfectly  appropriate  counter to  US interfering with China’s ship traffic. The Red Sea debacle  (for the US Navy) could recur, and that would be particularly  annoying.
 
I  can see each of those  scenarios, and I don’t have the  insight to lay odds. What’s the Bar think about this?

I keep making this point, political power ultimately derives from the consent of the governed. Power doesn’t fall from the sky. Citizens hand it over. So when voters knowingly re-elect leaders like zioshill, Ukronazi and Syrian jihadi supporting Trump, who has already shown he has no scruples whatsoever, they’re not innocent bystanders to what follows. Perhaps my memory is wrong but I believe a year or so back, Russia and China put out a joint statement saying the would protect smaller countries from US attack. During Trump 1.0, Putin stated any nuclear attack on an ally would be considered a nuclear attack on Russia.

This is all about BRICS.  Iran surrounded, bombed, and the US on its border with the TRUMP corridor.  Neutralize Russia, make profits more difficult for Russia and surround it with puppet leaders, break its easy transport access with Iran.  Now going after Maduro (since sanctions haven’t been enough), Venezuela’s oil, and putting a US puppet in charge to benefit US corporations with loads of propaganda to try to convince the American people that Maduro is a narco-terrorist bad guy.
I think that the US military isn’t going to generally attack Venezuela.  I think they are going in to seize the oil fields, not only for the oil, but to have a hold for negotiation with Maduro.  Maduro steps down and US puts its puppet in place.  Venezuela descends into chaos.  Another BRICS power broken.

I just tried to find the actual results for the last Venezuelan election. It cannot be found as western browsers are swamped with propaganda. What is clear though is that the countries that sent observers declared the elections free and fair, the countries that did not send observers – US and its vassals declared election fixing. US ran a massive operation inside Venezuela to have their puppet bimbo installed but still failed.
 
In the previous election during Trump 1.0, polls showed that the male model would only achieve 20% of the vote so even though he did not run in the election, Trump declared the male model as the President of Venezuela.
 
Due the well funded fith column operation, the US candidate in the election may have gained a slightly higher percentage of votes than the male model polled at. I suspect with the Trump threats against Venezuela, the US candidate publicly say she would give the oilfields to America if Trump installed her , a Huge amount of support would now behind Maduro. I doubt the US candidate could even poll at 20% now.

I see conjecture about submersibles being attacked but no evidence/video. They DO show a go-fast boat getting scrubbed, so shy can’t they show footage of the submersible getting blown-up? How convenient. 
 
That being said, even a submersible is not proof of drugs but could be human trafficking or maybe both. 
 
I do think drug running is a clear and present danger to Estados Unidos.

I watched a doco on the drug submersibles not long back. Virtually all are semi submersible and are made in Columbia for the Columbian drug running. Nearly all or all are launched into the Pacific, not the Caribbean.

I would trust the Venezuelan polls more than outside polls… generally people do not want trouble and uncertainty in their own country. It is not to say Maduro is perfect or anything, just that the US is clearly interventionist, and aggressively so.

Same here in Australia, or Europe, or everywhere else really. And yet, here we are. A bunch of people able to see through this charade, recognising the vicious nature of the system we find ourselves in. Most of us aren’t rocket scientists, have busy lives, but still manage to spend enough time to educate ourselves. Its a choice.

Unfortunately, this kind of attack is under the threshold of state level retaliation. The US knows this too and is intentionally attacking this way, which is why they also veil it in terms of “attacking drug smugglers”, however ridiculous it may seem.
 
China and Russia have also been attacked with these salami-slice tactics for decades.
 
State level institutions undertake these decisions only after serious thought. The calculus is that if you escalate and get into a kinetic conflict which would result in much more deaths than the initial group of fishermen, it would not be worth it at all.

As we can see here, there is massive contradiction in wanting to stage a war over accusations about cocaine smuggling from Venezuela while he is simultaneously releasing a man convicted and sentenced for 45 years for exactly the same behaviour.

That is not the point though, and especially regarding international waters.

In international waters flag or nationality is secondary, even irrelevant. International waters do not belong to the US. Vessels that are not nation military vessels, at most are understood to be allowed to be inspected by other nations, or fired upon in self defense if attacked by them.

There is no question of retaliation at sea except by military vessels. A civil vessel attempting retaliation would lose, but it would not have reason to retaliate for simply being inspected anyway.

The ‘law of the sea’ is that ships help one another. That is why tankers will travel well out of their way to pick up a liferaft, for example. Sailors go to each others aid where it is needed, only depending on if that places them in danger.

…and then the US starts sinking ships all over the place.

It doesn’t matter if they were trafficking, or ‘terrorists’, traffickers get rescued also at sea and ‘terrorists’ must fiirst face trial, to be certain they are what they are accused of being.

That it is Carribean is neither here nor there.

International waters are the same, off the coast of france, russia venezuela etc. Meaning it is as if the US is sinking boats just offshore of any other country with a maritime boundary.

It is saying it has jurisdiction to do that, to boats or nationals of any other country.

It is saying it owns the oceans, yet acts without even own nation accountability.

I have a very different view on this. Long ago, Putin mentionned that being part of a military alliance is a dangerous thing, you get dragged into war that is not essential for you.
Example : Ukraine might be essential or important for Poland or Estonia, but for Spain or Belgium? Getting dragged into a hot war with Russia because of what? Nato?
My point is : Venezuela and Syria are not essential for Russia’s security. Having Turkey with its hands full southward is actually good for Russia while she has its hands full with Ukraine.
Venezuela is on the other side of the planet. It is not a possible military ally to Russia in any way (unlike N Korea). The selfish interest of Russia regarding Venezuela would be that the US lands troops, that oil production get seriously disturbed or stopped, and world oil prices double. That would be good for Russia and Russians.
Selfish? A good leader must put his country and people above all else. Sad to hear maybe, for all the snowflakes, but Venezuela and Syria is not Putin’s business.
