The Physicians For Human Rights "Report" on "Aleppo" Is A Scam

One of the organizations providing anti-Syrian propaganda is the U.S. based Physicians for Human Rights (PHR) which claims to be "Using science and medicine to stop human rights violations".

It used neither in its most recent pamphlet about "Aleppo" which fraudulently asserts that a tiny piece of the city is representative for all of it. The NYT short piece on that "report" says:

A New York-based human rights organization is accusing the Syrian government of flouting international law by killing health workers, bombing hospitals and blocking lifesaving aid from entering a strategic city in northern Syria that was held by the opposition groups.

In a report released Wednesday, the group, Physicians for Human Rights, chronicled 45 attacks on medical facilities in Aleppo since 2012, mostly by Syrian government forces.

The report paints a harrowing picture of the risks to those who provide basic medical services in Aleppo. A barrel bomb killed a doctor and a public health worker who were vaccinating children against polio in early 2014 — the first of 26 airstrikes on medical facilities.

The report says that 95 percent of Aleppo’s doctors have fled or been killed. The group also says that Russian airstrikes have hit 10 medical facilities since the air campaign began in September.

The NYT piece is only about "Aleppo" and fails to differentiate between the insurgent held eastern part and the government held western part.

That may have been because the PHR press release on its "report" also only speaks of "Aleppo". It claims:

A new report by Physicians for Human Rights (PHR) shows the devastating impact of the Syrian conflict on Aleppo, Syria’s most populous city and the area that has been the hardest hit in terms of attacks on medical facilities. In the past three years, Aleppo has suffered 45 attacks on health care facilities, more than two-thirds of hospitals no longer function there, and roughly 95 percent of doctors have fled, been detained or killed. Today’s ratio of doctors to residents is eight times less than what it was before the conflict began, and this extreme shortage of health professionals is exacerbating the already dire humanitarian crisis.

That press release is intentionally deceiving and the NYT writer fell for the scam.

Only deep in the longer PHR report (pdf) do we find what area the report is really about:

This report focuses on the state of health care in eastern Aleppo city4..

The footnote 4 at the end of the report says:

Eastern Aleppo city is referred to as “Aleppo” in the remainder of this report. Any references to western (government-controlled) Aleppo city or Aleppo governorate are noted explicitly.

Eastern Aleppo is bombed out Jihadi held part of Aleppo. It is practically empty except for the Jihadis and a few members of their families. In March the Guardian's Martin Chulov actually visited eastern Aleppo. He wrote:

Western Aleppo has had by far the better of the war, with civic services still functioning in most neighbourhoods and war damage minimal. Much of the east, though, is ravaged and empty.
...
Those who remain in eastern Aleppo, roughly 40,000 from a prewar population estimated at about a million, have been without electricity or running water for more than a year.

A recent Reuters report about a supply route to west Aleppo gives the number of inhabitants there:

The road is the army's supply route to government-held western parts of Aleppo, home to around 2 million people.

The PHR report is about an area where maybe 40,000 people live while claiming to be about "Syria’s most populous city". But the report says nothing about the government held area with 2 million people. It is only looking at the damaged empty parts of the city and pretends that these are representative for the whole city.

It also purely based on hearsay provided by insurgency supporters:

The findings in this report are based primarily on interviews conducted by PHR in Gaziantep and Kilis, Turkey from July 22 to July 30, 2015. The research team conducted semi-structured interviews with 24 individuals providing health care, supporting the health care system, or documenting events in Aleppo.

The report does not say how many of those 24 individuals were actually "providing health care" and how many were just "documenting events in Aleppo", i.e. professional propagandists for the Jihadi side. None of the authors of the report has actually been in Aleppo east or west.

The whole pamphlet is highly misleading and one sided propaganda with can neither satisfy "scientific" nor "medical" standards. It is ridiculous, though not unexpected, that the media will uncritically distribute its claims by copy-pasting the misleading PHR press release without actually reading the report.

The trouble is that the western public has become indifferent to such information. On the news: Refugees and terrorism in Europe, nothing else counts.

To Oui, at #12, at the link you specify, PHR is said to be funded in those activities by State Dept., not USAID. Not that I see much difference, as they are allied with a US state entity. However, it's worth noting that when they want to, PHR can sound more progressive, as in this quote from their website: "The use of health programs by the United States Agency for International Development (USAID) to recruit political activists in Cuba is reprehensible and unacceptable. Using health care as a cover for political activities goes against the internationally accepted principle of medical neutrality and is harmful to the wider practice of providing medical aid in countries around the world."

I recently was highly critical of PHR for supporting the McCain-Feinstein amendment to the NDAA, which specifically made the US Army Field Manual on interrogation the law of the land, making the CIA and DoD subject to its rules and techniques. Sold as an alternative to torture, actually, the AFM allows use of isolation, sleep and sensory deprivation, induction of fear, use of drugs, and inculcation of "helplessness and hopelessness" in prisoners. It does not ban use of stress positions (the current version removed previous bans on sleep deprivation and stress positions in 2006).

