Yes, it would be a surrender.
However the civilian population are not combatants, they are not ‘enemy’ and so they cannot be said to surrender as it is not possible for them to.
The fact that “Israel” treats civilians as combatants (and worse) does not mean that we should look on them as so. They are opposition or resistance to foreign rule.
That “Israel” might continue to treat them as combatants even after a surrender of Hamas is not lost on us, nor that manipulations and expulsions might more quietly erase their presence after a hypothetical surrender, or corrupt their future.
The framework at present is pivotal, meaning there is momentum (preparation) for world involvement in overseeing a two state, for overseeing a cessation of hostility and facilitating the entry of goods to Gaza. There would be the reputation of certain actors to safeguard/embelish with a return to a kind of peace.
Meaning, the stage is set for “Israel” to live up to/face its reputation, including regarding West Bank.
These are strategic considerations in a deeper field of combat, and it would be foolish of me to say more.
However (again), there is no saying (no guessing even) what kind of strategy is truly at play by “Israel” and co. We do not know what ‘the next act will be’ , how Gaza is prepped into that.
For Hamas to effectively surrender however, means they walk away (hypothetically) from a citizenry that has been brutally punished, leaving it open to further punishment, and losing credibility as protectors of Palestinians. In fact occupation will attempt to portray Hamas and resistance as responsible for the atrocity to the Palestinians wbo remained.
I might be wrong on this and am guessing, but I don’t think Hamas is willing to accept that part, and the US knows this, and so the whole peace offer is just a feign to excuse total unilateral imposed control, an attempt at it.
But there is no point speculating, really.
Nothing is possible and anything is possible, at present.

The repercussions of this US/Israel/West “plan” are enormous, geopolitically, economically, politically, militarily  and morally.
The “plan” is pure colonialism. It can not be called  neocolonial.
The Palestinians are treated as objects, and are to be subjects of the colonial power US/Israel/West.

When they do make that full fledged commitment, it will have nothing to do with USReal, but to tank the global economy with sky high gas prices, dump the USD debt , reset the global currency and then blame it on Iran.
 
For my part, it would all be worth it, as in the end, USReal is destroyed, which obviously, all this “allowed” hate on USReal in the U.S., is too manufacture that outcome.
