The Buildup To War In Ukraine – Sunday, February 13, 2022

In early 2022 Ukraine had finished the preparations for an overwhelming attack on the renegade People Republics of Donetsk and Luhansk (DPR and LNR).

Half of the Ukrainian army, some 120,000 men recruited and trained during the last 7 years, were stationed near the ceasefire line and ready to go. On the opposing side only some 40,000 men were under arms. They would have little chance to withstand an onslaught.

Russia could not let a Ukrainian attack happen. If Ukraine could regain the renegade provinces it would have been able to join NATO. Russian public opinion was decisively on the side of the Russian speaking DNR and LPR. It would surely demand an intervention. Since the 2014 coup in Kiev some four million Ukrainians had already moved to Russia. There are lots of family ties between the two countries. In sight of this Russia had put some of its own forces on alert and had moved weapons and munition to assembling points near the Ukrainian border.

The U.S. had for months warned of an upcoming Russian attack on Ukraine. It could do that because it knew the Ukraine would attempt to regain the republics by force. It knew that Russia would have to respond. On January 12 2022 CIA director Bill Burns had secretly met Zelensky in Kiev. Burns often carries messages from President Joe Biden.

On Sunday February 13 2022, after a phone call with U.S. president Joe Biden, the Ukrainian president Zelensky gave the final order for the planned Ukrainian attack.

That the decision had been made was immediately leaked in London as well as in Kiev.

In its summary of the day the Guardian listed a lot of activities that were consistent with the imminent start of a conflict. Diplomats and foreign military were moving out of Ukraine. Weapons flew in.

Tipped off by its government the British insurance conglomerate Lloyd stopped reinsurance services for anything Ukraine:

Anatoliy Ivantsiv, head of Ukrainian insurance firm Expo, told Interfax that British reinsurance giant Lloyds announced it would temporarily cease all conflict risk insurance over Ukrainian airspace from Feb. 14.

When the news of the attack order leaked in Kiev, its 'elite' oligarchs and some parliament members were ready to leave. On February 13 and the following days they fled the country:

Ukraine’s richest men are fleeing the country with their families as the number of private jet charters jump after the possibility of war spiked in recent days, according to flight traffic information posted on social media on February 13.

Switzerland, Austria and the south of France were the most popular destinations for the charter flights.

Ukrainska Pravda stated that such an exodus on charter flights hasn’t been witnessed in six years of observations. The publication reported that planes belonging the country’s top oligarchs, including Rinat Akhmetov, Viktor Pinchuk, and Boris Kolesnikov, as having left the country. A private plane for 50 people was also ordered by Igor Abramovich, another top business figure.

bne IntelliNews sources confirm that two residential English tutors, both British citizens, working for an MP and a businessman respectively, will leave for the south of France this week. Neither confirmed that the flights had anything to do with increased fears over an invasion, as both families travel regularly with their staff for work holidays. Even last month, when the war drums began to beat more loudly for the first time, tutors and teachers working at private schools in Kyiv reported a large number of children absent, away on holidays.

Some members of the Ukrainian parliament were also bailing out. on February 14 Kiev Independent reported:

More than two dozen lawmakers out of a total 424 MPs, who are due to attend parliamentary sessions starting this week, are not currently in Ukraine. Almost half, or 12 deputies, are from the pro-Russian party Opposition Platform-for Life, five deputies are from the presidential Servant of the People party. Most of the lawmakers, or 20 people, left the country in February.

As part of the Minsk agreement the Organization for Security and Co-operation in Europe (OSCE) had a Special Observer Mission at the ceasefire line in east-Ukraine. Over the weekend of February 12 and 13 the front had been relatively quiet:

In Donetsk region, between the evenings of 11 and 13 February, the Mission recorded 261 ceasefire violations, including 50 explosions. In the previous reporting period, it recorded 114 ceasefire violations in the region.

In Luhansk region, between the evenings of 11 and 13 February, the SMM recorded 114 ceasefire violations, including 24 explosions. In the previous reporting period, it recorded 258 ceasefire violations in the region.

The observed numbers of explosion were less than the average of the last 7 and 30 day periods. Explosions occurred on both sides of the ceasefire line.

What the West lacks are key resources, particularly energy and iron along with a population willing to do that sort of work while making material sacrifices. Recall, the Depression made it easy psychologically to sacrifice material goods as long as work and food was available. But many major key pieces are now missing, Big Steel being primary. Currently, MIC corps are merely adding to their order backlog, not building new production facilities to produce those orders faster–Neoliberal logic at work. And China will not suddenly betray Russia; to think that is to show big ignorance of their partnership.

