Mirror Action - China To Block 'Dual Use' Exports To U.S. War Mongers

During its Ukrainian proxy war on Russia the Biden administration and its minions have pushed China for allegedly providing support to  Russia. This year it even started to sanction Chinese companies for allegedly providing 'dual-use items' to Russian businesses.

The sanctions game though can be reversed. China has several quasi monopoly positions which it can use to hit back.

In (probably) a reply to Baerbock's latest intervention, it just started to use these (machine translation):

Announcement of the Ministry of Commerce No. 46 of 2024 on strengthening export controls on Related Dual-use items to the United States - mofcom.cn, Dec 3 2024

In accordance with the relevant provisions of laws and regulations such as the "Export Control Law of the People's Republic of China", in order to safeguard national security and interests and fulfill international obligations such as non-proliferation, it has been decided to strengthen export controls on related dual-use items to the United States. The relevant matters are now announced as follows:
  1. The export of dual-use items to U.S. military users or military purposes is prohibited.
  2. In principle, the export of gallium, germanium, antimony, and superhard materials related dual-use items to the United States shall not be permitted; the export of graphite dual-use items to the United States shall be subject to stricter end-user and end-use reviews.
Organizations and individuals in any country or region that violate the above regulations and transfer or provide related dual-use items originating in the People's Republic of China to organizations and individuals in the United States will be investigated for legal responsibility in accordance with the law.

Gallium, germanium, antimony and superhard materials are important for chip making in electronics industries and for weapon manufacturers. Graphite is necessary to make rechargeable batteries.

These commodity items are not necessarily rare but China has plenty of them and, more importantly, is nearly the only country which processes them in large quantities. The reason is that the processes to do refine the raw materials are somewhat dirty and only profitable when done on scale.

The U.S. can, and probably will, (re-)build the industries to do the processing for such items. But it will cost it lots of money and, more importantly, years to achieve that.

It will also be difficult to criticize China for fulfilling its 'international obligations such as non-proliferation' while that is a main attack point the U.S. has used against China.

But be assured that the hypocrites, like Mrs. Baerbock, will anyway try to do so.

It would seem to be the case that China’s actions are motivated more by US unequivocal support for Israel’s genocide and war crimes, than by U.S. support for the Ukrainian Nazi regime.

The free World will applaud.

"Manipulation is unacceptable": Beijing did not appreciate the diplomatic efforts of the German Foreign Minister

Chinese Foreign Ministry spokesman Lin Jian at a briefing following the visit of Annalena Burbock to Beijing asked representatives of the German media to leave the hall. He said that there will be no joint final press conferences.

The diplomat also added that the Chinese authorities consider all possible German accusations against China and manipulations on the Ukrainian issue unacceptable.

This is more of a joke on the west’s approach than a real measure. One thing that existed and worked for decades were national exclusive representatives, a company had them and was expected to do its due diligence on choosing them and making sure they complied with the company’s instructions (and remove the representation if they didn’t ). Now it’s even forbidden (at least in the eu)

The absence of control renders everyone a potential guilty party for something they are not supposed to , and certainly not able to, control. Punishment is always possible but arbitrary.

One of these days the use of debt earning compounding interest as money system the West is using is going to is going to experience a lack of faith in counterparty and a withdrawal of credit to a counterparty and knock-on efect will cause the whole debt system to lock up. The western banking Powers That Be would like a scapegoat to pin the blame on. JUST IN - President Yoon declares martial law in South Korea.

South Korea’s President Yoon Suk Yeol on Tuesday declared emergency martial law, saying the measure was necessary to protect the country from “communist forces.”

“To safeguard a liberal South Korea from the threats posed by North Korea’s communist forces and to eliminate anti-state elements… I hereby declare emergency martial law,” Yoon said in a live televised address to the nation.

This is a developing story and will be updated.

South Korean President Yoon Suk Yeol declared an "emergency martial law" in a televised speech on Tuesday, the Yonhap news agency reported.

Yoon said the measure was necessary due to the actions of the country's opposition, which he accused of controlling parliament, sympathizing with North Korea and paralyzing the government.

