Back then people in Odessa, Kharkov, Lugansk, Donetsk and Kherson wanted to quickly separate and go to Russia. Crimea did separate and de-facto was not a part of Ukraine with all the tensions mounting, so Russia had to act somewhat quickly and take it. Still, it basically abandoned people in Odessa, Kharkov and Kherson and literally threw people of Donetsk and Lugansk under the bus by refusing them the right to join the Federation.
