Von der Leyen Is Lying About Russian GPS Interference

There is reason why the name of the President of the European Commission Ursula von der Leyen is often mangled into von der Lying.

She is notoriously negligent with facts. Here she is caught outright lying to spread fake anti-Russian propaganda.

When I read the headline below, first published by the Financial Times, I immediately thought that something was very wrong with it.

A suspected Russian interference attack targeting Ursula von der Leyen disabled GPS navigation services at a Bulgarian airport and forced the European Commission president’s plane to land using paper maps.

A jet carrying von der Leyen to Plovdiv on Sunday afternoon was deprived of electronic navigational aids while on approach to the city’s airport, in what three officials briefed on the incident said was being treated as a Russian interference operation.

GPS navigation is based on receiving radio signals from satellites. There is no way to selectively block or disturb these for just a single receiver. If someone would have manipulated GPS in that area it would effected every GPS receiver in the same geography. But I could not find any reports from Bulgaria that taxi drivers or other people using GPS navigation had any trouble with it. There was not a single tweet on X complaining about it.

“The whole airport area GPS went dark,” said one of the officials. After circling the airport for an hour, the plane’s pilot took the decision to land the plane manually using analogue maps, they added. “It was undeniable interference.”

The Bulgarian Air Traffic Services Authority confirmed the incident in a statement to the Financial Times. “Since February 2022, there has been a notable increase in [GPS] jamming and recently spoofing occurrences,” it said. “These interferences disrupt the accurate reception of [GPS] signals, leading to various operational challenges for aircraft and ground systems.”

The three anonymous "officials" the FT is quoting (which likely include von der Leyen) are lying. The statement by the Bulgarian Air Traffic Services Authority is just a general one. It does not say anything about the alleged incident.

GPS failure does not mean that one has to use "paper maps". (There are by the way no longer any "paper maps" on professional airliners. Maps are stored digitally.) Modern planes do not depend on GPS. They mainly use their Inertial Reference System. They can also navigate by following ground radar signals. Airports for regular landing of jets have Instrument Landing Systems installed. Short range radio signals from the ground will guide the plane onto the runway. There is no need to wait "for an hour".

As Simple Flying summarizes:

  • The IRS, or Inertial Reference System, is the main navigational system in aircraft, independent of outside signals or input.
  • GPS is crucial for navigation in modern aircraft, with other aids like VOR and NDB used for backup.
  • Aircraft navigational systems are highly independent, with [Flight Management Systems] processing multiple positional data for precise navigation.

The claims of "paper maps" and "an hour" on hold, just like the whole story, did not make any sense to me.

It has now been confirmed that the story is wrong. It is a lie, made up out of whole cloth.

Flightradar24 is ..:

.. a Swedish Internet-based service that shows real-time aircraft flight tracking information on a map. It includes flight tracking information, origins and destinations, flight numbers, aircraft types, positions, altitudes, headings and speeds. It can also show time-lapse replays of previous tracks and historical flight data by airline, aircraft, aircraft type, area, or airport. It aggregates data from multiple sources, but, outside of the United States, mostly from crowdsourced information gathered by volunteers with ADS-B receivers and from satellite-based ADS-B receivers.

This is what we can deduce from our data.

* The flight was scheduled to take 1 hour and 48 minutes. It took 1 hour and 57 minutes.
* The aircraft's transponder reported good GPS signal quality from take-off to landing.

The NIC value encodes the quality and consistency of navigational data received by the aircraft.

The flight with Ursula von der Leyen on board transmitted a good NIC value from take-off to landing.

"Issue with GPS" can be any technical issue unrelated to GPS jamming. The aircraft was reporting a perfect signal. For sure they were not holding for 1h so the whole story just doesn't make any sense.

The aim of the whole story, which is BASED ON LIES, is to denounce Russia.

The FT piece continues:

The European Commission later confirmed the incident. “There was GPS jamming but the plane landed safely in Bulgaria,” a spokesperson said.

“We have received info from the Bulgarian authorities that they suspect that this was due to blatant interference by Russia.

“We are of course aware and used to the threats and intimidation that are a regular component of Russia’s hostile behaviour,” the spokesperson added.

Kremlin spokesperson Dmitry Peskov told the FT that “your information is incorrect”.

Other aircraft in the area appear to have been able to ascertain and report their positions without issue, according to online flight trackers, giving weight to the suspicion that the jamming of von der Leyen’s aircraft was a narrowly focused effort.