Perhaps this is exactly the help for Putin and China that Kim promised?
The USA cannot support Ukraine + Palestine + Syria + Iraq + Lebanon = Israel.

One gets the impression that the West is trying to provoke a sideshow in Georgia, a second front against Russia.

This is what is happening now through KIM in or against South Korea. And South Korea without the support of the USA is lost to North Korea, which now has possible Russian air defenses...playing into China's hands, even Japan would hold back as an old enemy of South Korea.

But...should it be like this??

Posted by: ossi | Dec 3 2024 15:14 utc | 18

Funny. The Korean president said that the threat comes from North Korean communist forces and the anti-state parliament, which threaten to undermine the liberal order in the country.

And that is why a military coup is taking place.

It seems that the reason for such a hasty military coup is that the parliament was preparing to proceed with the impeachment of the president, which would most likely end with the removal of the president from office, followed by a trial and imprisonment (this happens in South Korea).

Therefore, acting proactively, the president went to seize power and establish a military dictatorship while chatting about the threat of North Korea and the communists.

This is also often the case in South Korea.

Let me remind you that domestic liberals very often like to hold up South Korea as an example of exemplary democracy.

On the brink of civil war: the imposition of martial law caused an acute political crisis in South Korea. Armored vehicles on the streets of Seoul, the president is accused of attempting a coup d'état and establishing a military dictatorship

▪️The main opposition Democratic Party urgently summoned its legislators to the National Assembly (parliament).

▪️The DP instructed its legislators to hold a meeting to start the necessary procedures for the lifting of martial law.

▪️DP leader Lee Jae-myung called Yoon's declaration of a state of emergency "unconstitutional," denouncing it as a move "going against the people."

"President Yoon has declared martial law for no reason," Lee said. "Tanks, armored vehicles and soldiers with guns and swords will soon control the country."

▪️The President of South Korea, along with the introduction of martial law, suspended the work of parliament. The military blocked the entrance. But opposition protesters are already trying to break through there.

The commander of martial law, Park An Su, said that from that day on, rallies and demonstrations, the work of national and local parliaments, and the activities of political parties are banned in the country.

▪️The work of the media will be restricted, the institution of the English criminal procedure law Habeas corpus will be banned.

▪️And violators of the martial law decree can be arrested without a warrant.

▪️The president announced the introduction of martial law after the opposition in parliament began impeachment proceedings against a number of senior officials.

Add to that the export bans that Putin has now imposed on rare earths and uranium to the USA.
+ the influence that Russia now has in Niger, the largest uranium mining region in the world, which does not prohibit its sales to the USA or France (not yet), but has increased prices by over 200% for these countries.
Well, since China has always put its trade first, we will wait and see how long this continues. Chinese banks also caused problems for Russia in view of threatened sanctions... whether the party leader has now spoken out in force is no longer mentioned in reports about these problems, because it no longer seems to admit this.
Germany still wants to supply weapons... including tanks, but does not know HOW to build new ones without raw materials. Because in the last 2 years not a single new tank has rolled off the production line, let alone the new development and successor to the Leo that was actually intended for it. Without raw materials, without TNT, there are no grenades, and who in Europe still makes TNT... really, a single backyard company in Poland!! TNT is just one example...the USA doesn't even produce a single kg in its own country!

Posted by: ossi | Dec 3 2024 16:20 utc | 24

Even if the US should invest in producing these materials, the US will never be able to produce them as efficiently and effectively as the Chinese. The reason why the investment for producing these materials will come from public transfers is because capitalists know directly competing with the Chinese in this market is futile.

Posted by: Justpassinby | Dec 3 2024 17:18 utc | 29

To put it another way, wars until a few decades ago were started to accumulate power by capturing territories and resources, but today's wars, since territory and resources are universally liberated and available to whoever has the necessary capital, be it friend or foe, and their destruction causes market distortions, are fought for propaganda or promotional purposes.

Today, if the consumer public could be coordinated as unanimously and effectively as the owners of capital coordinate their exchange markets, the technology of boycott and divestment would do much more damage than any counterattack.

