The “wearable defibrillator” hypothesis cited by b real is, to me, the most plausible explanation – e.g., he was photographed wearing the “bulge” driving around on his ranch, when he wouldn’t need to be supplied with talking points.

It’s my opinion that the man needs to be reminded to breath.
He probably gets lost on his own ranchette as well.