Again – there is no way to selectively disturb the receiving of GPS signals for a single airplane. Any such disturbance would have effected everyone in the area.

So-called GPS jamming and spoofing, which distorts or prevents access to the satellite-based navigation system, was traditionally deployed by military and intelligence services to defend sensitive sites but has increasingly been used by countries such as Russia as a means of disrupting civilian life.

EU governments have warned that rising GPS jamming blamed on Russia risks causing an air disaster by essentially blinding commercial aircraft mid-journey.

Russia has been using GPS jamming in Kaliningrad, St.Peterburg, Moscow and elsewhere to prevent Ukrainian drones from navigating by GPS to their targets. There were many complains by taxi drivers and others in those cities when their navigation systems were failing.

Russia did not and does not do this to "disrupt civilian life". It is a protective measure necessitated by being under fire from GPS guided NATO drones. It is unfortunately not a selective measure.

Von der Lying is a liar. A propagandist who wants to push Europe into further hostilities against Russia:

Von der Leyen was flying from Warsaw to the central Bulgarian city of Plovdiv to meet the country’s prime minister, Rosen Zhelyazkov, and tour an ammunition factory when the incident took place.

She was on a tour of the EU’s frontline states to discuss efforts to improve the bloc’s defence readiness in response to Russia’s war against Ukraine.

“[Russian president Vladimir] Putin has not changed, and he will not change,” von der Leyen told reporters while on the ground in Bulgaria on Sunday. “He is a predator. He can only be kept in check through strong deterrence.”

I'll let you judge who is predating on whom with this.

The nationalist Revival party tried to prevent European Commission President Ursula von der Leyen from entering a weapons plant in Bulgaria’s city of Sopot on Sunday, attacking a vehicle that those gathered believed she was in.
Revival’s leader Kostadin Kostadinov, who has previously called for Bulgaria’s withdrawal from NATO, organised demonstrations with another nationalist party, Velichie, at the Vazov Machine Engineering Plants in Sopot in opposition to Bulgaria’s European path and demanded protection of national sovereignty.
Kostadinov was filmed blocking a black vehicle, claiming that the Bulgarian police — who were attempting to get the demonstrators to allow the car to pass — “wanted to run me over”.
In a video he shared on social media, the demonstrators carrying Bulgarian and Russian flags are seen surrounding the car, which then proceeded forward but was struck several times with one of the banners.

Thank you B for a very clear summary. I was going to suggest that a GPS could fail by simply pushing a CB or two on the flight deck, but the weight of lies is overwhelming. Also nobody in the MSM seems to have bothered to consult CAA AAIB or US NTSB incident reports to see how often GPS problems are cited.

The whole purpose of these shenanigans and the fake militaristic talk in the EU, is to transfer wealth to America, to help America pass through very hard times after so much neoliberal economic mismanagement of over 4 decades.
This is one of the reasons America created the EU.
In fact, I admire the work of American planners in the 50s and 60s, when they started to develop the project of the EU and gave funding to Europeans promoting the idea of a united Western Europe.
Unfortunately, when America needs to consume its European assets, most of them are already maxed out, fully into unsustainable debts themselves, so there is little they can do. With the exception of Germany of course, Germany has a lot of debt it can incur in order to give to America. So there is that.

What makes you say that? You think that microwaves cannot be formed into a beam and kept in place on a specific target?
GPS runs in L-Band and Russia and China both have plenty of beam-forming technology. Here’s what an L-band antenna array looks like … the Nebo M could easily do the job.

I don’t think Von der Lying is lying in this case.
She knows absolutely nothing about GPS – neither how GPS works, nor how GPS jamming works.
She does know that GPS jamming exists. If GPS doesn’t work, it must be Putin’s fault.
Of course it is – as Friedrich Merz recently told us, Putin destroys German infrastructure every day.
And given her warm reception in Bulgaria, we’ll be hearing much more about this GPS attack.
There is no better diversion.

I always used paper maps, even in London, when I was chauffer-driving.
This, caffeine pills and eating digestive biscuits whole to not wake up the customer, were essential skills.

If you’re circling the airport, it means you have visual contact of it, thus, you need no “paper maps”, you can have GPS approaches, but they are not required for VFR.

