Where The "Neutral" OSCE Mission in Ukraine Blames The Wrong Side
The Organization for Security and Co-operation in Europe (OSCE) has a military observer mission in east Ukraine. The mission is supposed to equally watch both sides of the conflict and to report incidents and military compliance with the agreements reached in the Minsk 2 ceasefire.
The OSCE's role is supposed to be neutral.
But its daily report of 18:00hrs, 4 March seriously calls this neutrality into question.
In an unusual long general footnote to the March 4 collection of observations the OSCE mission writes:
* Restrictions on SMM access and freedom of movement:The SMM is restrained in fulfilling its monitoring functions by security considerations including the lack of information on the whereabouts of landmines, and restrictions imposed by third parties.
The security situation in Donbas is fluid and unpredictable and the cease-fire does not hold everywhere. For this reason, the SMM requires security guarantees from “DPR” and “LPR” which are not always provided. Where such guarantees are limited to escorted movements, and escorts are not provided for all planned patrols or are delayed, this also represents a restriction on SMM freedom of movement.
From this one assumes that only the side of the eastern federalist, the Donetzk Peoples Republic and the Luhansk Peoples Republic, are hindering the observers movement. Only these are blamed.
But wait:
In particular during the reporting period:- At the beginning of government-controlled Novodimytriivka village (51km north-west of Donetsk) the Ukrainian Armed Forces commander told the SMM that it could not continue to follow the convoy from government-controlled Selydove (43km north-west of Donetsk) and that he was not allowed to disclose its final destination.
- South-west of government-controlled Bohoyavlenka village (48km south-west of Donetsk) the SMM was told by a commander of the Ukrainian Armed Forces that it could not continue to follow the convoy.
- In government-controlled Klynove (64km north-east of Donetsk) the SMM could not continue to follow the convoy as a representative of the Ukrainian Armed Forces told the SMM that it was not allowed to do so.
- At the entrance of Novoaidar (government-controlled, 57km north of Luhansk) the Ukrainian Armed Forces commander of a convoy of heavy weapons coming from government-controlled Raihorodka (34km north-east of Luhansk), told the SMM that it could not follow the convoy further.
- A representative of the Ukrainian Armed Forces told the SMM that it was not allowed to monitor the further movement of self-propelled 152mm howitzer from government-controlled Stanytsia Luhanska (88km north-east of Luhansk) towards a northerly direction.
- At a “DPR”-controlled checkpoint, north of Olenivka (22km south-west of Donetsk), the SMM was held up for 20 minutes until the local “DPR” commander came and escorted the SMM through Olenivka to the last “DPR”-controlled checkpoint south of the town.
- At a Ukrainian Armed Forces checkpoint, 10 kilometres north of Mariupol, the SMM was held up for 35 minutes – and allowed to proceed only after contacting Ukrainian authorities.
There were a total of eight restrictions of movements. Six of those were outright denial of freedom of movement by the Ukrainian government side. A seventh was a temporary denial of movement by the Ukrainian government side which was resolved after contacting higher Ukrainian command levels.
Only one incident of a temporary restriction of movement was reported to be caused by the federalist military. This was resolved when the local commander arrived.
The Ukrainian government is not only blocking the movement of OSCE monitors. (It is also blocking the movement of ever Ukrainian who wants to or has to move between the two sides.)
The restrictions to the OSCE's freedom of movement on March 4 were in seven of eight cases caused by the Ukrainian government. Why then is the leading paragraph pointing out DPR and LPR forces as responsible for hindering OSCE movements?

Gosh, I hope there are no unfortunate incidents involving our targets--I mean troops... Not boots on the ground, of course. They'll be wearing bunny slippers.

The reason is clear. The job of the OSCE is to spin the situation to the benefit of the west (NATO). What is remarkable is that they did document all the times the Ukrainian command blocked observers. But as the OSCE spins, the mainstream media follows, or so the US/NATO/IMF hopes. But R ecent news stories have begun to highlight links between the Ukrainian coup regime and the neo-Nazi "volunteer" detachments (articles at Vox and Omiydar's Intercept). Perhaps some have realized the Pentagon blood-lust for war will be paid in European blood, not American.