On the eve of the anniversary of the Special Military Operation (SMO) it is important that defenders of the Russian Federation and the ethnic Russian people of the Donbass Republics do not concede that the SMO was illegal under international law. The SMO was proportionate (at the cost of the RF) and justified. The fact of the Ukrainian military poised to attack the Russian ethnic minority and commit a genocide is indisputable. What then of international law. As has been expressed on many occasions there is a right under customary international law of preemptive self defense. The claim to preemptive self-defense is a claim to entitlement to use unilaterally, without prior international authorization, extreme violence to prevent a development that is not yet operational or directly threatening, in this case the armed forces of the Ukraine and its irregular fascist formations, and requiring an armed attack to prevent a potential genocide. (Reisman and Armstrong, ‘The Past and Future of the Claim of Preemptive Self-Defense at 526). This legal basis of the SMO, is very similar to the legal justification of Rwanda and Uganda invading the Democratic Republic of Congo (DRC) in defense of the Tutsi people of Uganda, Rwanda and the Tutsis of the DRC. I write with some emotion about this as I have many friends in the fine people of the Tutsi Congolese refugee community here in Australia. Women and children recounted the beheading and massacres that occurred in the DRC as the Tutsi minority faced obliteration as a people. The law in regard to the Congo intervention is in flux with the ICC and the UN basically adopting different positions on preemptive defense. The Tutsis of the DRC situation was basically the same as the ethnic Russians of Ukraine and the Donbass. The world has seemed to have forgotten the genocide in Rwanda and DRC. We must always remember that genocide and its parallels with the Donbass prior to the SMO.
I with affection remember the representatives of the Donbass miners unions who visited us here in Australia, before the betrayal of the Soviet Union. Fine, hard working, outstanding people and I grieve for their sons and daughters who are fighting and dying for their survival. We must not concede one millimetre in the rolling debate about this war. The war criminals are in Washington, London and Kiev. Concede nothing to the satraps of the empire and whores of the MSM. Russia was. And is right.

How about this: The us wants to goad Russia into a full-scale war with NATO, exhaust Russia’s economic and military power and reserves. Stage an internal color revolution, remove Putin and his allies, and install a pro US puppet regime. Then slice and dice Russia into cantons with no power to resist US cooperate capitalism.

I do not believe in coincidence. This is a coordinated action and signals the situation in Russia and Belarus is going to turn dangerous in the near future. Maybe it has something to do with the United States training Islamic radicals to carry out terrorist attacks in Russia and Belarus:

Going by the rule of projection the US empire, which for so many decades has denounced “terrorism” (which it always took the lead in creating) and waged a “war on terror” and slapped the label “state sponsor of terrorism” on other countries, is about to radically escalate its own status as the most extreme and aggressive terrorist state of all. Of course with acts like the MH-17 shootdown and Nordstream bombing the US already is history’s worst practitioner of terrorism.

BUT: what conclusive pieces of evidence do we have on the planned attack? This has been discussed since but everyone said, nah, it´s just rumours.
The original article by Jacques Baud in The Postil, “The Military Situation in the Ukraine: an Update” included photographs of captured documents which demonstrated the AFU had received formal orders to conduct a general attack against the Donbas. I assume they will be presented as evidence. The argument will doubtless be made that they are fakes, disinformation, but taken in conjunction with all the other circumstantial evidence, it will be a tough case to discredit them.

I have put in some thoughts at your VK. Something I think on a lot. How the world has developed through history. Empires of plunder and empires of joint prosperity and defence. I think I wrote wrote something at my VK on that.
But what we are seeing now in the “Eastern world” is a recognition that peace means prosperity for all. Win win deals and good relations. The western globalized world is one of plunder and domination, this eastern vision, though Russia is the place where east meats west, it is an understanding everyone prospers through peace and respect for each others cultures.
Globalized world and spheres of interest, resource rich countries matched to population rich countries in which all can prosper. China’s belt and road. China’s philosophy is it needs wealthy countries to trade with so it build infrastructure for them which is the foundation of prosperity. Russia, its vision of a multi-polar world. Very complimenting visions. Here in the west what are our visions for the future? Rand Corp, Brookings, Carnigie, The Lowry institute and the royal circles of London.
With todays communications, we cannot turn back from a globalized world. There is the Russian China vision of win win and sovereignty and the Anglo vision… make that Washington vision of world domination but fully supported by the knights of the anglo round table.
Just so many people with blank minds easily filled by propaganda. And they blankly look at the demonized states and think their culture is nothing more than an evil dictatorship propaganda.
I’m rattling on a bit here Karl but my anger at my government… nah scrap government, make it US employees or London loyalists are willing to destroy our country in pursuit of imperial interests.

