I have read several comments from hunters and others in the know, here and there on the blogs, detailing the very many peculiarities in the Cheney shoot situation as described by the msm: the time it took place, one guesses it was illegal – the various positions etc. described, the behavior of quail, the fact that one of the party was in a car, etc.
These experts pretty unanimously conclude: 1) the situation as described is not quite right, not entirely comprehensible – but probably more or less correctly details what went down. 2) It shows gross negligence and terrible incompetence on the part of Cheney – so bad and so surprising that there is speculation he must have been drunk. 3) The incident will hit hard on the perception of rural people, those in communities where hunting takes place, etc. It speaks to character and ‘rightness’, which is the numbah one criteria for judging pols. What he did is basically unforgiveable.
My own interpretation (crime scene enthusiasts, refer to your sektch!), which satisfies me, in that it tightens the loose ends I myself see hanging about is:
Cheney shot the lawyer wilfully, without realising who he was.
Cheney hit the man at close range (probably much closer range than reported), on the head, neck, shoulder, top of the chest (left or right, I think left, but who knows with these police reports). The direction and angle of that shot are very bizarre and don’t correspond to aiming at quail (again, insofar as I interpret.)
Cheney was shocked and surprised, and acted instinctively. He saw Mr. W. as a threat, suddenly arisen from nowhere, and not properly placed in his ‘mental map.’ So he did what people who hold guns do, as moreover they are out to shoot, primed to focus on targets – he shot.
One should not forget that Cheney must feel himself to be a potential target for attack or assassination, it is not unknown for US higher authorities. His minders (there must have been some?) would have been unworried – the rural scene, lack of unknown people or crowds, the closed and ‘safe’ setting, the fun atmosphere, a kind of time-out ambiance, would have brought their vigilance down to nil. They would not have imagined that the danger came
from Cheney himself
as their mandate is to protect Cheney, not innocent bystanders.
Well, my speculations — it is a free for all, right?
Nevertheless, this incident shows, in a sort of twisted way, that the higher reaches of Gvmt. in the US are like royalty in the Middle Ages.

I don’t see Cheney as being panicky… we’ve been watching him for six years now, and I’ve yet to see him do something that gave me that impression.
Then again, Bush still has 30% or so of the country convinced he’s a well-meaning buffoon, too.
I honestly think that it was simply a stupid hunting accident, an act of gross negligence with a gun.
We put other people in jail for such things, by the way.