On the other hand, the old financiers, who provided the money for the huge herds of horses and mules that pulled the armies, lost their preeminence in the face of a futures market that exercises its capacity to inject resources indiscriminately to one or the other, practically balancing the battlefield based on the accompanying commodity prices, which have a liquidity and a return on capital much faster than any legal arms market.

He states he will put 100% tariffs on any country that does not want to trade in dollar!! Talk about really throwing down the gauntlet early on.

It appears he will be much more interested in taking on the collective BRICS than taking on Russia in Ukraine. Although at the pace he goes now, I am sure he will let some "advisor" handle the Ukraine situation exactly the way current pentagon warhawks wants.

There are some encouraging visions he has put out. I think the Elon&Ramaswamy DOGE sound good, but it may entirely drown in the geopolitical debacle he appears to Wade into.

Otherwise, there is much noise about domestic agenda, like taking on the blue team and institutions, but again, it can hardy be said to be something bound to create groundbreaking outcomes for the world peace.

The Dollar-system is under inevitable decline and one can see how Trump is very aware of it. His SoS Rubio has previously mentioned the same. At least it is refreshing to notice such honest talk.

You don't understand, do you?

Capital does not recognize borders

Capital has no nationality

Capital does not need to adhere to a particular ideology, system, commodity, caste, ethnicity, ethic, scheme or format.

Economic warfare replaces the old formal war because corpses can be obtained in much more lucrative ways, without "burning" resources that, due to their scarcity, become increasingly expensive to obtain.

The only resource that becomes increasingly abundant and cheaper is the human being. They even take charge of their own logistics of transporting them over long distances (what they call immigration).

The latest farce is the redistribution or universal access to wealth through the atomization of the stock markets, it is the only global phenomenon that unites all the contenders.

We work to transform our possibilities of life and development, our aspirations to happiness and our consummated and protected rights into fictitious money, be it banknotes, cryptocurrencies, precious stones or metals, rare minerals, etc.

Others work to convert their slavery and oppression, their early death, their submission and frustration, their madness and violence into fictitious money, banknotes, cryptocurrencies, precious stones or metals, rare minerals, etc.

The development and manipulation of these markets is beyond our understanding and reach, although in order to pretend that it makes sense, a religion disguised as science called economics was created, and its high priests called economists, ministers, directors, prime ministers, legislators, presidents and so on.

They all do what they have to do, they quiet down when calm is needed to accumulate and hoard, they stir up when waves are needed to collect and to tear down obsolete structures (the USA, for example). Everything is constantly improving, perfecting, optimizing...

If one day all the ash trees on the planet were cut down except one, and their leaves became the currency of exchange, it would easily replace the dollar and gold, that is the concept that we all share.

Spring would be as magnificent as winter is frightening...
We are still useful in whatever way we are given.

Posted by: Santi | Dec 3 2024 20:14 utc | 52

You don't understand, do you?

They talk about China as if it existed, about Ukraine, Russia, the USA as if they existed... But no, only people exist, and they are making every decision that affects our lives in the name of extravagant dialectical constructions that we never had the opportunity to accept or reject, much less participate in.

Every day, fewer possibilities to participate, other than to take one side or the other, to say "yes" or "no" etcetera!

They talk about wars and conflicts, as if wars and conflicts existed! There are only people, feeding an extravagant dialectical construction that says it is necessary to participate in a conflict from which we will never have any benefit or control.

perhaps, the benefit of being heroes, veterans, survivors, etc.

every time I jumped I thought: what will happen if I don't pull the ring... but I chose to live: the tug of the harness, the explosion of the fabric, the flash of life...

As humanity, we should ask ourselves in time: what will happen if we stop pulling the ring of our parachute?

what will happen if we accept that we are living beings, and not participants in an alien dialectical construction?

The "Deep State," as you call it, nearly had him at Butler PA, July 13.

He knows that. He doesn't know for sure who "they" are. But, he knows that whoever "they" may be, they are still out there, the stakes are very high for them, they hold great power, are a determined bunch, and are most likely planning for the next event.

I think it is necessary to examine Trump decisions keeping those things in mind.

