And Then Biden Blew It …

The talks Secretary of State Anthony Blinken had in China were somewhat useful. On his way out he at least used the right words on Taiwan:

'We do not support Taiwan independence,' America's top diplomat said in Beijing after meeting with Chinese president Xi Jingping.

The U.S. had practically begged for the meeting and that it took place is itself a small success:

To stabilise their relations, China and the United States must first arrest a downward spiral. That may turn out to be the achievement of US Secretary of State Antony Blinken’s talks with Chinese leaders in Beijing. It was unrealistic to expect any more just now. The negative fundamentals of the relationship remain the same. Both sides described Blinken’s talks with Foreign Minister Qin Gang and top diplomat Wang Yi as “candid” – meaning very frank. But they paved the way for a meeting between Blinken and President Xi Jinping, which did no harm to hopes for a Xi- Joe Biden summit.

Along with Qin’s acceptance of an invitation to Washington, that suggests the two sides found some common ground – particularly the need for more stable ties and to reduce the risk of military conflict.

Then, within just 24 hours, President Biden blew it:

US President Joe Biden has called Chinese President Xi Jinping a dictator at a fundraising event in California.

His remarks came a day after US Secretary of State Antony Blinken met Mr Xi for talks in Beijing, which were aimed at easing tensions between the two superpowers.

Mr Biden also said Mr Xi was embarrassed after an alleged Chinese spy balloon was shot down by the US.

"The reason why Xi Jinping got very upset, in terms of when I shot that balloon down with two box cars full of spy equipment in it, was he didn't know it was there," Mr Biden said at the event on Tuesday.

"That's a great embarrassment for dictators. When they didn't know what happened," he added.

The Chinese government was not amused:

China's foreign ministry spokeswoman Mao Ning called Mr Biden's remarks "extremely absurd and irresponsible". Speaking at a regularly scheduled press conference on Wednesday, she said that the comments were "an open political provocation" that violated diplomatic etiquette.

No, but I really mean it. China is real — has real economic difficulties. That’s what’s a great embarrassment for dictators, when they didn’t know what happened. That wasn’t supposed to be going where it was. It was blown off course up through Alaska and then down through the United States. And he didn’t know about it. When it got shot down, he was very embarrassed. He denied it was even there.

But the fo- — did — the very important point is he’s in a situation now where he wants to have a relationship again. Tony Blinken just went over there — our Secretary of State; did a good job. And it’s going to take time.

But what he was really upset about was that I insisted that we — we reunite the Qu- — so-called Quad. He called me and told me not to do that because it was putting him in a bind. I said, “All we’re doing — we’re not trying to surround you, we’re just trying to make sure the international rules with air and sea lanes remain open. And we’re not going to yield to that — on that.”

There are several issues in there that need some clarifying.

China has no real economic difficulties, just minor issues:

The Chinese economy this year is expected to grow faster than previously forecast and exceed the government's target of "around 5%," according to a survey of local economists.

A survey of 28 economists in March revealed that, on average, they expect the Chinese economy to grow 5.4% in 2023, up from 4.7% they forecast in December. The survey was jointly conducted by Nikkei and Nikkei Quick News.

The hope for China this year was 6% GDP growth. China's central bank just lowered a key interest rate by a small margin to achieve that.

Biden acknowledges that the weather balloon was 'blow off course' and thereby debunks previous claims that it was steerable. China had no intent to let the balloon cross Canada and the United States. And if there had really been 'two boxcars full of spy equipment' on the balloon why hasn't the U.S. shown any of it?

Why would or should a president of the U.S. or China know of some weather balloon floating somewhere?

Xi was embarrassed by the circus the U.S. made over that affair?

Xi is a dictator? The man came to his post by merits (scroll down) and through a complex representational election system. He can even be dismissed.

Xi denied that the ballon was where it was to whom? And the U.S. would know about that how?

Then comes the tale over the Quad. Biden claims that Xi called him over a quad meeting which is most likely a blatant lie. There are typically read-outs of phone calls between leaders at that level but I do not find any of a Xi-Biden call during the relevant months on the White House website. Nor was there any news of one.

The Biden talk, made official by posting it on the White House site, is an insult to China. Whatever Blinken has said or done to smooth the relations is no gone. It was already known that the U.S. can not be trusted with anything that it says. What counts is what the U.S. does and there it has so far shown no positive move towards China.

