Sounds like the Afghani equivalent of the "troop surge"; one last attempt at showing some lmited local successes before packing up and getting out of Dodge.

@annie - that news piece is written to put the guilt on ISI and to divert it from the CIA and Suadis which financed the whole scam. Follow the money ...
They'll just draw-down and let everybody escape again.Have to have a threat out there at all times.