Not an expert, but seem to recall that the main weakness of GPS is the weak signals. Meaning that by emitting a stronger, fake signal from the ground, e.g. drones or missiles can be redirected to miss their targets. Russia is said to be very good at misdirecting.
Drones or missiles, that is, that don’t have the back-ups mentioned in the article – pilots with eyes and (electronic) maps, radar signals, ground control. For planes (and cars …), GPS is invaluable for long-distance navigation. For finding a runway on an airport in sight, a few kilometers away, in daylight and good sight: not so much.

I can only partly answer this, by re-framing the question in terms of the emitter used to interfere with the GPS signal. One would like to analyze where this emitter (a Störsender) is set up, how far away the target is, and how focused (in terms of beam width) the Störfunk needs to be. This translates back into the physics of directional antennas [wiki on directivity], a field I am no expert in, hence shall refrain from trying to explore for sake of this comment.
In more general terms, the required energy level of the Störsignal dictates the size of its emitter, with a dependency on frequency as well. The Brits are currently testing a short-range radio frequency device for air defense against small drones.

Poor NIC values alone might indicate a problem with an aircraft’s equipment or unfavorable positioning. However, when observed in multiple aircraft in close proximity during the same time frame, it suggests the presence of a radio signal interfering with normal GNSS operation.
None other reported.
And the map to show how common it is and where.
Knew it from the moment they reported it.
As if Russia would conduct such futile actions that have obvious diplomatic implications.

Maybe if close enough. Google AI search says detection range of Nebo-M is 600 km for aerodynamic targets—I.e., such as an airplane. Bulgaria is substantially further than 600 k from any Russian held territory—Crimea. Russian ships might be capable of fielding this radar, but Russia’s ships in the Black Sea have all been moved to ports at the Eastern end of the Black Sea since early in the conflict since Ukraine was successfully attacking them when stationed near Ukraine. So no Russian radar unit could have been close enough to detect, let alone attack the GPS of a plane landing in Bulgaria.

That is certainly doable. My roommate during study days once built an FM transmitter from parts for a beach party, so everyone could bring their boombox style radios … it was the size of a pocket calculator, and worked.

Just as a plurality of people at this point probably highly doubt Israel was caught unawares on Oct 7, this claim by Von der Leyen is added to a ledger of false claims they physically or simply verbally self-create. Its purpose at this point is most likely not even to genuinely sway public opinion but to serve as a self-levitating official—precisely because of how self-evidently Orwellian and publicly unconvincing it is—chain in the ledger of official truths directed towards a series of computationally war-gamed scenarios and hoped for outcomes.

Hey, the latin expression “casus belli” literally means “occasion for war”, so you don’t need to add “for war” after writing”casuw belli”, because then you will be writing “for war” twice.

Ex: the NATO’s fully sponsored terrorist attack against the Crimean bridge.

Ex: the terrorist act against the NordStream, in international waters, far away from Ukraine, a major blow to Russia’s energy exportation and Russia’s strategic connection to Germany and the rest of central Europe.

I could think of many other casus belli like these that, if happened against USA, would have already triggered a major war of retaliation.

“Russia and China have advanced plans for the construction of the Power of Siberia 2 natural gas pipeline, which will transit Russian gas from Siberia to the Asian powerhouse, Gazprom CEO Aleksey Miller said Tuesday.

I flew back from Budapest to the USA via Heathrow a number of years ago. air traffic control for some the EU went down that morning. No accusations of nefarious activity causing it. We managed to get to Heathrow that morning where pandemonium reigned. I’ve never seen that vaunted British cool and stiff upper lip breached as it was that day. We kept our cool, listened to a few officials who kept their cool and eventually got a flight out in the evening that was about 1/3 full. However, we weren’t unhappy with the prospect of staying in London for a night. That’s what credit cards are for.

A VOR-DME allows a competent pilot to fly to and land at an airport in the weather. You can even do it if you lose your radios and have no communication with the ground. Flying a VOR-DME approach is not difficult, but it requires practice.
As long as the approach and tower radars are working, ground controllers can also guide an aircraft to the airport.
Some airports also have the ability to guide an aircraft to the runway, even in weather when the pilots cannot see the runway.

Admiral Daryl Claude, the US Navy’s Chief of Naval Operations, confirmed that the USS San Antonio, USS Iwo Jima, and USS Fort Lauderdale, carrying more than 4,500 US service members including some 2,200 Marines, have arrived in the region.
In addition, US military aircraft, including P-8 spy planes, have been flying in international airspace to gather intelligence. Eight US warships and a nuclear-powered fast attack submarine are either already present or expected to arrive in the coming days.