I am not sure that Biden intentionally talked about the balloon incident or was selective with his words on China. But even if it was somewhat accidentally it would not change anything. What matters is the effect. He has sabotaged the results of Blinken's talks in China and the U.S. will rightly be blamed for again worsening the relations.

As Yves Smith summarizes:

I wouldn’t bet on the minimal commitments from the meetings, like a return to pre-zero Covid levels of passenger flights, to be implemented.

The worst is that this insult does not simply demonstrate that the US is incapable of diplomacy. It shows we are so interested in dominance that we’ve lost sight of what our interests our. So institutionally, we are engaging in the same sort of self-destructive behavior that Trump practices personally. Perhaps that is the real reason Democrats hate him. Despite decorating in gold, the essence of his behavior is not all that different than theirs.

Yesterday I posted that I had a minor quibble with your analysis. Firstly that while the sane people ie big money were trying to direct the horses from the precipice, it may be too late, but that there was also the possibility that an insane cowboy might pull the reins back and head for the cliff.
Sadly while I hoped I was wrong, it appears that the cowboy has taken over.
If we assume that Blinky headed to China to do the bidding of the sane financial mob- Gates, Musk, Yellend, even Powell, then for a few hours the horses did turn slightly.
Then the insane cowboy in the form of Biden and/or whoever wrote his speech have regained the control and the carriage is headed for the cliff.

I agree with Hudson and others who argue that political-economic formulation appears to be the best arrangement if one wishes to optimize economic outcomes. As humanity advances and scarce vital resources become even scarcer, economies will need to move to some form of steady-state that seeks to maintain current technical and material levels of existence while avoiding conflict. That future need is why the present paradigm change is so important: Humanity must see itself as one global community and act that way, which means no hegemony or attempts at dominance can be allowed–Xi’s Global Security Initiative.
Putin, Xi, and some other global leaders are able to see and understand what I described above. Most of the Western elite are still myopic and mired within the Roman elite’s thinking. They don’t see humanity as a community whatsoever–indeed, IMO they are incapable of doing that. IMO, more than anything else, today’s Big Picture conflict is about altering weltanschauungs. China, Russia, Iran, and RoW are close to being harmonious about humanity being a community whose basic interests are all shared, while the Western elites still see everything as plunder waiting to be taken and humanity as its prey.
IMO, the CPC’s vision was to free Chinese from their fate as prey. IMO, that was also Castro’s vision. I doubt Churchill believed, it but he signed onto FDR’s ideal of the Four Freedoms that were designed to free humanity from being prey for Fascism. In February 2022, I wrote an essay saying that Putin and Xi’s goal behind their Joint Declaration was to finally attain the Four Freedoms for humanity. And that’s why most of humanity backs the CPC whether they know it or not.

One other consequence of US politics (and the rest of the west) is certain to be a decline in faith in democracy as a concept.
Now personally I have always been a fervent democrat. My political philosophy is decidedly Democratic socialist, ie redistributing wealth fairly but within a democratic framework including all that that entails. I am old enough to have seen times when this philosophy seemed possible and did deliver great benefit.
However if I were now a young good hearted person in a developing nation, I would see democracy as it is practiced in the USA, as a hopeless ideology or form of government, bringing nothing but incompetent idiots to the positions of leadership. It did not start with Trump. Perhaps bush the younger started the rot – an incompetent son of the elite. Obama seemed smooth and clever but accomplished nothing. The absurd battle between Clinton and trump showed the world the system was failing and the election of Biden has reinforced this view.
The upcoming Presidential election wrangle in the USA is likely to prove a comic caricature of democracy in action.
Moreover it is not just in the USA that the democratic system is failing. Boris, Truss and the squabbling British Labour are hardly much better and leadership of suet puddling like Sholtz or and giggling schoolgirls as in Finland, Germany and the rest of the EU, hardly inspires confidence.

Saving what’s left of America’s industrial capacity and starting to re-build it, which was precisely Trump’s plan, is a very good reason. Any sensible nation has a firm tariff policy to protect their industries. America hasn’t had any since the Reagan years, hence our industry is a hollowed-out shell, which is why the finance class have so taken over from the old industrialists (who were deliberately destroyed), and why working-class wages stagnated for decades (until Trump showed up).

