Kerry was the one who made the most elaborate, detailed (financing, etc.), and innovative proposal for a new draft. Unfortunately I did not download the proposal – a rather extraordinary document on the Kerry website, at the time. Archives do turn up all the preambles and some of the text:

That said, a draft would be vile poison for the Gvmt. Now that ‘Tyranny’ has replaced ‘Terror’ it is beginning to look like a reality-based view (no. of grunts, bases, etc.) and conventional reasoning are irrelevant.
(Terror will mobilise people to register; a terrorist attack would have a huge impact; tyranny, however, is a abstract concept, specially when conceived of as existing only outside the US in strange lands.)
