SF infers that NATO was directly involved.
But if this report is true, and investigation does indeed show this was a direct NATO attack, then that is indeed a serious escalation.

MoD apparently has stated that the Moskva suffered first a fire, then explosions.
Ability to evacuate the whole crew argues against any heavy hit.