A nation with a strong industrial capacity without a working class represented by strong unions is nothing but working-class slavery. The destruction of a America’s industrial base and stagnant conditions of the US working class has been a bi-partisan project for many years.
Trump, who has a history of cheating his own workers every chance he got, is never going to fight for stronger working-class unions or any meaningful policy to increase the working-class standard of living. The same applies to Biden. Stop trying to sell these dickheads to the working class, you know the system is rigged for the wealthy.

You hit the nail on the head in your penultimate paragraph. What the US engages in – both at home for domestic consumption, and abroad for foreign propaganda – is caricature or pantomime of democracy. It’s theater for the most part, designed to distract the working classes and poor from the real greed, rot, grift and corruption that grips our system.
The problem is, at least here at home, 99% of people fall for it, especially at the national level of politics – City Council is still pretty democratic, for example. The propaganda abroad is also pretty effective. I’ve got several Mexican ex-pat friends that I talk to daily and one of them is still fully onboard the “US is better than any other country” bandwagon; a major cheerleader for Uncle Scam and those plucky Ukrainians. Needless to say he hates and fears Pooty-Poot and Xi as much or more than the typical American liberal on MSNBC. The other guy’s father was a socialist in 1960s Mexico so he’s more philosophical and less jingoistic than his cohort. But get any of my friends from south of the border talking about China, Cuba and Venezuela and it’s like you’re listening to Newsmax, Rush Limbaugh, Mark Levin or Voice Of America.

It’s there for anyone who cares to read about his business history to see. The man has no passionate interests except his own well-being and his public image. The latter is one of the reasons he’s took such a hard turn to the right after previously supporting Democrats. They backed him into a corner, spent 24/7 smearing and criticizing him in his favorite medium – Cable TV. It was a major betrayal seeing his “brand” so regularly and thoroughly tarnished live, on-air, and by media outlets whose past coverage of him ranged from humorously light-heartedly critical to fawning.

While we’re all having a good laugh at Biden and his cringeworthy cackling, it’s worth remembering that the Democratic strategists would have no one else, and pulled every string they thought they needed to to ensure he was the Democratic nominee. There was ample suggestion then that he was not all there, and although he was not the hot mess he is now, the signs were there that his condition was not going to improve. But he was attractive to the movers and shakers in the party because it was pretty clear the day an independent thought passed through his head, it would have a lonely journey. And that’s what they wanted. If it is blowing up in their faces now, it’s what they deserve.

I don’t think Biden’s remark was accidental. It was deliberate wording. He was likely told to somewhere in his speech refer to Xi as a “dictator”. This diplomatic schizophrenia is what desperate and deeply corrupt empires resort to in their final days of existence, to confuse their enemies and keep them perpetually off-balance. It’s either that, or it’s a juvenile stab at the Chinese for Blinken’s treatment and for the U.S. not getting what it wanted.

I’m in two minds about Trump. One the one hand your criticism above sounds reasonable. But then there are too many stories giving a different picture. For example with the raising of his children: they each learned most of the construction trades – plumbing, framing, painting, manning the big machines etc. Similarly, in his hotels, he used to occasionally do shifts, sometimes with the bell boys, sometimes the cleaning ladies or in the kitchen, helping them on their job for a full shift. These stories give me the impression that when he says ‘good job’ that’s a real compliment in his mind since he greatly values work. I suspect he takes great pride in some of his building projects unlike your characterization of him as a purely and only shallow, self-centered egomaniac. That’s what the propaganda kept repeating but there is more to the man than those cartoon depictions.
So he might be a bit of a shyster in some regards (a perfectly straight person couldn’t make it in NYC real estate I gather) but not in all. Also many people who have met him privately say that a) he is quite different from the public persona (smart, articulate, respectful etc) and b) has off the charts charisma in private too.
I don’t know what to make of his public persona and Presidency. Very strange. But he does strike a chord with a large number of people. I wonder what it would have been like if he hadn’t been over-the-top demonized since entering politics. How would he be viewed? How much could he have gotten done with even lukewarm levels of good will? We’ll never know. The country in trying to undermine him has revealed its systemic corruption and weakness, perhaps irreparably. So even if he merits the calumny, the way it has been prosecuted has backfired in spectacular fashion greatly damaging the dignity and viability of the country such attacks purport to be preserving. Two wrongs don’t make a right.
Plus the fact that he is so reviled and so unfairly treated makes me think that maybe he’s one of the good guys. And there aren’t many of them out there.

