Likely, yes. Both sides exaggerate their enemies’ losses. Although the Ukrainians have said the North Koreans prefer suicide to capture, which is plausible given that culture, in order to explain why so few have been captured. However, the overall casualty numbers are exaggerated for propaganda purposes.