Johnny Dollar Dec3 @2131

One of the most protective moves Trump could make is to refuse the "protection" of the $ecret $ervice and take on some combat veterans who can be neither bribed nor blackmailed. They would comprise his personal protection unit and would be with him night and day, perhaps even living in a couple wings of the mostly underground W.H. complex.

Same thing with aircraft. Can't use his own as that is so easy for devious perps to take down. Ditto choppers. Instantly selected military aircraft might be the way to go. That way no advance notice to those enemies of the American people and the ROW for that matter.

These moves may also "disappoint" some or many of his Talmudist financial providers...if he happens to stray the least little bit, most particularly to the pet nation of that $atanic fringe.

We are so sorry to block shipments to your country.

We considered XYZ to be dual use, that includes rare earth minerals, of course.

What would be the best way to unconfuse these things?

There is some interesting reading in
en.wikipedia.org/wiki/ICL_Group_Ltd.

"ICL produces approximately a third of the world's bromine, and is the world's sixth-largest potash producer."
"60% of ICL's raw products (minerals) are excavated in Israel. ICL also owns and operates underground mines in Spain, United Kingdom (North Yorkshire), China, the United States and South America.[citation needed] Also, in Ethiopia at Danakil mine, Afar Regional State, purchased from Allana Potash Corporation. "
"ICL is active in the market for plant-based meat alternatives and invested $20 million in October 2019 to expand its manufacturing capacity and R&D base.[16]

In December 2021, ICL announced the grand opening of a 10,000 square foot alternative protein production facility in St. Louis, Missouri.[17]"

The fact that China is now openly challenging AmeriKKKa's delightfully vague "rules" suggests to me that they've been ready for anything the Yanks can throw at China for at least 5 years.

They've had 75 years to prepare and I'd bet that they didn't waste one of them. 5-year plans, regularly reviewd and measured, are a state-of-the-art way to develop and preserve a nation.

Interesting article here called The LA Times Makes the Case for Shutting the Diablo Canyon Nukes .

The gist of the piece is that Gavin Newsom made an executive decision to over-rule the plan to close Diablo Canyon npp, this is gonna cost statewide california ratepayers around $12 billion.
Also mentioned that keeping the npp online and its preferential treatment means that "a “glut” of solar-generated electricity is regularly shipped out of state at enormous losses to California rate payers."

They reckon that there has been a sufficiently large conglomeration of batteries, own by public entities, private corporations & co-ops in california that wind power, solar power and geothermal energy can now supply the grid 24/7.

I struggle with where to post this very pithy posting at Xinhuanet

BEIJING, Dec. 4 (Xinhua) -- Four Philippine vessels attempted to intrude into Chinese territorial waters off Huangyan Dao on Wednesday and the China Coast Guard (CCG) acted lawfully to control the situation, the CCG said.

Liu Dejun, a spokesperson for the CCG, said that four Philippine coast guard and official vessels attempted to enter China's territorial waters off Huangyan Dao and approached Chinese law enforcement patrol ships in a dangerous manner.

Will we get more details?

On November 30, US President-elect Trump threatened the BRICS with 100 percent tariffs if they created their own trading currency and threatened the status of the US dollar as the world's reserve currency. In my article about Trump's threat, I already pointed out that most BRICS countries were probably not too impressed by this and that it probably even hurt the dollar.

Two days later, on December 2, the Biden administration announced export restrictions on high-tech products such as artificial intelligence chips to China.

China responded immediately and banned the export of gallium, germanium, antimony and other important high-tech materials with potential military applications to the USA. These minerals are considered critical to US national security. For example, China is a major producer of antimony, which is used in batteries, night vision devices and in the manufacture of nuclear weapons, according to a report by the U.S. International Trade Commission from 2021.

China's quick reaction to the new US sanctions shows that the Chinese government is now much better prepared to take political countermeasures than it was in 2017, when Donald Trump began his trade war against China.

The same applies to Trump's threat of tariffs in the event of the introduction of a BRICS currency. The Chinese Foreign Ministry spokesman responded to a question about Trump's threats at a press conference on December 3 that China would deepen cooperation with its BRICS partners.