Any sensible person would recognize Trump adheres to the pivot to China as readily as Obama and Biden. The steel tariffs Trump imposed on America’s consumers were great for the equity owners of American steel mills but did not raise wages for the workers who added the value to the steel products nor expanded domestic investment appreciably in this industry. Lobbying for more tariffs and subsidies was the better investment and demonstrates how the American political economy operates now.

First you only have to look in Xi’s eyes to KNOW he is exceptionally smart. What this means for China, where even the very poorest value education and achievement (they started the examination process 1,000 years ago) is that given the emphasis on mathematics, Xi leaving school at 16 as even an above average student would have a mathematical competence at at least 1st year university. Assuming as we know he was very smart and probably a top student, he would easily have had second or third year western university maths level.
Now assuming he was a hard working and diligent sort of 16 year old, he would probably have been able to catch up to his class mates over his years working in agriculture, but since most of them were also out on the farms we can assume that when he did return to university engineering, there would have been plenty of others enrolling in catch up classes. So you do not need to assume he got there by favouritism etc.
He chose to direct his energies to politics. Not surprising given his family background, but it really is a little racist and patronising to assume there was not very real talent and not just jobs for the boys (and girls).
China culturally is a meritocratic society. It always has been. Have you heard the term mandarin to refer to senior public servants in UK and elsewhere. Well the term comes from the Chinese practice of appointing and promoting public officials based on competitive examination. This was imperial China I am talking about. Have you heard of tiger mums?
In reality the Chinese send their kids who are failing educationally overseas to be educated, because it is easier.

The best review of Blinken visit in China and the aftermath was in Military Summary: great relief for Russians. Would Blinken bring some attractive deal for Chinese, convincing them to cooperate with Russia less? Theoretically, possible. Hence, some trepidation which Blinken and Biden promptly dispelled. If anything, Chinese are less likely to count on something like that happening, American hostile attitude is fixed, further increase of China+Russia cooperation bears no further risks.
Back at home, this resolute posture is unanimously approved among the think tanks that drive foreign policy. Abroad, it further motivates resistance to Western dominating hegemony.

I once thought similarly – turns out I was wrong.
I worked for many years as a Senior Research Fellow at a Global-top20 Research University. I supervised a PhD candidate from Outer Mongolia. He grew up in a small village with a child-hood dream of owning his own horse. Long story – he made his way to Tsinghua University, Beijing, where he learnt Mandarin whilst studying physics. He also taught himself English during his undergrad studies at Tsinghua. He was an exceptional student, a fine gentleman, and a respectful son who worshipped his parents who had sacrificed everything they had to provide the opportunity for him to study abroad. To my eternal shame, he speaks and writes English, my native language, much better than me.
I also worked for several years with a colleague from China who had lived through the Cultural Revolution with his younger sister, both as young children. His parents were both medical doctors and were sent to the countryside. Many stories of survival: the most interesting being that they trained a pig to steal food for them. The hardest part was feeding the pig first to “keep it honest” even though they were starving. Oh, and this wonderful colleague had two PhD’s – one in physics, and one in electrical engineering. Maybe the pig helped him with calculus?
We should not be too quick to judge others on their achievements or capabilities using our own possibly limited horizons as a rigorously limiting metric.
Maybe “ltexpat” would like to share his CV to establish credibility for his assessment of the intellectual capability of Xi Jinping.

I would add to your comment that Itexpat has no idea at all about the Chinese work ethic. High school kids study from 7am to 11pm 6 days a week. That is normal. They have weekly exams/tests.
Not surprisingly they are way more advanced. What Itexpat feels is a challenging course is probably glorified High School for many bright Chinese.
Now obviously I have no idea about Xi in particular, but he clearly is super smart – other than Putin I can think of very few world leaders who could match him. I think that a few – Our Keating and and the former Malaysian PM Mahatir might have been able to hold their own. Possibly Kevin Rudd. I have been told that Bill Clinton was exceptionally smart so possibly he could be in that league, but certainly not many others- and NOT Hillary who is OK but still a plodder. Many of our western leaders would better be classed as 1st graders compared to PhDs relative to those I name. Liz Truss possibly preschool and Boris a grade three kid whose teacher says could do better if he paid attention. Biden- er um – toddler room in day care.