Does't Russia have observers with OCSE? One would think that they would influence those reports.
In any case the rebels have been complaining for a few days that though the UA may be withdrawing their heavy army from their front line positions, they are being relocated into areas well inside the exclusion zone.

Why do they blame the wrong side? Because that is what they are tasked to do. War is coming. Psychopaths run the world and they need war to save their fiat money system. So it's coming. Rather than see the system fail, they will destroy the world. That being said, focus on what you can do to save yourself and your loved ones. Dithering over details is just that. The psychopaths will not stop until they own everything or they destroy everything. Our only hope is that there are enough honorable people in militaries throughout the world that will refuse orders or they move against the psychopaths. Neither is likely. So it is our responsibility to save what we can. The drums are beating, the chickenhawks are yammering, war is coming.

The West's dishonest reporting became a QED for me when BBC (First with the News) broadcast a news bulletin soon after MH17 was shot down, in which they clearly stated that "rebels" had put guards on the debris, recovered one of the black boxes and handed it to Malaysian investigators.
That story quickly became an orphan.
Subsequently, only Russia Today reported that the reason the West's investigators and recovery crews couldn't complete their mission was that the UA scared them off by targeting areas adjacent to the site randomly and regularly with mortar and/or artillery. i.e I have yet to see a report from the Western media (including Dutch media) about Kiev's role in hampering the investigation. Dutch citizens should be demanding to know why their govt cares more about doing what Victoria Nuland tells them to do, than explaining why it's not seeking full disclosure of how and why 200+ Dutch citizens were sacrificed on the altar of Obama's "whatever it takes" scheme to frame Putin for acts of Yankee-inspired bloodlust and depravity.

The Ukrainian side has not pulled off all heavy weapons prescribed by the Minsk agreements from the line of engagement with the combatants. This was declared today in Donetsk airport by a representative of Russian Federation in the Joint Center of Verification and Coordination (JCVC) for fire cessation, colonel general Aleksandr Lentsov.
“By March 4, the Ukrainian side has withdrawn just anti-tank weapons”, told Lentsov. According to him, the Ukrainian troops made commitment to finalize the withdrawal by March 7.
Lentsov added that Lugansk and Donetsk Republics “have completed 100% of withdrawal”.
“For the past day, 25 small arms encounters and 10 mortar shelling incidents were registered in the airport”, said the Russia’s representative in JCVC, adding that the mortar shelling was positively originated from the Ukrainian side.

Many of you are surprised by the OSCE because you've never seen them in action before.
I did, here in Macedonia in 2001. They seemed never to be able to see the Mujahedin fighters that Uncle Sam brought over from the Middle East to fight along the Muslim Albanian 'rebels'... They'd always report/warn the Macedonian side not to commit atrocities while being blind to the heinous and savage acts of the 'rebels fighting for freedom'.
Besides, whenever they wanted to see where the Macedonian troops are located, there'd suddenly be an attack on said troops...kinda like...someone was giving the coordinates to the 'rebels'...

There was another incident where US forces from Kosovo were caught by our guys delivering weapons to these KLA "freedom fighters" A FULL CONTAINER OF ARMS, that is. Just like the reports that they are also delivering arms to IS/ISIL in Iraq and Syria. This was also missed by the OSCE in their report.
Strange lot, these OSCE guys...eh...but very balanced...LOL

Funny you should mention that...
One of our army generals published a book about the brief war we had here in 2001.
In it he claims that the Americans THREATENED AN AIR ATTACK from their NATO base in Naples (southern Italy) when our guys were destroying the "freedom fighters" in Aracinovo (near Skopje)...embedded with the Freedom Fighters™ there, apparently were American troops...go figure...
No English translation of the said memoirs, I'm affraid...but common knowledge among Macedonians...though our media/politicians are bought and paid for by Uncle Sam, so that's one of the things they NEVER, EVER mention. So, on paper, we're pro-NATO...but in reality 90% of the people here hate the elite (both American and our own).