The threats from the USA are having less and less impact internationally, but the USA does not seem to have understood this yet. The only thing the USA seems to be achieving with ever new sanctions and threats is that the rest of the world is looking even more intensively for alternatives to the dollar and is relying less and less on the USA as an economic partner because the USA, with its arbitrarily imposed sanctions, is no longer a reliable economic partner.

The fact that this will remain the case under President Trump has clearly confirmed his warning to the BRICS.

Why are American chips ‘no longer safe and reliable’?: Global Times editorial

By Global Times Published: Dec 04, 2024 12:21 AM

On December 3, the Internet Society of China, the China Association of Automobile Manufacturers, the China Semiconductor Industry Association, and the China Association of Communications Enterprises issued statements declaring that US chip products are no longer safe and reliable, calling on domestic companies to exercise caution when purchasing US chips. The day before, the US government announced a new round of export curbs on China, adding over 140 Chinese companies to the Commerce Department's entity list, involving various types of semiconductor products such as semiconductor manufacturing equipment and electronic design automation tools.

...

It must be pointed out that several industry associations in China have called for "caution" in buying US chips, primarily due to the US' neglect of the stability and security of the global industrial and supply chains. These associations' calls are necessary and do not contradict China's commitment to expanding independent opening-up.

Yes. Sparwood, B.C. Canada. Coal once possessed by CP Rail via the Land Grants for the building of CP Rail (now owned by the Chosen in New York via Federal Reserve money printing). Variously owned by Shell and Kaiser. Now transferred from Teck to Glencore.
And Clean Canada, CO2 taxing/hating of the squeaky Clean image, ships 70 million tons of coal from the Elk Valley via CP Rail, through Jimmy Pattison's Coal Terminal. Supposedly burned on Mars, not here on Planet Earth.

From Blackrock link:

"European Central Bank vice president Luis de Guindos said the financial system around Europe is not in danger...“Russia is important in terms of energy markets, in terms of commodity prices, but in terms of the exposure of the financial sector...is not very relevant."

I think commodity derivatives - futures, options, forwards, fixed and floating swaps - market and otc, are pretty much dependent on the financial sector. This is compounded where two or more currencies, credit profiles, interest-rates and term structures are involved.

From Cargill link:

"The company saw a 10 percent drop in revenue last year due to low commodity prices and a global agricultural surplus." Buying when everyone was selling.

State control, or at least a major shareholding, ensures vital industries and interests do not shit on you, nor control a market. Financial benefits are returned/re-invested in the state. I presume Russia and China work on the same basis. Compare and contrast the defence industries of these countries.

I would suggest China (and Russia) really ramp up prices to exploit the laissez-faire capitalist US, ie increasing revenuse, not cutting it off. Paying way over the odds is a sign of strength for the Yanks.

The US was the biggest producer of rare earth elements until the late 80s when the off-shoring for the cheaper labor and lower environmental standards made China the biggest producer. I remember it well. The Mountain Pass, CA mine lost out due to cheaper imports from China. Nobody to blame but neoliberal, fake "free-market" economics. It is a standard model and blaming China now looks ridiculous. The weatern shareholders demanded it.

Apparently the USA overlooked how much electronic components are supplied from China, particularly the analog ICs used in the front ends of almost every American and NATO weapon system. America is so screwed!

Posted by: ramAustralia | Dec 5 2024 2:07 utc | 76

A pet peeve, almost nobody here knows anything about "rare earths". They think lithium is a "rare earth" (spoiler-it isn't). Neither are gallium or germanium. Both are actually more rare than most "rate earths". Please don't talk science if you are not educated in it at all. The words "rare earths" themselves are a full-on media psyop that is very effective for dumbed-down Dunning-Krugers. Make people think these elements are so valuable and so utterly "rare", just like gold! And China is at fault!

Posted by: naBisco | Dec 5 2024 2:08 utc | 77

Lithium is fairly common btw, and not at all as geologically or geographically sparse as are the economically exploitable concentrations of rare eath elements (REE). Key is "economically exploitable".