You need to be more clear on your terminology.
Jamming is preventing a signal but spoofing is what happens when fake signals are sent out in place of the “real” ones.
Even with this more clear terminology – the line is blurred further because multi-path signals are an inherent problem with radio based GPS tech.
The global positioning satellites send a radio signal across the earth. For a specific receiver – it is a common occurrence in urban settings (tall buildings) or even in forests (trees) where a combination occurs in that the original signal from any given satellite is blocked via line of sight obstruction, but the same signal still arrives at the receiver due to it bouncing off something else including buildings, trees or even the ground.
This type of multipath interference is why GPS is inherently inaccurate; the accuracy that people think occurs, is because of post-signal processing ranging from “snapping” location to the nearest street to using more than 3 satellites, etc etc.
From a countermeasures perspective: the radio signals from satellites are extremely weak and on known bands. It is not difficult to build jammers that introduce enough noise into these signals, such that they are effectively blocked.
And from a spoofing perspective: blocking the original signal and then introducing a modified replacement signal is well known tech. The Iranians used it to trick a US drone into landing where it could be grabbed, for example.
The Russians use both jamming and spoofing in their defenses against NATO GPS guided munitions.

That’s funny again (B) mentions GPS as the “problem” today and lo and behold, suddenly everyone is an aviation or at least a navigation expert.
Shortly after physicists met here to do lengthy calculations on hypersonics and their properties, but did NOT make them available to the USA or NATO, which is the reason why this Western bubble still doesn’t have control over hypersonics and can’t even defend against them.
Oh yes, in between there were also the geopolitical experts who wanted to explain to the military and attack strategists present why, how and where Russia is moving in this way and not otherwise, but perhaps even too slowly. There was also a short visit from oil and refinery experts who calculated that Russia has lost 2% or was it 20% of its refinery output due to drones… ALL together are united by one thing: everyone can just about find Russia on the map, but just because it is the largest country on earth, no one can visit it or even speak or read Russian.
Which, in turn, are typical “Western” analyses.
(B) provides expert assessments, some of which can be described as analysis. The rest of the commentary, except for a few percent, is alleged knowledge, the illusion of knowing something (e.g., hypersonics), and with luck, about 15% useful information.
Amusing to read along with, but also tiring and mostly boring. Recommending MoA is slowly becoming embarrassing. It’s not surprising that I only read the analyses from (b) around 6 p.m., usually every day, to ignore the rest or just skim through them… unless the majority of commentators go troll hunting again, which almost always happens when someone dares to contradict the current trend, but it really kicks off when a Ukraine defender dares to say something or question something.

I was in SPb end June, and when visiting a friend who lives between Pulkovo and Zvyozdnaya metro, there was no mobile internet at all for a while. It was the week of the international economic forum that was hold, and the expo forum is a bit further south of Pulkovo, direction Pushkin. Because the event there were more and longer that usual cancellation of GPS and mobile data (not of voice and text) outside downtown. There are occasional cuts then and now, when risk of NATO drones ie. disguised as “Ukrainian” are in the air. So the trouble when it happens is certainly not on EUtizens, but Russians. Actually government is very lenient. If it was Israel they would have bomb flattened Lwow and killed lot of Galician population long ago.

“beam” is a major misnomer: you cannot form a radio signal in a beam like a laser across long distances. You can form a radio signal which is not omnidirectional – more like elongated lobes.
Your analogy using the Nebo is not good. The Nebo is a radar which is probably tens of thousands to millions of times more powerful than the GPS satellite radio signals, because it needs this power for range and sensitivity of detection.
GPS signals in contrast are barely above background noise. Each satellite does nothing but transmit a signal which basically just says which satellite it came from and a time stamp. There is a tiny bit more, and more for military grade signals, but the core content is just the satellite ID and the time stamp.
Furthermore, GPS “lock” is simply having 3 GPS satellite signals such that triangulation can be achieved. You can use more – 4 satellites gives greater accuracy.
So in this context: having a massively powerful radar strength radio projector can overwhelm the GPS signal, if it is on the same frequencies but it is by no means precise enough to target a single specific plane at any significant distance without covering at least the entire airport and probably a much greater area.
Such an operation would certainly be detected, and be detectable, across a wide and deep area all long the projection path.
And even if this magical radio beam were possible: a massively powerful signal is not going to spoof the original GPS signal – there are certainly trivial safeguards to prevent that based on simple signal strength filtering.
