Many Ukrainian scientists were killed in the war, and after the German occupation, most, if not all, research for the military use of nukes was developed in Russia. After the war, the activities at UIPhT focused on the research for the peaceful use of thermonuclear fusion. However, Ukrainian scientists definitely had the knowledge on how to create the bomb, and that knowledge could very well still exist there. Here mainly over Putin versus The Russian military (General Staff). The disagreements between Helmer and Doctorow are deep-seated. A lot turned on how they saw the thwarted ‘Istanbul’ Talks in March 2022 and whether Putin was conceding too much.