I find it interesting that the Russians specifically claimed that the Terrorists the US was recruiting were being training at the US occupation camp at Al-Tanf. I wonder if the Russians threatened to target the US camp if the Terrorists start targeting Russia territory?
With respect to Ukraine, I’m leaning more and more to that Russia’s eventually goal has shifted to declaring the entire Kiev regime wholly illegitimate since 2014, liberating the entire country and then dissolving all Western denominated debts that Ukrainian acquired since 2014 (roughly $100 billion US). This would effectively trigger a financial crisis in the West. Yes, we all know that Ukraine was never going to pay all those debts in cash, but they would have made minimum payments and eventually given Western interests near total control of all national resources as collateral for more debt consolidation through the IMF (and eventually written off entirely in 50 yrs or so). However the resources given as collateral would have been worth far, far more than the fiat current it was exchanged for. That’s the key, the Western business interests would have already planned for, financialized and spent this money – they are depending on the minimum payments and more importantly the raw resources they would have eventually seized from the Ukrainian people to prop up the dying Western economies.
Why should Russia spend the lives of its soldiers and citizens liberating Ukraine and then pay the debts of the Nazis to the same people that stole the wealth of the Russian Central Bank. No, I think we are going to see the Russians tells the Collective West to eat the loss and that’s when the Western economies will start to really scream.

It looks like B is writing some articles on one year war – this being the first one on the date that Zelensky is supposed to have made the decision.
When Biden started pushing his “allies” for promising sanctions if Russia invaded it was for me already clear that such “guarantees” would also be invoked when Russia “invaded” the Donbass to help the people it had given security guarantees for if Ukraine invaded their region. The “allies” were in fact asked to give their seal of approval to the Ukrainian attack.
This article doesn’t provide much evidence that Zelensky made a decision on 13 February. It also evades the question when the attack should have started. This is interesting as Russia has named two different dates that seem to come from two different intelligence services.

It shows who was firing at who across the line of contact.
The “invasion” was on 24.02.2022 .
Ukraine started firing into Donbass.

With respect to Ukraine, I’m leaning more and more to that Russia’s eventually goal has shifted to declaring the entire Kiev regime wholly illegitimate since 2014, liberating the entire country and then dissolving all Western denominated debts that Ukrainian acquired since 2014 (roughly $100 billion US). This would effectively trigger a financial crisis in the West. They are depending on the raw resources they would have eventually seized from the Ukrainian people to prop up the dying Western economies.
No, I think we are going to see the Russians tells the Collective West to eat the loss and that’s when the Western economies will start to really scream.

I’m a loyal reader of your blog, which I usually find reliable, but this one is an exception. Nothing that you cite here proves the Russian contention that Ukraine was preparing for an offensive against the Donbass. All of it could be interpreted in the opposite way: Ukrainian and western embassy preparations for an expected Russian invasion. The OSCE observations are not conclusive. In fact, you write, “The observed numbers of explosion were less than the average of the last 7 and 30 day periods. Explosions occurred on both sides of the ceasefire line.” (I thought there were lots more coming from the Ukraine side, but perhaps the dates I’m remembering were different.)
Geoffrey Roberts, the Irish historian of WWII on the Eastern front and biographer of Zhukov, wrote that there is no confirmation of the Russian claim that the Ukrainians were preparing an offensive against the Donbass: “‘Now or Never’: The Immediate Origins of Putin’s Preventative War on Ukraine,” Journal of Military and Strategic Studies, Vol. 22, Issue 2.

Russia understands, that destroying the USA, and even creating some REAL chaos there, will make life much much worse for millons of people, who unlike the USA has not commited any crimes against her. Millions of people in Africa, America, Asia will inevitably suffer if the current system of balances and interconnections in the world is destroyed or even damaged, even without using any nuclear weapons. They live hand to mouth as it is, and if any big Chaos starts what would be there destiny?
It’s better to let the USA kill itself gradually – the powers that be are doing it quite well – and use all the available time to create the new system, first parallel an in the end dominating.

While industrial output in the US today is ‘overall’ greater than in 1940; there are severe gaps in the heavy capital goods supply chain.
Just one example, the big forgings that are used for gun turrets. There used to be a dozen suppliers in the US. Now there is arguably 3 such suppliers in all NATO countries. This hollowing out happened mostly during the rust belt days in the 1970s.
Big Forgings production is mostly know-how with beaucoup black magic thrown in. Doubling or tripling output of such items takes many many years.