The UN Committee Against Torture recently specifically singled out the AFM for abuse. Once upon a time, PHR opposed the use of these techniques. They were vocal and demonstrative in their opposition to the CIA's "enhanced interrogation techniques" experiments in torture. But now in practice, by supporting use of the AFM without any criticism, they acquiesce in the kinds of "touchless" torture pioneered by the CIA in its KUBARK manual. And, evidently, per b's story, hide their PR for U.S. imperialist policy regarding Syria in footnotes.

I appreciate b's effort to shine the light on these phony feel-good groupies. But quite frankly, who cares what the facts says? I mean, in this climate any group seeking to gain some attention only need to jump on the anti-Syrian, "Assad must go" propaganda bandwagon. Facts be damned!!!

And their propaganda are not that sophisticated either. All they do is throw in the usual catch words: "Assad", "Putin", "Russia", "regime", "Shia", "Alawite" etc etc and presto, they have an audience.

Mina, thank you for bringing that Tunisian shepherd to our consciousness. As a member of the wretched of the earth, his coward assassination has no impact on world events, beyond affecting his close and extended family. No one will bomb the coward head-choppers that killed him, no investigation will be carried out by Tunisian "authorities," or Physicians for Human Rights, for that matter, no one will declare war on the cowardly terrorists that take on a 14 yr. old boy caring for his sheep.

His sin was to be born on the fringes of "civilization," he was not a "sophisticated" Parisian living in the "City of Light," whose life is worth a Rafale bombing run to Syria, and the "Charles de Gaulle" deployment to the eastern Mare Nostrum. I wonder if the French philosopher that visited his family might be one of those who think philosophers need to move from interpreting the world to radically change it. Regardless, his visit to the boy's family is worth a thousand years of French philosophy.

The Dr. and the PHW were vaccinating children against polio in Aleppo. I can see it in my mind's eye, the clinic was full of mothers/fathers and children patiently waiting for their turn to be vaccinated. Suddenly, a bomb comes barreling down and after the dust lifted up, only the Dr. and the PHW were killed. That is either highly efficient for a BB, or extremely unlucky for the Dr. and the PHW.

A BB is an "unguided bomb" (W'pedia) also called "a flying IED," a bomb that tumbles in the air and falls randomly on unintended targets. Here is a sample in the MSM of BBs exploding in Daraya, a Damascus suburb, in 2014. The sample is to show the intensity of the explosion and the destruction caused by a BB, not to propagate the lies of the MSM stenographers.

The baffling question for me while skimming the article was, where are all the children killed? The mothers and fathers? Only the Dr. and the PHW? Flabbergasting. Both the idiots who wrote the report for the PHR, and the one who covered it for the NYT should be fired, since they don't know what a BB is and its effects, or lack the Goebbelsian expertise to expand the lies to a "credible" stretch.

Just a couple comments on things that are maybe being overlooked:

-Note the TIMING of Russia's sudden finding that ISIS was responsible for the plane crash, a finding that helps to sell to the Russian people further commitment of Russian forces. The timing was imm'y after G20 & just in time to offset the Western buildup after the Paris attacks.
Cute how US is suddenly backtracking-- no, no, it's too early to say it was ISIS.

-Going into the Vienna2 talks on Syria, someone was pressuring/threatening Putin: The outing of the identity and whereabouts of Putin's daughter, and the fact that she's a billionaire, which is a threat to reveal or mischaracterize how she got the riches. Reuters broke the story-- far as I know it's still Rothschild's news service.

-Barzani, head of the Iraqi Kurds has always been CIA and probably Mossad, too. He and his imm'y cronies have become millionaires.

Some days later I received my first email from PHR. I was floored by the heading, “Protect Syrian Citizens: Help Make Sanctions Tougher.” The word “tougher” struck me. The email read in part: “Help us impose tougher sanctions on Pres. Assad’s brutal regime. The Syria Sanctions Act of 2011, S. 1472, will target Syria’s energy and financial sectors. Contact your Senators today and urge them to back S. 1472.” The sponsor of this bill was Kirsten Gillibrand, and among the 12 co-sponsors were two neocon leaders, John McCain and Joe Lieberman, the latter hardly a human rights stalwart when it comes to Palestinians. Did that not ring alarm bells at PHR?

I imagine PHR is a State/CIA funded operation.

In my opinion a strike against a group in Syria would only be legal if Syria was 'unwilling' or 'unable' to take action themselves, that is manifestly not the case here. It is probably all academic in any case. All veto wielding powers have carte blanche to engage in aggression anywhere in the world, since there is no way that aggression can be held to account. The UK would simply veto any resolution condemning them.

But the site also takes note of the bloody smear across the floor. Such a smear is strange and unusual they say, and the writer surmises that a mop or broom might have been used.

But wouldn't the smear likely have been caused by emergency personnel attending to and evacuating the injured?

Also, I think that you haven't yet seriously considered the possibility that I suggested in the Open Thread: that the 'hoax terror' movement could be a device to distract & discredit government critics and skeptics. What the 'hoax terror' people postulate is just too risky for the perpetrators: dozens, even hundreds, of people would have to be kept quiet for a long long time.