I believe chinese testing started during the warring states period under Cao Pi, in wei, inherited by the jin dynasty.. depicted in the series “Advisors Alliance” followed by “Growling Tiger, Roaring Dragon”, this would be more like mid 5th century, and expanded from there.
Segue into my main point:. If you watch a few of the long, long, long dramas, you start to get the sense of the Chinese / Confucian emphasis on *competence* as the highest morality of a leader. They may be cruel, cold, calculating and cut throat. But can they deliver results?
This may seem offensive to many, but lets observe in Ukraine what incompetence in a leader is. Even if Zelensky was righteous, his leadership is immoral, because it is so incompetent, it is killing hundreds of thousands for nothing, or worse, he is causing the destruction of Ukraine.
I say this because I am reading those talking as if Xi had a silver platter laid before him. China is a very big and complex country, and while he may have been groomed, so too, certainly were many others. He is in the position he is in bevause he was able to successfully navigate all the palace and political intrigue competently, and this alone shows the signs of an incredibly intelligent, flexible, and most of all, competent leader.

Both Xi and Putin come across to me as very able and competent people. I don’t believe that either would have reached the top of their governments without having great abilities, which they show day after day with their carefully considered approaches to the matters at hand.
While there is talk about “dictators and tyrants” I don’t think that is the case with either of them, as they seem to put a lot of effort in justifying their actions to their governments. There might be a one-party state in China but I don’t think that the CCP is without factions and I would venture that the differences in the outlooks of these factions would be much wider than the differences, such as they exist, between the Republicans and the Democrats. Balancing these factions would require a great deal of finesse and political skill.
Contrast this with the US government, which is bought and sold by the donors and populated by their placemen whose ability to think for themselves is viewed in a negative light. Despite the rhetoric, the US government shows little interest in doing anything useful for their voting populations and it shows in the public’s attitude to their representatives. Biden thinks that he can stay in office through bullshit and bluster but this is wearing very thin. Competent policies aren’t even a factor as the same failures have been replayed over and over and thoughts of doing anything different seem absent.
I think that few American politicians, if they were Chinese and applied to join the CCP, would be accepted let alone reach the heights of Xi. The world is lucky that it is Putin and Xi in charge of our enemies and not their equivalent of our Western idiots.

North Korea slams Blinken’s recent China visit as ‘begging trip’
North Korea has ridiculed US Secretary of State Antony Blinken’s recent visit to China as a “disgraceful begging trip,” further slamming it as a failure of policy aimed at exerting pressure on Beijing.
The rare visit was aimed at begging for the relaxation of tensions as the “attempt to press and restrain China may become a boomerang striking a fatal blow to the US economy,” said North Korean international affairs analyst Jong Yong in a column published by the official Korean Central News Agency (KCNA) on Wednesday.
“In a word, the US state secretary’s recent junket can never be judged otherwise than a disgraceful begging trip of the provoker admitting the failure of the policy of putting pressure on China,” he then added.
The analyst further blamed Washington for escalating regional tensions with “anti-China complexes” such as the so-called Quad strategic security group, which includes Japan, Australia, India, and the United States, as well as the Australia-UK-US security deal known as AUKUS.
“It is the height of the double-dealing and impudence peculiar to the US to provoke first and then talk about the so-called ‘responsible control over divergence of opinion,'” he said.

Well as I posted on a previous thread – this is probably about stirring the shit as Modi was visiting USA (on his way to Egypt next).

Does the US president have control/intel on all the various doings of our secret services? I highly doubt it. We don’t really discuss that much, too often we discuss “gov’t” or the “US” as a single undivided entity, which can encourage fallacious thinking. (obviously such terms are useful for simple discussion, but it can skew our thinking)

The Quad is the latest in the long series of attempts to create a NATO to isolate China-SEATO was the first.
The underlying plan is to keep all the remnants of the empires together and weld them into a military alliance which will be, like NATO, dominated by the US.
With the anglo-american empire in decline the attractions it has to offer-carrots and sticks- no longer work their magic.
Right now it looks as if South Korea and Japan (I feel that I might be repeating myself there), with the last gasp of the Marcos style Phillipines and a revival of Japan’s old friend Thailand are the very wobbly Asian content of the old settler colonial alliance.

The previous post refer to Quad as nothing-burger (as it accommodates Indian abhorrence of beef and the use of firearms in Himalayas). 368 billion is Australian contribution to a joint project of Australia with UK and USA.
