I’ve long predicted radar would fade in importance in the future in favor of passive visual/infrared/audio sensors arranged as a dense mesh, like 5km spacing 15km high x 100km thick, so 60000 sensors to cover 1000km front. Sensor technology is dirt cheap as is computing power to detect patterns amidst noise and not easy to spot passive sensors and very expensive to shoot down 80000 sensors other than with equally cheap drones. Only problem is positioning sensors in the air, especially in high wind conditions, because using a powerful engine to fight wind would make these sensor drones expensive. Maybe some way to use drones that are allowed to follow the wind, then land drone and use a truck to haul them back in the upwind direction and relaunch.