For anyone actually interested in the topic of actual "rare earths" beyond the ideological and factional argumentation made popular by media, here is a start for some factual info:

I think western global finance (not just "America) thought they had China by the balls in the 1980s and 1990s when they willingly shipped production there foe the cheap labor and lack of enviro regs at that time. Didn't work out that way.

The worlds uses dollars to settle trade and to pay dollar denominated loans. The trouble is the US government wants to spend more dollars than the world needs. Largely the worlds dollar needs are being met by the dollars that are exchanged for manufactured goods and energy consumers in the USA. The other way to get dollars is to buy treasuries use them as prime collateral to borrow dollars. Treasuries are what finance USA government spending am that demand is cratering.

The trade tariffs will radically reduce the amount of dollars entering the world economy as a function of spending. The worlds dollar needs will have to be met by buying treasuries and borrowing dollars from financial institutions. Those dollars are created by the financial institutions at the time of the loan as a function of their license from the federal reserve. The tariffs function is to shore up collapsing demand for treasuries and support the financial institutions nothing else. Not punishing China not building USA manufacturing. Building manufacturing can not occur without the tooling components and those components are largely produced in China now. Most of the components needed simply are not available at any cost from USA manufactuers. The ones that are available from USA manufacturers are 8xto 20x the cost of China components so raising the cost of chinese components really does not make USA components competitive at all.

The result of trade tarrifs historically is well known economic disaster. Its only purpouse is to increase treasury and loan demand. Inflation will immediately skyrocket for the consumer. No true politician would do this as it guarantees condemnation of the politician and the party. Trump is not a real politician. He is the bad guy nemesis in a WWF show and tied at the hip to the democratic party and the war machine. His purpose is to forever end the possibility of a true populist candidate like JFK who would interact with the world from the perspective of cooperation and mutual benefit. This is needed as the rejection of NWO by people understanding that the sovereign state representing their culture and traditions and value is observed throughout the world. While labeled deplorable it must truly demonstrate deplorable actions in a manner which will despised. Bidens regime also selected for its sickening moral and physical creepiness is also part of the work up to the "savior" coming. By associating Trumps particular MAGA brand of exceptionalism with faux popularism tha will destroy supply chains and wreck the economy while fully continuing the wars Trump represents both the end of the uniparty system of two flavors of exceptionalism. Biden job of alinating all human beings is done. Now Trump must do the same wiping the slate clean for the changes coming. This corresponds to the next generations demands to discard all autonomous and self evident freedoms to adopt the EU NWO woke version of fascism and fiat currency issued by decree providing the standard of living they feel they are entitled to. Trumps deliberate economic failure will add to animosity toward him and his assignment well done he will live a long life if not assassinated by some blue haired creature. As such Trump is the predecessor of the modern NWO woke hero who has not yet been revealed to us.

While these predictions seem not based in reality what is actually not based in reality is that Trumps economic plan will have any chance of creating a successful and autonomous MAGA economy. The reality is there is no such thing as a autonomous economy in a interconnected world . Trump is not a innovator adapting but is fighting fantasy windmills pursuing a MAGA world that does not exist deliberately creating failure. Along with his picks such as Kellog who is selected to end any possibility of a negotiated end to the Ukraine war the only thing that is really different is Trumps semi revealing both his and Vances closet bi sexuality really something of no consequence but broadcast as a badge of woke entitlement just like his counterparts. Why anyone would have any interest in old orange hair or any other supposed leaders sexuality is beyond me. Meanwhile his delusional MAGA devotees exhibit their own manner of overlooking the clearly expressed information just as Bidens devotees overlooked his corrupt and demented actions. Any objective assessment yields the result that random selections off the street might be more competent and honest than these two and that is deliberate in order to accent the qualities of yet unrevealed hero coming to slam the nemesis off the WWF wrestling platform with a chair in four years. A true hybrid USA economy that encompassed both the reality of interconnected supply chains and that a substantial manufacturing base is necessary for innovation could and should be pursued but this MAGA tariff abomination can not be considered as anything but a plan for deliberate failure. Once again the USA is considered the center of the universe and economic warfare is the only means for success. The MAGA cult is in its own way just as truly detached from reality as its woke partner.

apologizw for the off topic. B hope you are well. thank you for providing these forums.
